Budgets for the 2013-16 three-year plans exceed £200 million per annum. With this now representing more than 60% of Oxfam's gross income, a greater level of intelligence about donor income trends, pipeline, forecasts and payment patterns is essential. The Programme Funding Department (PFD) three-year strategic plan focuses on the need to strengthen Oxfam's capacity for income generation at a time of global economic crisis. To enable this to happen, a deeper understanding is required of changing donor modalities and how these may require Oxfam to work in different ways to ensure that it can, at all times, provide the financial security to deliver its international programme. Much of current income monitoring and reporting focuses on historic income and what has already been raised from institutional donors. There is significant scope however, through agile use of Oxfam's business systems and information, to analyse and project income trends more accurately. This will both inform funding work at global, regional and country-level to enable better planning and negotiation of restricted income contracts, and provide a broader view to corporate finance teams in order to manage Oxfam's Treasury and Payments function more efficiently.   JOB PURPOSE The Restricted Funding Business Analyst will work as part of the Business Team in the Programme Funding Department in close association with donor leads and the PFD Executive on income reporting and analysis. S/he will also work closely with the Donor Compliance Coordinator to ensure that Oxfam's People Soft contract management system is up to date at month-end and so can provide accurate and reliable reporting and financial information. As a new role, bringing new income forecasting tools and ways of working into funding, some degree of support will be required from the post holder to introduce new requirements in the monthly business cycle to fundraisers. Because of the importance of funding, income and cash reporting to Oxfam's core business, ensuring compliance with such requirements at country, region and department level will be a priority. There are four core dimensions to this job.   
  • FUNDING PIPELINE - Examining funding pipelines at country, regional and global levels and working with the Donor Compliance Coordinator to improve country performance especially, in updating proposal and contract information in the contract management system in a timely manner.
  • QUARTERLY AND ANNUAL BUSINESS ANALYSIS REPORTING - Developing simple reporting tools for use at region and country-level to identify risk and check on the health of funding and income pipelines on a regular basis.
  • INCOME AND CASH FORECASTING - Working with funding staff to ensure that income is requested when due to the Organisation and that an accurate forecast is compiled in a month by month basis.
  • DEVELOPING NEW KEY PERFORMANCE INDICATORS (KPI's) - for institutional fundraising that can be used for monitoring purposes in quarterly management reports at different levels throughout the Organisation.
The role requires a good understanding of financial business requirements - particularly in relation to income management and compliance with Charity Commission accounting standards (SORP). The post holder will also have experience of working with systems and designing reports to meet management accounting requirements and be able to provide identification and interpretation of different trends in relation to donors and their funding to Oxfam.
The Restricted Funding Business Analyst will lead this work from the Business Team in the Programme Funding Department and work in concert with International Finance and Corporate Finance especially; to deliver income and cash forecast information on a regular basis.   As the People Soft contract management module is a key component of this work, the Restricted Funding Business Analyst will also be responsible for interpreting user needs and linking these to development requirements within the People Soft system. For this, s/he will work closely with the International Systems Team and the Programme and Performance Accountability Team in the International Division to ensure that these developments are in tune with other People Soft modules and ways of working and prepare business cases accordingly.   There are no line management or budget responsibilities associated with this position, but there are significant financial risks associated with financial forecasting and reporting on a major component of Oxfam GB's income. 70% of Oxfam GB's international programme is now funded by institutional donors. This equated to £185 million of programme funds that had to be accurately accounted and reported on during the course of 2011-12 in order to maintain income levels to the Organisation and avoid the risk of having to repay funds to donors. Last year, Oxfam GB had to repay over £1 million to its donors in funds lost through lack of compliance and levels look set to be equally high this financial year. This represents a major risk to the Organisation as growth in funding from institutional donors has increased by more than 500% in the past ten years. Budgets for the 2013-16 three-year plans exceed £200 million per annum. Oxfam GB has to provide around 2,000 narrative and financial reports to institutional donors per year and within pre-agreed time-frames. With such exponential growth and decentralisation of the core business unit to country-level, the requirement to provide training and support to staff is high: regions no longer have the resources to apply to country training. As a result, the Programme Funding Department has had to both develop and deliver at a global level; the tools to capacity build those working with institutional funds. However, it is challenging to ensure that those working in the highest-risk countries receive the training they need: 100 staff were trained last year but inadequate staff skills and awareness and high staff turnover at country and regional level require a stronger emphasis on ensuring that training is available on a more frequent and sustained basis in order to assure donors that their funds will be managed to their requirements. The Programme Funding Department intends this year, as one of its strategic aims, to provide a higher level of training to both Oxfam GB and Oxfam Affiliates in core donor reporting skills and contract management compliance.   JOB PURPOSE The Donor Compliance Coordinator takes overall responsibility for ensuring that Oxfam has the systems and training in place to support staff in meeting donor reporting requirements. This is a critical role in the Programme Funding Department because of the importance of donor reporting in maintaining Oxfam's cash flow, ensuring compliance with donor contractual requirements, managing risks arising from non-compliance, and maintaining good external donor relationships. There are four key dimensions to this job. ·
  • SKILLS TRAINING - Managing a global training programme on compliance and Oxfam's internal reporting systems for Oxfam GB and other affiliates in order to develop the skills of more than 250 staff per annum to manage restricted contracts and their reporting requirements to an appropriate minimum standard.
  • INFORMATION SYSTEMS - Maintain Oxfam's Donor Reporting Schedule with accurate and timely information on the organisation's donor reporting obligations. 
  • RISK MANAGEMENT - Provide regular analysis on reporting trends, key performance indicators, and significant risks in donor reporting for senior management in Oxfam.
  • FUNCTIONAL DEVOLUTION - Manage a project of devolving the management of donor reporting from head office to country level.
The role requires knowledge of donor reporting requirements as well as Oxfam's unique internal donor reporting systems. The role requires a unique blend of diverse skills - materials development, skills training, information management, risk management, and working knowledge of French. The Donor Compliance Coordinator will lead this work from the Business Team in the Programme Funding Department and work in concert with PPAT, focusing on the learning and performance needs of targeted low-scoring (in donor reports on time, repayments levels, etc) countries and regions. The post holder will possess previous experience of design and implementation of training programmes to multi-lingual and multi-cultural environments. S/he will also be able to draw together a holistic training strategy in liaison with other key international departments (such as Programme Performance & Accountability Team and International Finance) that will deliver a sustained programme of training in donor contract management from foundation-level up to country director level international staff. As trainings are delivered in French as well as English, knowledge of French is a requirement. There are no line management or budget responsibilities associated with this position, but there are significant reputational risks associated with non-compliant donor reporting. High-quality donor reporting remains a key performance indicator for the International Division, and is monitored on a regular basis by the Corporate Management Team, Trustee Audit and Finance Group, and the Council of Trustees. Global Safeguarding Coordinator

Global Safeguarding Coordinator   10 month maternity cover, starting 1st September 2013   Location Oxford, UK   £36,110 - £45,350 Gross (pro rata)   Part-time post, 3 days per week   Closing Date: 2 June 2013   Candidates must be available for interview on the 18th or 19th June 2013.   Context Oxfam GB is committed to protecting those we work with from sexual exploitation and abuse, and any form of child or vulnerable adult abuse perpetrated by those working for or on behalf of the organisation. In July 2012 Oxfam GB launched its first global safeguarding strategy, which sought to strengthen the organisation's safeguarding risk management framework. Responsibility for delivering this strategy lies with Oxfam GB's Safeguarding Steering Group. This group works in large part through the Global Safeguarding Coordinator, who in turn works through a network of Regional and Country Safeguarding Focal Points. It is the post of Global Safeguarding Coordinator that we are looking to cover whilst the substantive post-holder goes on maternity leave.   About the Role This role will be delivering the second year of a two year work plan, shaped from Oxfam GB's global safeguarding strategy. A core component of the role will be capacity building the newly appointed Regional and Country Safeguarding Focal Points; and working in collaboration with these Focal Points to drive the delivery of their respective safeguarding work plans. There will also be a UK dimension to this work focused on young volunteers in Oxfam GB's charity shops, and working through a safeguarding working group. For the duration of this maternity cover the post-holder will not ordinarily conduct safeguarding investigations. However they will have responsibility for commissioning such investigations and over-seeing the work of identified investigators. In this capacity they will have responsibility for subsequent engagement with management on lessons learnt and opportunities for improving safeguarding risk management. They will also be responsible for over-seeing risk management of these investigations, and engaging the Safeguarding Steering Group as and when needed.   What we are looking for We are looking for someone who has experience of leading their organisation's work on Protection from Sexual Exploitation and Abuse (PSEA), or of leading programmatic working on the subject of sexual violence. If the latter then experience of advocacy and campaigning is necessary, preferably with an internal dimension. A background in the International NGO sector or working for the UN is also essential, as is experience gained working to a regional or global mandate. Our ideal candidate will be a team player who has exceptional people skills, and the ability to influence and achieve impact across a diverse range of global stakeholders. They will be an excellent communicator with strong active listening skills who can take people with them, showing flexibility in their ways of working. Background

Oxfam GB est une ONG internationale, qui est présente en République Démocratique du Congo depuis plus de 30 ans. Le programme actuel est évalué à environ 14millions de GBP, localisé dans les provinces de Kinshasa, Equateur, Nord-Kivu, Sud-Kivu et Province Orientale. Pour la période de 2008-2011, et suite à un processus de consultation dans tout le pays, Oxfam GB en RDC a identifié quatre domaines de priorité stratégique pour l'orientation du programme: la gouvernance, la protection, réponse humanitaire et la sécurité alimentaire et des moyens de subsistance.

Le rôle

Le conseiller en politique de protection fournit des conseils politiques spécialisés et une analyse contextuelle sur la protection humanitaire et joue un rôle actif dans les questions de plaidoyer en créant, à la fois dans le pays et à l'international. Il/Elle Analyse et communique des informations complexes et sensibles de façons variées selon les objectifs et publics différents, conformément l'approche à la protection d'Oxfam. Le conseilleur contribue au développement stratégique à un niveau plus large au sein du programme.

La personne

 

Pour atteindre ces résultats, vous êtes souple, ambitieux, créatif et déterminé. Vous avez de l'expérience dans des postes similaires etune expérience des travaux d'urgence et de développement. Une forte capacité d'analyse ainsi qu'une capacité à fixer des problèmes dans des situations complexes.Une expérience avérée de la compréhension des principes humanitaires, de la protection civile et de la façon dont elle se rapporte à la fois au maintien de la paix international. Une maîtrise du français et de l'anglais; une capacité démontrée à produire des documents convaincants en anglais à un haut niveau de professionnalisme et à mener des réunions de lobbying en français.Une expérience dans la capacité à influencer un gouvernement, des donateurs et autres organisations à travers une représentation et / ou un plaidoyer. Une expérience dans la capacité à travailler avec des partenaires locaux de la société civile. Surtout, vous êtes prêts à relever les défis.
