Key Responsibilities


Since 1992, Oxfam Intermón has been working in South Sudan on humanitarian and development programs. We have implemented food security and WaSH programmes for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state. Currently we are setting a WASH and Food Security programme in Awerial (State of Lakes) and in Bor (Jonglei State) for displaced people camps.

In line with Humanitarian Reform principles, NGOs, international organizations and UN agencies operating in the WASH sector come together under the leadership of the WASH Cluster (Led by UNICEF and Co-Led by Medair) to identify gaps, plan and prioritize response, and to implement and monitor activities in a spirit of partnership. The overall purpose is to alleviate human suffering and protect the lives, livelihoods and dignity of populations in need.

Key Responsibilities

Reporting to the Country Director and Cluster Coordinator (UNICEF), the person selected will be in charge to improve state level coordination within the WASH Cluster in order to respond to emergency situations effectively and improve the delivery of WASH services in the intervention area.

The main responsibilities of the position will be:

Facilitate appropriate state level coordination between all WASH humanitarian partners as well as MWRI, RWSS, MoPI, and local authorities.
Serve as Chair or Co-Chair (depending on level of government involvement) at intervention area level cluster meetings, ensuring agenda is followed and action points are followed up on.
Facilitate intervention level cluster meetings, ensuring that: government and all partners are informed of meetings; agenda is written and used; meeting minutes are shared with government, partners and WASH Cluster Coordination team.
Ensure the establishment/maintenance of appropriate WASH Cluster coordination mechanisms, i.e. WASH Cluster Response Plan during acute emergencies, Monthly Activity Reports, Monthly Stock Reports.
Act as the focal point on the clusters response plans and operations within the intervention area.
Represent the cluster at Humanitarian Coordination Forums in the intervention area.
Provide updates to the national WASH Cluster Contact List, to ensure it is accurate to intervention-level.
Ensure knowledge of who is doing what and where within the sector in the given intervention, using a 3W tool that is periodically updated.
Ensure WASH partners in the intervention area are reporting their activities to the national WASH Cluster on a regular basis, and reporting emergency stock levels each month if they have them.
Provide feedback to the WASH Cluster Coordination team on progress in the WASH sector at intervention level, including successes, obstacles and best practices.
Work with UNICEF colleagues at state level to monitor Core Pipeline levels, facilitate partner requests for supplies, approve release of stock to partners, and assess if Core Pipeline quantities meet existing and expected needs of the given state.
Provide feedback to Cluster Coordination team regarding outstanding WASH Cluster Core Pipeline needs at intervention level, as needed.
Facilitate -in partnership with cluster members and/or with inter-sector team- needs assessments, monitoring/evaluation and impact assessment and other programmatic issues as needed.
Provide leadership in rapid-onset and chronic emergency situations by carrying out rapid needs assessments (depending on partner capacity), joining in IRNA's and coordinating a response in partnership with OCHA, RRC, all clusters at intervention level, and the WASH Cluster Coordination team.
Ensure effective links with other clusters at intervention level (with OCHA support), especially Health, Nutrition, and NFIs.
Support Cluster Coordination team with planning issues including Consolidated Appeal Process, risk analysis, preparedness/contingency planning, gap filling and implementation of preparedness actions.
Provide feedback to Cluster Coordination Team on CAP and CHF processes to ensure national level decisions are well informed.
Advise and support development of WASH Cluster baselines, benchmarks and measureable indicators.
Support advocacy campaigns, especially cross-sector advocacy issues (such as humanitarian space and access, need based assistance, impartiality and neutrality of humanitarian response) and special events (such as World Water Day and World Toilet Day).
Brief new cluster members on the humanitarian situation in the area and sector specific issues, share the contact list with them, and facilitate connections with key partners and local and national authorities.
Where possible, endeavor to capacity build partners or facilitate opportunities for learning and growth. Keep partners informed of funding opportunities, especially CHF (and the CAP in relation to accessing CHF) and RRF

Experience and Skills


Advanced degree in Water and Sanitation Engineering, Environmental Science, Public Health or any other related field.
Strong Technical skills, proven by a minimum of 3 years professional experience preferably in emergency settings.
Experience in coordination positions.
Experience in projects in security context.
Strong working knowledge of English (spoken and written).
Strong people management skills with experience in complex organizations.

Working conditions


Contract of employment: Until 31.12.14

Annual gross salary: 32.829,46 Euros

A political crisis within the Government of South Sudan (GoSS) which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State.
The situation remains widely unpredictable even the most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future.
Oxfam is already based and working in several existing humanitarian programs in the Country and currently preparing a humanitarian response emergency to the on-going crisis in Awerial and Jonglei. Therefore we are looking for a Log Manager for South Sudan with the following humanitarian profiles:

Key Responsibilities

Under the hierarchical supervision of the Associate Country Director and functionally on the Logistics Manager in Barcelona, the Log Manager is in charge of setting the logistic strategies and implementing the logistic activities for the whole of the mission, giving technical support and supervision to all the logistic teams. He/she contributes with the Country Director in the security management of the mission. The Log Manager is part of the overall country management team of Oxfam.

Main Functions

Logistics:
Management of the vehicle fleet and equipment:-
Supply.
Communication.
Prepare different Contracts.

HR management:
Logistic Briefing/debriefing/training to the new arrivals.
He/she carries out the evaluation of the logistic operators in the field.
He/she supports, supervises and makes the follow up of logistics operators in the field or other logistic operators in the capital.
He/she performs and/or revises/updates the post profiles of the logistics operators in the field or others in the capital.
He/she trains, supervises, coaches, evaluates the personnel directly dependent on them.
He/she performs and/or revises/updates the job profiles of the logistics staff.
He/she plans the holidays along with their team.
He/she assures cohesion within the logistics team.

Security management:
He/she implements the security policies concerning transport, communication, OXFAM Intermón structures.

Responsibilities of the position:
Under the hierarchical supervision of the Emergency Manager and functionally of the Finance Manager in Juba the Administration and Finance Officer will carry on the following main task areas:

Implementation of approval budget: Ensure that expenses are rightly allocated, accounting code and financial line.

Support Finance Manager in budget reviews, monthly forecast, fund transfers in line with the approved budgets of the projects.

Ensuring the management of cash boxes (following up advances and maintaining the advances register, physical inventories, expenditure conciliations, etc.).

Organizing the system for paying suppliers.

Ensure that salaries, per diem, advances and suppliers payments are done timely.

Checking the conformity of justifications, following IO and donors rules and the country's specificities.

Support Finance Manager in preparing audits and reports.

Giving a specific briefing on cash management to Field Managers and/or Admin Fin assistants.

Ensure the safety of the safe and cashbox.

Provide a complete feedback of the base and report to the Fin/Admin Manager every month.

Monthly closing of SAGA.

Ensure continuous control and training on accountancy procedures.

Ensure the correct finance capacity building and implementation of HR procedures to the whole team.

Experience and Skills


Barchelors Degree in Accounting, or Management.
Qualification in accounting (at least CPA II).
At least three (3) years experience in a similar position.
Professional in Excel and knowledge of the SAGA programme is essential.
Fluent in written and spoken English.Arabic language is added advantage.
Ability to work in multi-cultural team.
Commitment with the Oxfam principles.

Surveiller le contexte politique, économique et social, la situation de sécurité et les effets sur la situation humanitaire de la population.

Concevoir, formuler et mettre en place la stratégie d'action humanitaire et la planification du plan de préparation, réponse humanitaire et gestion de risques.

Diriger le processus de planification, exécution et justification du Programme Humanitaire avec son équipe, et en particulier la réponse aux réfugiés procèdent de la crise humanitaire en Republique Centroafricaine (RCA).

Context

A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. The most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future
Oxfam is already based and working in several existing humanitarian programmes in the Country and currently carrying on a humanitarian response emergency to the on-going crisis in Awerial and Jonglei.

Responsibilities of the position:
Under the hierarchical supervision of the Emergency Manager and functionally of the Finance Manager in Juba the Administration and Finance Officer will carry on the following main task areas:

Implementation of approval budget: Ensure that expenses are rightly allocated, accounting code and financial line.

Support Finance Manager in budget reviews, monthly forecast, fund transfers in line with the approved budgets of the projects.

Ensuring the management of cash boxes (following up advances and maintaining the advances register, physical inventories, expenditure conciliations, etc.).

Organizing the system for paying suppliers.

Ensure that salaries, per diem, advances and suppliers payments are done timely.

Checking the conformity of justifications, following IO and donors rules and the country's specificities.

Support Finance Manager in preparing audits and reports.

Giving a specific briefing on cash management to Field Managers and/or Admin Fin assistants.

Ensure the safety of the safe and cashbox.

Provide a complete feedback of the base and report to the Fin/Admin Manager every month.

Monthly closing of SAGA.

Ensure continuous control and training on accountancy procedures.

Ensure the correct finance capacity building and implementation of HR procedures to the whole team.

Experience and Skills


Barchelors Degree in Accounting, or Management.
Qualification in accounting (at least CPA II).
At least three (3) years experience in a similar position.

Profil requis


Personne possédant une profonde connaissance du contexte d'Haiti dans le domaine de la sécurité alimentaire.

Expérience de travail d'au moins 5 ans dans le domaine du développement rural (ONG, coopérative, organisation paysanne, bureau appui-conseil) dont deux ans à un poste de responsabilité

Expérience de travail en coordination avec d'autres ONG, organisations publiques et acteurs locaux et internationaux.

Since 1992, Oxfam Intermón has been working in South Sudan on humanitarian and development programs. We have implemented food security and WaSH programmes for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state. Currently we are setting a WASH and Food Security programme in Awerial (State of Lakes) and in Bor (Jonglei State) for displaced people camps.

In line with Humanitarian Reform principles, NGOs, international organizations and UN agencies operating in the WASH sector come together under the leadership of the WASH Cluster (Led by UNICEF and Co-Led by Medair) to identify gaps, plan and prioritize response, and to implement and monitor activities in a spirit of partnership. The overall purpose is to alleviate human suffering and protect the lives, livelihoods and dignity of populations in need.

Key Responsibilities

Reporting to the Country Director and Cluster Coordinator (UNICEF), the person selected will be in charge to improve state level coordination within the WASH Cluster in order to respond to emergency situations effectively and improve the delivery of WASH services in the intervention area.

The main responsibilities of the position will be:

Facilitate appropriate state level coordination between all WASH humanitarian partners as well as MWRI, RWSS, MoPI, and local authorities.
Serve as Chair or Co-Chair (depending on level of government involvement) at intervention area level cluster meetings, ensuring agenda is followed and action points are followed up on.
Facilitate intervention level cluster meetings, ensuring that: government and all partners are informed of meetings; agenda is written and used; meeting minutes are shared with government, partners and WASH Cluster Coordination team.
Ensure the establishment/maintenance of appropriate WASH Cluster coordination mechanisms, i.e. WASH Cluster Response Plan during acute emergencies, Monthly Activity Reports, Monthly Stock Reports.
Act as the focal point on the clusters response plans and operations within the intervention area.
Represent the cluster at Humanitarian Coordination Forums in the intervention area.
Provide updates to the national WASH Cluster Contact List, to ensure it is accurate to intervention-level.
Ensure knowledge of who is doing what and where within the sector in the given intervention, using a 3W tool that is periodically updated.
Ensure WASH partners in the intervention area are reporting their activities to the national WASH Cluster on a regular basis, and reporting emergency stock levels each month if they have them.
Provide feedback to the WASH Cluster Coordination team on progress in the WASH sector at intervention level, including successes, obstacles and best practices.
Work with UNICEF colleagues at state level to monitor Core Pipeline levels, facilitate partner requests for supplies, approve release of stock to partners, and assess if Core Pipeline quantities meet existing and expected needs of the given state.
Provide feedback to Cluster Coordination team regarding outstanding WASH Cluster Core Pipeline needs at intervention level, as needed.
Facilitate -in partnership with cluster members and/or with inter-sector team- needs assessments, monitoring/evaluation and impact assessment and other programmatic issues as needed.
Provide leadership in rapid-onset and chronic emergency situations by carrying out rapid needs assessments (depending on partner capacity), joining in IRNA's and coordinating a response in partnership with OCHA, RRC, all clusters at intervention level, and the WASH Cluster Coordination team.
Ensure effective links with other clusters at intervention level (with OCHA support), especially Health, Nutrition, and NFIs.
Support Cluster Coordination team with planning issues including Consolidated Appeal Process, risk analysis, preparedness/contingency planning, gap filling and implementation of preparedness actions.
Provide feedback to Cluster Coordination Team on CAP and CHF processes to ensure national level decisions are well informed.
Advise and support development of WASH Cluster baselines, benchmarks and measureable indicators.
Support advocacy campaigns, especially cross-sector advocacy issues (such as humanitarian space and access, need based assistance, impartiality and neutrality of humanitarian response) and special events (such as World Water Day and World Toilet Day).
Brief new cluster members on the humanitarian situation in the area and sector specific issues, share the contact list with them, and facilitate connections with key partners and local and national authorities.
Where possible, endeavor to capacity build partners or facilitate opportunities for learning and growth. Keep partners informed of funding opportunities, especially CHF (and the CAP in relation to accessing CHF) and RRF

Experience and Skills


Advanced degree in Water and Sanitation Engineering, Environmental Science, Public Health or any other related field.

Key Responsibilities

Under the hierarchical supervision of the Associate Country Director and functionally on the Logistics Manager in Barcelona, the Log Manager is in charge of setting the logistic strategies and implementing the logistic activities for the whole of the mission, giving technical support and supervision to all the logistic teams. He/she contributes with the Country Director in the security management of the mission. The Log Manager is part of the overall country management team of Oxfam.

Main Functions

Management of the vehicle fleet and equipment:-

HR management:
Logistic Briefing/debriefing/training to the new arrivals.

Objectif du poste
Pour notre bureau à Haïti, nous recherchons un/e Responsable de Programme qui sera en chargé de diriger le programme de Sécurité Alimentaire au pays.
Placée sous la responsabilité hiérarchique de la Direction du Pays, la personne sélectionnée sera responsable de garantir le maximum de qualité technique, l'efficacité et l'impact des programmes et projets en accord avec le cadre de politiques et stratégies définies dans la planification du pays, les orientations régionales et les standards programmatiques d'Oxfam.

Responsabilités/tâches

Réviser et définir avec la Direction du Pays, la nouvelle orientation de l'stratégie du programme en cours.
Mettre en place et développer la formulation, la planification, la gestion, le système de suivi-evaluation-aprentissage du programme.
Elaborer des plans d'appui et de renforcement des partenaires identifiés dans les formulations des propositions.
Gérer et exécuter les projets en cours en assurant la mise en ouvre correcte des conditions et requêtes des bailleurs.
Dessiner, proposer et mettre en oeuvre un plan de renforcement des partenaire identifiés dans le cadre de l'stratégie du programme afin de l'accompagner et les former lors du processus de contrôle, suivi, justification et évaluation stratégique stratégie.
Superviser la qualité des propositions présentées par les organisations locales.
Conseiller et accompagner l'équipe du programme (officiers, administratives et les partenaires) lors de l'élaboration des budgets et présentation des rapports au siège. En assurant la qualité des rapports narratifs et financiers.
Superviser, systématiser la réalisation des audits et les évaluations des projets.
Représenter l'institution devant les acteurs de la coopération internationale, les autorités nationales et/ou locales, les bailleurs etc. afin de promouvoir, développer et faciliter les relations interinstitutionnelles, et en conséquence garantir la réalisation de nos interventions présentes ou futures (ou celles de nos partenaires)

Profil requis


Personne possédant une profonde connaissance du contexte d'Haiti dans le domaine de la sécurité alimentaire.
Niveau d'études universitaires en développement rural ou matières associées (agronomie, vétérinaire, économie rurale, gestion programmes,....)
Expérience de travail d'au moins 5 ans dans le domaine du développement rural (ONG, coopérative, organisation paysanne, bureau appui-conseil) dont deux ans à un poste de responsabilité

Expérience en gestion de projets et programmes (formulation, suivi et évaluation de programmes)

Expérience de travail en coordination avec d'autres ONG, organisations publiques et acteurs locaux et internationaux.

Bonne connaissance des outils et normatives de financement des institutions et bailleurs de fonds et de développement et présents à Haïti.

Expérience de relation avec les bailleurs de fonds.

Expérience en gestion d'équipe et de coordination avec d'équipes multiculturelles.

Facilité pour la communication, la négociation et les relations interpersonnelles.

Orientation au résultat.

Capacité de planification, gestion et organisation.

Français lu, parlé, écrit. Créole et espagnol souhaitable.

Context

A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. The most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future
Oxfam is already based and working in several existing humanitarian programmes in the Country and currently carrying on a humanitarian response emergency to the on-going crisis in Awerial and Jonglei.

Responsibilities of the position:
Under the hierarchical supervision of the Emergency Manager and functionally of the Finance Manager in Juba the Administration and Finance Officer will carry on the following main task areas:

Implementation of approval budget: Ensure that expenses are rightly allocated, accounting code and financial line.

Support Finance Manager in budget reviews, monthly forecast, fund transfers in line with the approved budgets of the projects.

Ensuring the management of cash boxes (following up advances and maintaining the advances register, physical inventories, expenditure conciliations, etc.).

Organizing the system for paying suppliers.

Ensure that salaries, per diem, advances and suppliers payments are done timely.

Checking the conformity of justifications, following IO and donors rules and the country's specificities.

Support Finance Manager in preparing audits and reports.

Giving a specific briefing on cash management to Field Managers and/or Admin Fin assistants.

Ensure the safety of the safe and cashbox.

Provide a complete feedback of the base and report to the Fin/Admin Manager every month.

Monthly closing of SAGA.

Ensure continuous control and training on accountancy procedures.

Ensure the correct finance capacity building and implementation of HR procedures to the whole team.

Experience and Skills


Barchelors Degree in Accounting, or Management.
Qualification in accounting (at least CPA II).
At least three (3) years experience in a similar position.
Professional in Excel and knowledge of the SAGA programme is essential.

Surveiller le contexte politique, économique et social, la situation de sécurité et les effets sur la situation humanitaire de la population.

Concevoir, formuler et mettre en place la stratégie d'action humanitaire et la planification du plan de préparation, réponse humanitaire et gestion de risques.

Diriger le processus de planification, exécution et justification du Programme Humanitaire avec son équipe, et en particulier la réponse aux réfugiés procèdent de la crise humanitaire en Republique Centroafricaine (RCA).

En cas de crise et / ou détérioration de la situation actuel, réaliser une évaluation des besoins humanitaires et proposer, au Directeur du Pays et au Coordinateur Régional d'Action Humanitaire, une stratégie d'intervention.

Diriger les interventions humanitaires de préparation, DRR et réponse.

Veiller pour l'application des standards de qualité et instruments d'Oxfam International

Garantir la mise à jour du Plan de Contingence d'Oxfam au Tchad.

Représenter Oxfam dans les fora humanitaires nationales et régionales si nécessaire.
Suivre et garantir le respect des requêtes des bailleurs de fonds.

Assurer une bonne gestion des ressources d'AH (humaines, financières et matérielles).

Coordonner et diriger le développement des personnes qui font partie de l'équipe en garantissant le respect des normes et politiques de RH de l'organisation.

Veiller pour le respect des normes de sécurité des équipes d'action humanitaire sur le terrain en accord avec le guide de sécurité d'OI dans le pays et veiller pour le respect du Code de Conduite.

Profil requis


Diplôme universitaire : agriculture, élevage, socio-économie, Wash. Une formation complémentaire en Action Humanitaire sera un plus.

Connaissances du DHI, plans de contingence, de réponse humanitaire, de préparation, de mitigation et prévention de désastres.

Trois ans minimum d'expérience sur le terrain dans la gestion de programmes humanitaires dans des postes de coordination. Souhaitable expérience de travail avec des partenaires.

Expérience dans la réalisation des missions exploratoires et formulation, suivi et évaluations des projets humanitaires.

Expérience dans la gestion des projets d'Eau, hygiène et Assainissement sera un plus

Expérience en analyses de contexte et de la sécurité.

Maîtrise du français et anglais

Informatique : connaissance au niveau d'utilisateur. Bonne connaissance d'Excel.
Disponibilité pour voyager.

Key Responsibilities


Since 1992, Oxfam Intermón has been working in South Sudan on humanitarian and development programs. We have implemented food security and WaSH programmes for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state. Currently we are setting a WASH and Food Security programme in Awerial (State of Lakes) and in Bor (Jonglei State) for displaced people camps.

In line with Humanitarian Reform principles, NGOs, international organizations and UN agencies operating in the WASH sector come together under the leadership of the WASH Cluster (Led by UNICEF and Co-Led by Medair) to identify gaps, plan and prioritize response, and to implement and monitor activities in a spirit of partnership. The overall purpose is to alleviate human suffering and protect the lives, livelihoods and dignity of populations in need.

Key Responsibilities

Reporting to the Country Director and Cluster Coordinator (UNICEF), the person selected will be in charge to improve state level coordination within the WASH Cluster in order to respond to emergency situations effectively and improve the delivery of WASH services in the intervention area.

The main responsibilities of the position will be:

Facilitate appropriate state level coordination between all WASH humanitarian partners as well as MWRI, RWSS, MoPI, and local authorities.
Serve as Chair or Co-Chair (depending on level of government involvement) at intervention area level cluster meetings, ensuring agenda is followed and action points are followed up on.
Facilitate intervention level cluster meetings, ensuring that: government and all partners are informed of meetings; agenda is written and used; meeting minutes are shared with government, partners and WASH Cluster Coordination team.
Ensure the establishment/maintenance of appropriate WASH Cluster coordination mechanisms, i.e. WASH Cluster Response Plan during acute emergencies, Monthly Activity Reports, Monthly Stock Reports.
Act as the focal point on the clusters response plans and operations within the intervention area.
Represent the cluster at Humanitarian Coordination Forums in the intervention area.
Provide updates to the national WASH Cluster Contact List, to ensure it is accurate to intervention-level.
Ensure knowledge of who is doing what and where within the sector in the given intervention, using a 3W tool that is periodically updated.
Ensure WASH partners in the intervention area are reporting their activities to the national WASH Cluster on a regular basis, and reporting emergency stock levels each month if they have them.
Provide feedback to the WASH Cluster Coordination team on progress in the WASH sector at intervention level, including successes, obstacles and best practices.
Work with UNICEF colleagues at state level to monitor Core Pipeline levels, facilitate partner requests for supplies, approve release of stock to partners, and assess if Core Pipeline quantities meet existing and expected needs of the given state.
Provide feedback to Cluster Coordination team regarding outstanding WASH Cluster Core Pipeline needs at intervention level, as needed.
Facilitate -in partnership with cluster members and/or with inter-sector team- needs assessments, monitoring/evaluation and impact assessment and other programmatic issues as needed.
Provide leadership in rapid-onset and chronic emergency situations by carrying out rapid needs assessments (depending on partner capacity), joining in IRNA's and coordinating a response in partnership with OCHA, RRC, all clusters at intervention level, and the WASH Cluster Coordination team.
Ensure effective links with other clusters at intervention level (with OCHA support), especially Health, Nutrition, and NFIs.
Support Cluster Coordination team with planning issues including Consolidated Appeal Process, risk analysis, preparedness/contingency planning, gap filling and implementation of preparedness actions.
Provide feedback to Cluster Coordination Team on CAP and CHF processes to ensure national level decisions are well informed.
Advise and support development of WASH Cluster baselines, benchmarks and measureable indicators.
Support advocacy campaigns, especially cross-sector advocacy issues (such as humanitarian space and access, need based assistance, impartiality and neutrality of humanitarian response) and special events (such as World Water Day and World Toilet Day).
Brief new cluster members on the humanitarian situation in the area and sector specific issues, share the contact list with them, and facilitate connections with key partners and local and national authorities.
Where possible, endeavor to capacity build partners or facilitate opportunities for learning and growth. Keep partners informed of funding opportunities, especially CHF (and the CAP in relation to accessing CHF) and RRF

Experience and Skills


Advanced degree in Water and Sanitation Engineering, Environmental Science, Public Health or any other related field.
Strong Technical skills, proven by a minimum of 3 years professional experience preferably in emergency settings.
Experience in coordination positions.
Experience in projects in security context.
Strong working knowledge of English (spoken and written).
Strong people management skills with experience in complex organizations.

Context
A political crisis within the Government of South Sudan (GoSS) which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State.
The situation remains widely unpredictable even the most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future.
Oxfam is already based and working in several existing humanitarian programs in the Country and currently preparing a humanitarian response emergency to the on-going crisis in Awerial and Jonglei. Therefore we are looking for a Log Manager for South Sudan with the following humanitarian profiles:

Key Responsibilities

Under the hierarchical supervision of the Associate Country Director and functionally on the Logistics Manager in Barcelona, the Log Manager is in charge of setting the logistic strategies and implementing the logistic activities for the whole of the mission, giving technical support and supervision to all the logistic teams. He/she contributes with the Country Director in the security management of the mission. The Log Manager is part of the overall country management team of Oxfam.

Main Functions

Logistics:
Management of the vehicle fleet and equipment:-
Supply.
Communication.
Prepare different Contracts.

HR management:
Logistic Briefing/debriefing/training to the new arrivals.
He/she carries out the evaluation of the logistic operators in the field.
He/she supports, supervises and makes the follow up of logistics operators in the field or other logistic operators in the capital.
He/she performs and/or revises/updates the post profiles of the logistics operators in the field or others in the capital.
He/she trains, supervises, coaches, evaluates the personnel directly dependent on them.
He/she performs and/or revises/updates the job profiles of the logistics staff.
He/she plans the holidays along with their team.
He/she assures cohesion within the logistics team.

Security management:
He/she implements the security policies concerning transport, communication, OXFAM Intermón structures.

Experience and Skills


Essential Requirements
2 years' (minimum) experience in logistics coordination in the area of Humanitarian Action.
Experience in emergency missions (in highly unstable contexts).
Experience in staff management.
Security management experience.
IT: user level knowledge, in-depth knowledge of Excel.
Good knowledge of at least two of the following fields: electricity/HF-VHF communication systems/Mechanics / Supply
Excellent English written and verbal communication skills.
Ability to work and live in a challenging working and living environment.
Commitment to the Oxfam principles.

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff
Provide training for university programs in Water & Sanitation
Coordinate with other WaSH HQ members to support ongoing projects

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.
