Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff
Provide training for university programs in Water & Sanitation
Coordinate with other WaSH HQ members to support ongoing projects

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.

Key Responsibilities


Finance Manager is responsible to guarantee a proper financial, accounting and administration management, the compliance with legal framework in the country, and the quality of Oxfam's activities. The position also contributes to the development and implementation of organizational and funding strategies, policies and practices.

Context
A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. The most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future.
Oxfam is already based and working in several existing humanitarian programmes in the Country and currently starting a humanitarian response emergency to the on-going crisis in Awarial and Jonglei.

Responsibilities of the position
Under the direction of the Country Director, the Finance Manager will:
Elaborate annual country budget and project donor's budgets
Analyze and follow up project and country budgets, taking into account each donor's requirements and internal IO regulations
Prepare timely financial reports, cash requests and accounting reports
Oversee monthly and quarterly financial reports to donors, ensuring these are in line with donor requirements and program activities
Maintain up-to-date accurate accounting system, including computer data entry and paper file system
Establish internal financial and administrative procedures compatible with the country's laws and the organization global policies.
Ensure appropriate documentation of projects for accountability and future donor inspection and or internal audits
Ensure trainings to local partners in financial resources management
Guarantee that administrative and purchasing procedures are respected and follow the criteria established by Oxfam Intermón and donors.
Line Manages Accounting Finance Officer and Capacity Building Officer in Juba and, functionally manages the Finance and Administration Officers of the different bases of the country.
Contribute to short and long-term organizational planning and strategy as a member of the management team
Support the Country Director and Head of Programmes with the development of the annual Country Funding Strategy
Maintain a strong working relationship with other Country Management Team members.

Experience and Skills


Relevant Financial as administration management qualifications in the relevant fields.
At least 3 years experience in Financial Management, with sound understanding of working with an international NGO.
Knowledge and experience of international donor funding environment, including financial reporting requirements, trends and procedures.
Experience and flexible approach to managing and prioritizing a high workload and multiple tasks .
Excellent computer skills and proficient in excel, word, outlook, PowerPoint and access, and Saga (accounting system).
Excellent organizational skills, including the ability to plan comprehensively, set priorities, and manage multiple projects/deadlines efficiently
Strong communication skills, with excellent written and spoken English
Proven ability to provide support, guidance and training to financial and nonfinancial teams
Excellent interpersonal skills, ability to work with discretion regarding confidential information, possession of sound judgment and attention to detail
A demonstrated commitment to high professional ethical standards and a diverse workplace

Working conditions


Contract of employment: Contract for 12 months from the 30th April 2014.
Anual Gross Salary: 32.829 euros
