What have we learned on getting public services to poor people? What’s next?

Ten years after the World Development Report 2004, the ODI’s Marta Foresti reflects on the past decade and implications for the future

Why do so many countries still fail to deliver adequate services to their citizens? And why does this problem persist even in countries with rapid economic growth and relatively robust institutions or policies?

This was the problem addressed by the World Bank’s ground-breaking 2004 World Development Report (WDR) Making Services Work for Poor People. At its core was the recognition that politics and accountability are vital to improve services, and that aid donors ignore this at their peril. Ten years on, these issues are still at the heart of the development agenda, as discussed at the anniversary conference organised jointly by ODI and the World Bank in late February.

As much as this was a moment to celebrate the influence of the WDR 2004 on a decade of development thinking and practice, it also highlighted just how far we have to go before every citizen around the world has access to good quality basic services such as education, health, water and electricity.

Let’s begin with what we learned from WDR 2004 and what we know better today as a result of the work of the last ten years. First off is the role of information in improving accountability for service delivery. As Leni Wild suggests in her reflections on the conference, there has been real progress in understanding not only what types of information can be used and by whom, but also in how information can foster accountability. Ten years on, there is widespread agreement that while important, information alone rarely leads to improved services, and a growing awareness that it is incentives that matter if politicians and service providers are to act on information and data. In other words, information is a necessary but not sufficient condition for change.

Related to this, Ruth Levine of the Hewlett Foundation was among those who noted the progress made in the past decade in the research and quality of evidence on service delivery. This is the result, in part, of greater interest and investment in impact evaluation and randomised control trials (RCTs) that provide vital insights on what works to improve services in different contexts and – to a lesser extent – on why. However the mood at the conference was not one of hype around RCTs and other experimental approaches: much as they provide relevant evidence, they fail to explain the complex relationship between contextual factors, institutional arrangements, programmes and their outcomes. Lant Pritchett from CGD summed this up neatly in his blog last November: ‘RCTs are one hammer in the development toolkit and previously protruding nails were ignored for lack of a hammer, but not every development problem is a nail.’

Shanta Devarajan, Director of the WDR 2004, reminded us of one of its key lessons: that money alone is not enough to fix public service delivery problems and that, by extension, aid plays only a minor role. Countries undergoing fast economic growth, such as Nigeria, still fail to provide access to education to many poor girls and even Brazil – seen as a world leader on improving services to the poor – faces trade-offs between a pro-poor tax system and improved education and health.

Despite the influence of WDR 2004 on development thinking and practice over the past ten years, thorny issues remain that still need attention and, most importantly, far more debate. This will demand open minds and a real desire to break down disciplinary barriers, a step-by-step approach, experimentation with new ideas, and a willingness to acknowledge and learn from failure.

The first thorny issue is the role of the private sector in delivering services, which was a much debated theme: the evidence may show promising results and outcomes, but can we really expect the private sector to substitute for improved public institutions? And what are the implications for the long-term sustainability of services for the poor? Most importantly, where states are weak, their markets are also often weak, casting doubt on the notion of markets as a short cut to accountability. Public and private provision is not a matter of ‘either/or’: they are inter-related and this close relationship requires more analysis.

Lant Pritchett put forward the second challenge for the next ten years: public services should be for all, the poor, of course, but also the middle classes. When service delivery is abysmal right across the social spectrum, the focus on the poor might miss important opportunities to identify a significant and powerful constituency for change amongst the ‘elites’.

The third thorny issue is human behaviour and all the assumptions that surround it. The forthcoming WDR 2015, Mind and Culture, focuses on social norms and behaviour and there is much expectation that behavioural economics (which, as Ruth Levine reminded us, used to be called psychology) will shed some light on our preconceptions about how we attempt to induce better behaviour among politicians, as well as service providers and ourselves.

But I am not convinced that this alone will get us to the root of how political incentives work, let alone broader questions about risk-taking individuals and their chances of thriving in fundamentally risk-averse bureaucracies. We need to look at the role of social and political organisation, and in particular the kind of organisation that permits collective action to unblock processes of reform and change.

Which leads me to my final – and most important – point:  the politics of it all. The conference ended with a clear indication of what the future holds: politics is not only part of the problem, but also of the solution. Working around politics rather than with it does not work: meaningful education reform cannot happen despite teachers’ unions, but in negotiation with them. Equally, efforts to stimulate the voice of citizens and their demand for services only work when they are met with equal efforts to better understand the incentives and decision-making logic of the politicians and civil servants responsible for the delivery of those services. As Alison Evans put it, via Michael Rosen’s iconic bear hunt: ‘We can’t go over it, We can’t go under it; Oh no, we have to go through it’

Above all, there is a need for a healthy dose of humility about the role of external actors in what are, fundamentally, domestically driven political processes.

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff
Provide training for university programs in Water & Sanitation
Coordinate with other WaSH HQ members to support ongoing projects

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.

Responsabilités


Analyser les tendances et opportunités en relation avec les bailleurs de fonds, dans le but d'établir les stratégies de collecte de fonds pour le pays.

Identifier les besoins de fonds pour les programmes du Burundi.

Identifier les nouvelles opportunités de collecte de fonds, y compris les propositions multi-pays. Associer les besoins du programme pays avec les priorités et les conditions des bailleurs de fonds.

Elaborer la stratégie de financement d'Oxfam au Burundi.

Travailler efficacement avec les autres affiliés Oxfam dans la région, afin d'assurer le financement des programmes au Burundi et de garantir une coordination correcte entre les affiliés et les bailleurs.

Accompagner les équipes de programme dans l'élaboration des propositions complexes afin que les conditions des bailleurs de fonds et les procédures internes soient garanties. Fournir et actualiser l'information concernant les critères et les conditions de chaque bailleur de fonds.

Représenter Oxfam face aux bailleurs de fonds et lors des réunions de funding, dans le but de rendre visible notre travail, négocier les contrats avec les bailleurs de fonds et consolider les relations avec eux et influencer leurs politiques de fonds.

Profil requis


Expérience de minimum 3 ans dans le domaine de la Coopération au Développement, notamment dans le développement du Cycle de Gestion de Programme.

2 ans d'expérience préalable en fundraising et/ou gestion de contrats avec des bailleurs de fonds internationaux comme UE/ ECHO, Nations Unies, bailleurs de fonds bilatéraux et fondations internationales, avec une expérience prouvée dans l'élaboration de stratégies de financement

Une expérience préalable au sein d'Oxfam et/ou au sein d'autres organisations avec des caractéristiques similaires, sera très appréciée.

Diplôme universitaire. Spécialisation en relations internationales, communication et/ou développement appréciés.

Un haut niveau de français et anglais. L'espagnol sera un atout.

Bonnes aptitudes en communication orale et écrite.

Connaissance du contexte des pays du Sud. La connaissance du Burundi et/ou de la région sera spécialement appréciée.

Responsabilités


Pour notre mission dans le pays du Mauritanie, nous recherchons un/e Responsable d'action humanitaire qui sera en chargé de la gestion des activités logistique, administrative et financière du projet.

Profil requis

Trois ans minimum d'expérience sur le terrain dans la gestion de programmes humanitaires dans des postes de coordination. Souhaitable expérience de travail avec des partenaires.
Expérience dans la réalisation des missions exploratoires et formulation, suivi et évaluations des projets humanitaires.
Expérience dans la gestion des projets d'Eau, hygiène et Assainissement sera un plus
Expérience en analyses de contexte et de la sécurité.
Maîtrise du français.
Informatique: connaissance au niveau d'utilisateur. Bonne connaissance d'Excel.

Oxfam Intermon is looking to fill the position of Supply Chain Manager in the Supply & Logistics Unit for the International Cooperation Department, in our Headquarters in Barcelona.
The supply manager is responsible for coordinating the appropriate, effective and efficient management of the international Supply Oxfam Intermon activities in compliance with Oxfam Intermon policy, standards and donor regulations
The post holder will also ensure that appropriate capacity building is provided to the field logistics team and partner agencies.

KEY RESPONSABILITIES
Reporting to the Head of Logistics and Supply the person selected will be responsible for:
Procurement, Contract Management and development of Co-Tendering process across the Confederation Oxfam:

Manage all contracting issues for purchase of equipment, materials, products or services.
Examine performance requirements, delivery schedules and estimates of costs of materials, equipment and production to ensure completeness and accuracy.
Actively monitor tender and quotation procedures across the organization identifying any deficiencies and recommend any improvements.
Develops and maintains KPI framework for Supply activities.

Compliance
Participate in audit in countries and provide key advice in developing, reviewing and implementing purchasing processes and practice.
Monitor and Liaise with Finance and Institution Funding area for any financial and donor constraint, that link with supply activities.
Monitor and ensure legal and donor´s requirements are adhered to relating to procurement processes and Oxfam Intermon purchasing procedures.

Contract Management
Provide our teams in the field the practical support they need in contract relationship in supply activities
Support our in-countries teams with a solid legal base.
Take measure to mitigate risks and defend the interests of Oxfam in the supplier relationship
Guarantee the respect of the expected quality standards in our program delivery by Oxfam‘s suppliers.

Stock management (Oxfam Intermon has 2 emergency stock in Spain and Panama):
Define an Emergency Preparedness stock strategy with the Humanitarian Action team
Ensure quality standards of materials and equipment for Humanitarian Action .
Ensure the warehouses are secured and storage sized according to the needs.
Ensure the proper stock management and warehouse organization according to Oxfam Intermon standard and policy.
Ensure the inventory of Oxfam Intermon Asset is followed and updated accordingly.

Human resources
Provides coaching, training and support to the whole supply actors (HQ and Countries; programs, logistic and finance).
Provide staff briefing, training to new employees or to other Oxfam Intermon aera relating to the Oxfam Intermon's purchasing processes, procedures and guidelines.

Other Duties:
Actively seek opportunities for improvement and to take responsibility for development.
Regular review of purchasing/ ordering procedures, policies and guidelines.
Be representative of the Supply of Oxfam Intermon against other departments, other Oxfam affiliates and stakeholders. (IAPG; HLA; Aidex; etc..)

Experience and Skills


Professional qualification or demonstrably equivalent experience in international procurement ideally with non-governmental organization.
Relevant experience in international freight forwarding
Good knowledge of contracting principles.
Excellent presenting skills and preparation of reports, including financial data
Fluent written and spoken English and Spanish. - French will be a valuable asset.
Very good command of Microsoft Office especially Excel & Word
It will be desirable planning, forecasting, performance and budget management in humanitarian and development programs a/o private sector; and Knowledge of major donor´s requirements is an asset
Knowledge of ERP - SAP will highly valued .
Strong communication, networking and influencing skills.

FOOD SECURITY COORDINATOR (South Sudan)

Key Responsibilities


A political crisis within the Government of South Sudan (GoSS) which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State.
Oxfam is already based and working in several existing humanitarian programmes in the Country and currently we are setting a WASH and Food Security programme in Awerial (State of Lakes), for displaced people camps and we are planning to open another programme in wau and Jonglei State.

Key Responsibilities
Reporting to the Field Coordinator, the person selected will be the reference and representative of the Organization in the field, co-coordinating the activities of the project and managing all the resources in order to guarantee that the objectives are met in line with the policies and strategies of OI.

Program Quality: Ensure the food security and livelihood programming is technically of high quality and respects Oxfam frameworks, guidelines and international best practice standards, giving technical advice to ensure that programs are implemented efficiently and effectively.

Monitoring and Evaluation: Ensures effective monitoring and evaluation process within OI programs, works closely with field teams to ensure quality of data and effective analysis.

Training and Coaching: Provision of training and coaching to national staff and local partner organisations in technical program areas.

Representation, communication and coordination: represent OI before technical actors in the field ensuring efforts are not duplicated, information sharing and best practice.

Reporting and program development: Participate in all aspects of program design, implementation and and in some cases lead proposal and report development.

Experience and Skills


At least 2 years of experience in food security livelihood program management.
Experience in irrigation and water for livelihood programs.
Excellent English written and verbal communication skills.
At least 4 years experience in international development projects
Ability to work and live in a challenging working and living environment.
Training, coaching experience.

¿Qué estamos buscando?


- Formación universitaria, preferiblemente perfil económico o jurídico.

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.

Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity

To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Conduct evaluations of projects completed/ongoing

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.

Responsabilités


Analyser les tendances et opportunités en relation avec les bailleurs de fonds, dans le but d'établir les stratégies de collecte de fonds pour le pays.

Identifier les besoins de fonds pour les programmes du Burundi.

Identifier les nouvelles opportunités de collecte de fonds, y compris les propositions multi-pays. Associer les besoins du programme pays avec les priorités et les conditions des bailleurs de fonds.

Elaborer la stratégie de financement d'Oxfam au Burundi.

Travailler efficacement avec les autres affiliés Oxfam dans la région, afin d'assurer le financement des programmes au Burundi et de garantir une coordination correcte entre les affiliés et les bailleurs.

Accompagner les équipes de programme dans l'élaboration des propositions complexes afin que les conditions des bailleurs de fonds et les procédures internes soient garanties. Fournir et actualiser l'information concernant les critères et les conditions de chaque bailleur de fonds.

Représenter Oxfam face aux bailleurs de fonds et lors des réunions de funding, dans le but de rendre visible notre travail, négocier les contrats avec les bailleurs de fonds et consolider les relations avec eux et influencer leurs politiques de fonds.

Profil requis


Expérience de minimum 3 ans dans le domaine de la Coopération au Développement, notamment dans le développement du Cycle de Gestion de Programme.

2 ans d'expérience préalable en fundraising et/ou gestion de contrats avec des bailleurs de fonds internationaux comme UE/ ECHO, Nations Unies, bailleurs de fonds bilatéraux et fondations internationales, avec une expérience prouvée dans l'élaboration de stratégies de financement

Une expérience préalable au sein d'Oxfam et/ou au sein d'autres organisations avec des caractéristiques similaires, sera très appréciée.

Diplôme universitaire. Spécialisation en relations internationales, communication et/ou développement appréciés.

Un haut niveau de français et anglais. L'espagnol sera un atout.

Bonnes aptitudes en communication orale et écrite.

Connaissance du contexte des pays du Sud. La connaissance du Burundi et/ou de la région sera spécialement appréciée.

Bonne capacité pour travailler avec autonomie.

Placée sous la responsabilité hiérarchique du Directeur de Pays, et sous responsabilité fonctionnelle du Coordinateur Régional D'Action Humanitaire pour Afrique de l'Ouest et le Maghreb, la personne sélectionnée sera responsable de contrôler, définir, proposer et diriger les défis humanitaires d'Oxfam Intermón dans le pays, en analysant le contexte et en proposant des projets et des programmes pertinents. Responsabilités:
Surveiller le contexte politique, économique et social, la situation de sécurité et les effets sur la situation humanitaire de la population.
Concevoir, formuler et mettre en place la stratégie d'action humanitaire et la planification du plan de préparation, réponse humanitaire et gestion de risques.
Diriger le processus de planification, exécution et justification du Programme Humanitaire avec son équipe,
En cas de crise et / ou détérioration de la situation actuel, réaliser une évaluation des besoins humanitaires et proposer, au Directeur du Pays et au Coordinateur Régional d'Action Humanitaire, une stratégie d'intervention.
Diriger les interventions humanitaires de préparation, DRR et réponse.
Veiller pour l'application des standards de qualité et instruments d'Oxfam International
Garantir la mise à jour du Plan de Contingence d'Oxfam Intermón au Mauritanie.
Représenter Oxfam Intermón dans les fora humanitaires nationales et régionales si nécessaire.
Suivre et garantir le respect des requêtes des bailleurs de fonds.
Assurer une bonne gestion des ressources d'AH (humaines, financières et matérielles).
Coordonner et diriger le développement des personnes qui font partie de l'équipe en garantissant le respect des normes et politiques de RH de l'organisation.
Veiller pour le respect des normes de sécurité des équipes d'action humanitaire sur le terrain en accord avec le guide de sécurité dans le pays et veiller pour le respect du Code de Conduite.

Profil requis


Diplôme universitaire : agriculture, élevage, socio-économie, Wash. Une formation complémentaire en Action Humanitaire sera un plus.
Connaissances du DHI, plans de contingence, de réponse humanitaire, de préparation, de mitigation et prévention de désastres.
Trois ans minimum d'expérience sur le terrain dans la gestion de programmes humanitaires dans des postes de coordination. Souhaitable expérience de travail avec des partenaires.
Expérience dans la réalisation des missions exploratoires et formulation, suivi et évaluations des projets humanitaires.
Expérience dans la gestion des projets d'Eau, hygiène et Assainissement sera un plus
Expérience en analyses de contexte et de la sécurité.
Maîtrise du français.
Informatique: connaissance au niveau d'utilisateur. Bonne connaissance d'Excel.
Disponibilité pour voyager.

Key Responsibilities


A political crisis within the Government of South Sudan (GoSS) which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State.
Oxfam is already based and working in several existing humanitarian programmes in the Country and currently we are setting a WASH and Food Security programme in Awerial (State of Lakes), for displaced people camps and we are planning to open another programme in wau and Jonglei State.

Key Responsibilities
Reporting to the Field Coordinator, the person selected will be the reference and representative of the Organization in the field, co-coordinating the activities of the project and managing all the resources in order to guarantee that the objectives are met in line with the policies and strategies of OI.

Program Quality: Ensure the food security and livelihood programming is technically of high quality and respects Oxfam frameworks, guidelines and international best practice standards, giving technical advice to ensure that programs are implemented efficiently and effectively.

Monitoring and Evaluation: Ensures effective monitoring and evaluation process within OI programs, works closely with field teams to ensure quality of data and effective analysis.

Training and Coaching: Provision of training and coaching to national staff and local partner organisations in technical program areas.

¿Qué estamos buscando?

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff
Provide training for university programs in Water & Sanitation
Coordinate with other WaSH HQ members to support ongoing projects

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.

The supply manager is responsible for coordinating the appropriate, effective and efficient management of the international Supply Oxfam Intermon activities in compliance with Oxfam Intermon policy, standards and donor regulations

Human resources

En nuestro equipo del Área de Contenidos e Incidencia, te ocuparás del diseño y ejecución del análisis de poder, la estrategia de investigaciones e incidencia en Acción Humanitaria y los posicionamientos globales de Oxfam Intermón en este ámbito.

¿Cuáles serán tus funciones?


- Análisis e investigación del contexto nacional e internacional y las iniciativas políticas relacionadas con la Acción Humanitaria
- Apoyar los análisis de contexto y las estrategias de incidencia política en los países en los que Oxfam lleva a cabo operativos humanitarios
- Definir y desarrollar los posicionamientos de Oxfam Intermón en relación al ámbito de la Acción Humanitaria así como proponer alianzas con otros actores relevantes.
- Realizar acciones de incidencia política con interlocutores políticos y del ámbito humanitario.
- Participar en grupos de trabajo y reuniones de coordinación relevantes a nivel nacional e internacional, necesarias para la ejecución de la estrategia
- Orientar y supervisar la ejecución del trabajo de incidencia y de las campañas en el ámbito humanitario
- Liderar y coordinar entre los diferentes departamentos de Oxfam Intermón el posicionamiento político humanitario, especialmente con la Unidad de Acción Humanitaria del Departamento de Cooperación Internacional
- Actuar como portavoz ante los medios de comunicación, cuando sea requerido

¿Qué estamos buscando?


- Formación universitaria, preferiblemente ciencias sociales (economía, derecho, ciencias políticas, relaciones internacionales, etc.)
- Experiencia demostrable de tres años en trabajo de incidencia política y campañas.
- Conocimiento del sistema humanitario internacional y de sus principales actores y tendencias
- Experiencia profesional previa en terreno y en contextos humanitarios
- Imprescindible dominio del inglés, francés y castellano.
- Elevada capacidad de comunicación verbal y escrita
- Capacidad para trabajar en equipo y colaboración con otros actores
- Identificación y compromiso con nuestros valores y misión.
- Disponibilidad inmediata para viajar tanto a nivel nacional como internacional, en contextos de emergencia.Disponibilidad para viajar aproximadamente un 50% del tiempo.
