JOB PURPOSE:

 Media element:

·         To work with the national and international media to influence decision makers, opinion formers and supporters in order to advance Oxfam's campaigning and programming on Afghanistan which is Oxfam's priority humanitarian campaigns.

·         The post holder will work closely with colleagues in Afghanistan to deliver media coverage into key markets and support affiliates with their medium and long term media strategies, while grabbing opportunities for coverage of our concerns whenever they arise.

Background

Our purpose is to work with others to overcome poverty and suffering in DRC through work on good governance to ensure access to basic services, humanitarian response, protection and access to food security. Oxfam GB have been present in DRC for more than 40 years, and now operate across the country in eight different locations.

The role

We require strong finance managers to each lead our finance and systems teams in two different locations in Eastern DRC. These roles will focus on multi-site financial programming with a variety of donors and projects, with budgets up to USD$2.8 million. Working closely with the Programme Managers from each site and the Financial Coordination team based in Goma, the post holders will ensure quality of accounting, timely production of donor reports, and oversee all day-to-day financial operations. The post holder will be required to capacity build and strengthen the knowledge of the teams they are working with to improve the quality of financial processes over time.

The Person

You will have substantial practical experience and a relevant qualification in finance management or a related field. Together with excellent verbal and written English, it is desirable to find a suitable candidate with a good level of verbal and written French. The wide range of skills sought for this role include technical competencies such as attention to detail and financial analysis, strong knowledge of implementing financial procedures and systems, and familiarity of working with donors and budgets. You will also need softer skills and competencies such as strong leadership and capacity building, influencing skills, and good communication techniques to a wide range of audiences. Oxfam GB in southern Sudan seeks to provide positive solutions to alleviate poverty & suffering and has been operating programmes in Southern Sudan for more than 20 years. The southern Sudan programme is currently implementing Public Health, Livelihoods and Emergency Preparedness Programmes in Upper Nile, Lakes and Western Equatoria states. We are currently looking for a dynamic and knowledgeable Public Health Coordinator to enhance the impact of our work in Southern Sudan.   The Role   As the post holder you will have strategic oversight of Oxfam's public health strategy and operations across all Oxfam's areas of operation in southern Sudan. You will be expected to make specific technical and strategic recommendations to the Deputy Country Director, and to closely advise the Programme Managers and teams on implementation. You will help to ensure the public health programme remains dynamic, using scenario planning to anticipate future public health needs and developing new programme approaches to respond to the changing needs of the people in Southern Sudan. Additionally, you will be expected to ensure gender mainstreaming is properly addressed through programme assessment, planning and implementation. You will liaise with the Oxfam technical advisors in Nairobi and Oxford to ensure a consistent approach is taken on technical issues in similar contexts, and that the Southern Sudan programme learns from elsewhere. Further, you will analyse, coordinate and communicate complex public health information at many levels to a wide audience, both internal to Oxfam and to external actors such as Government Authorities, UNICEF and relevant INGOs. You will assist in the design and implementation of effective monitoring and evaluation of the programme to help in routine impact analysis. You will be expected to lead on the development and production of technical proposals to donors and provide technical input into internal and donor reports as well as contribute to the development of policy positions based on practical lessons learned.

The Person

To be successful in this role you will have a recognised degree qualification in Public Health coupled with substantial experience in managing public health programmes, preferably in insecure contexts. You will have a sound understanding of participatory and community-based approaches to public health, with previous experience of building the capacitiy of local staff and partners. Strong leadership skills and several years' experience of working in a management position within a team structure are essential. Proven ability to think and plan strategically as well as support the leadership of the Country Management team will also be critical for this role. Your communication and interpersonal skills will be excellent and you will be able to produce quality information proposals, analysis and reports. JOB TITLE: ILPPM Central Support Team - Process Lead   DIVISION / DEPARTMENT / LOCATION: International/IFIS/Oxford   JOB FAMILY: Programme Technical   SALARY: £27,020 - £33,190   LEVEL: C   OXFAM PURPOSE: To work with others to overcome poverty and suffering.   TEAM PURPOSE: To ensure that standardised supply chain processes and all supporting systems are successfully operated as implemented by the Helios Project and according to established best practice.   JOB PURPOSE: The primary aim of the team is to promote best practice in the use of these new systems and tools across the International Division, picking up from the Helios Project Team and other initiatives, working 'hands on' with focal points working in OGB's international offices and bringing together supporting functions in Oxfam House. They will drive and support benefits tracking and realisation from the ILPPM programme. They will provide input and support to OGB's representatives working directly with the Helios Foundation and third-party software support organisations. They will support and promote data quality and maintenance pertinent to ILPPM, in particular the objective of ILPPM to maintain a global master of items used by OGB's International programmes. The Process Lead will be the primary subject matter expert in the Helios system and Activity Planning Tool, with an intimate understanding of the processes and integration points relating to this scope of Oxfam's international supply chain operations. The main purposes of this position are to support best practice and functional support working directly with Focal Points in international offices and liaising directly with functions in Oxfam House that own strategic development of their business functions (International Finance team, Supply & Logisitcs team, Humanitarian Dept, etc). In addition, the Process Lead will take on a role in direct support of Focal Points, addressing functional and process issues not appropriate for either the Data Lead or IS Helpdesk. Working as a link between the Focal Points and third-party Maintenance Team, the Process Lead will therefore operate as effective 'second line support' for functional and process issues. In addition, the Process Lead, as the primary subject matter expert in the use of the Helios system in Oxfam GB, will support any future analysis and development of the system. He/she will propose potential improvements, working to capture actual business requirements and working with the Team Lead to act strategically with business owners for other related systems and through Oxfam GB's representatives on the Helios Foundation to achieve this. Where new developments o fixes are delivered for the Helios system or the Activity Planning Tool, the Process Lead will take a lead role in ensuring acceptance of these changes, prior to deployment into a Production environment. This will again require liaison with relevant parties in the IS department and with business owners of related and integrated functions. The Process Lead will play a key role in continuing to measure and analyse business benefits of the ILPPM programme, maintaining metrics, performing critical analysis and proactively working with international offices and business functions within Oxfam GB to maximise the benefits achieved through the ILPPM Programme. The main purposes of this position are to collect, maintain and advise on the global list of products, assets and materials to be maintained in Helios, maintain and maximize utilization and benefits of UNSPSC coding for these items, maintain global list of vendors in Helios, as well as other parties, consignees and partners. In addition, the data lead will also act as owner of user data, monitoring and advising on operational assignment of users and authorisations in Helios. This will mean coordinating detailed operations across International offices and programmes, across different regions. Primarily this will be through working directly, but usually at distance, with Helios Focal Points and key users in international offices, facilitating best practice with informal and formal communications and acting as a final point of call for queries from these focal points. It will be important to maintain such efforts proactively (e.g. periodic checks and updates) as well as reactively (e.g. answering queries). The Data Lead will also need to develop tools and processes to assist in this data maintenance and enable data quality improvement efforts to be shared with others, working in support of colleagues in the Supply & Logistics function, the Humanitarian Department and the Bicester warehouse to establish functionally optimal results. The Data Lead will be the primary technical expert in the Helios and APT (Activity Planning Tool) data models, able to extract and manipulate the data in these systems for analytical problem solving and assessment, utilizing appropriate technologies such as Microsoft Access, Excel and SQL Server. The Data Lead will also therefore act as the primary SME for the assessment of any impact on the data model from any proposed development for these systems, including future development. This will entail acceptance testing specific developments or new tools. Offre
