¿Cuáles serán tus funciones?

- Contribuir al reclutamiento y la selección de puestos críticos para la región y/o país.
- Participar en proyectos tranversales organizacionales para asegurar que incorporan la visión de RRHH y la realidad del país y/o región.

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff
Provide training for university programs in Water & Sanitation
Coordinate with other WaSH HQ members to support ongoing projects

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.

Dans toutes ses actions, Oxfam travaille avec des organisations partenaires et auprès de femmes et d'hommes vulnérables pour mettre fin aux injustices qui engendrent la pauvreté. En Belgique, Oxfam-Solidarité s'emploie à promouvoir l'aide d'urgence, des projets de développement et des campagnes. Quant à Oxfam-Magasins-du-Monde et Oxfam-Wereldwinkels, elles s'attachent aux campagnes et au commerce équitable. Le service Urgences fait partie du département programme sud et traite du suivi des programmes humanitaires dans 7 pays (RRC, réponse humanitaire, réhabilitation et moyens de subsistance). Le service recherche un/e /gestionnaire du programme humanitaire Sahara Occidental à temps plein pour une durée de 12 mois afin d'assurer le suivi des programmes humanitaires dans les campements de réfugiés Sahraouis.

Contexte

Depuis des années, Oxfam-Solidarité mène des projets d'aide humanitaire en particulier dans le domaine de la sécurité alimentaire pour les réfugiés Sahraouis dans les camps proches de la ville algérienne de Tindouf. Dans la continuité de ses actions, en collaboration avec les partenaires locaux et avec le soutien financier de la Direction Générale d'Aide Humanitaire et Protection Civile de la Commission Européenne (DG ECHO), Oxfam-Solidarité va poursuivre ses activités en 2014 qui se structurent autour de 4 volets : (1) L'accès à des rations de produits frais pour les réfugiés sahraouis ; (2) L'amélioration de l'utilisation des aliments distribués grâce à un axe transversal de sensibilisation ; (3) Des initiatives pilotes de production locale ; (4) Le renforcement des capacités des partenaires.

Fonction

Sous la responsabilité hiérarchique du coordinateur du service humanitaire, le/la gestionnaire de programme humanitaire Sahara Occidental (h/f) garantira la réalisation et le bon déroulement des programmes d'aide humanitaire dans les campements de réfugiés sahraouis. Il/elle collaborera étroitement avec le gestionnaire Administrative et Financier Sahara Occidental, le responsable régional MENA et l'équipe dans les campements d'Oxfam-Solidarité.

Tâches et responsabilités :

Il/elle est chargé(e) de (entre autres) :

• Assurer la mise en place et le suivi du programme humanitaire (en collaboration avec la coordinatrice du programme humanitaire d'Oxfam-Solidarité dans les campements et le/la gestionnaire administratif et financier à Bruxelles)

• Elaborer/appuyer la rédaction des propositions de projets (en collaboration avec l'équipe sur le terrain et ses collègues à Bruxelles)

• Appuyer l'équipe terrain pour garantir le respect et de la bonne affectation des budgets ainsi que le respect des procédures administratives et financières, en étroite collaboration avec le gestionnaire administratif et financier

• Coordonner la rédaction et/ou rédiger les rapports d'activités se rapportant aux rapports financiers à destination des bailleurs de fonds et veille au respect des délais de rigueur

• Coordonner la recherche de bailleurs de fonds pour le programme humanitaire et appuyer à l'agent de liaison sur le terrain dans cette recherche.

• Gérer les achats centralisés à niveau du siège, en assurant le respect de la procédure.

• Être en contact et représenter Oxfam-Solidarité auprès des bailleurs de fonds et autres acteurs

• Veiller à l'intégration dans le programme des normes de qualité, du thème transversal « Genre », des aspects « LRRD » (Linking Relief Rehabilitation Development) et veiller à l'impact qualitatif/nutritionnel du projet

• Collaborer à l'élaboration de la stratégie du programme pour le Sahara Occidental

• Collaborer avec les gestionnaires de programme géographique et le responsable plaidoyer humanitaire d'Oxfam-Solidarité en ce qui concerne la stratégie global du pays (développement, aide humanitaire et plaidoyer).

• Etre une personne de référence concernant le bailleur de fond DG ECHO.

Profil

• Diplôme universitaire ou équivalent par expérience

• Master en aide humanitaire/développement ou équivalent par expérience.

• Expérience professionnelle antérieur de 5 ans, dont au moins 1 an dans le domaine humanitaire. Une expérience de terrain dans le pays concerné ou dans les domaines de l'aide alimentaire constitue bien-sûr un atout.

• Expérience de gestion administrative et financière de projets, de préférence de projets cofinancés par la DG ECHO

• Affinité manifeste avec la philosophie d'Oxfam-Solidarité, être capable de véhiculer nos valeurs et notre mission à travers l'exercice de la fonction

• Connaissance des évolutions pertinentes par rapport au travail humanitaire

• Une expertise dans le domaine de la sécurité alimentaire et la nutrition constitue un atout.

• Bonne connaissance du français et de l'espagnol. La connaissance du néerlandais et l'anglais est un atout.

• Avoir une bonne connaissance de la “Gestion Axée sur les Résultats”

• Être disposé(e) à voyager dans les régions bénéficiaires

• Etre capable de gérer de nombreuses tâches en même temps.

• Être capable de travailler en équipe

• Avoir une bonne connaissance des outils informatiques (traitement de texte, feuille de calcul, etc).

Coordinateur du Département Support (Administration, Logistique, Finance, RH) pour la RDC (h/f)

Contexte

En matière d'aide humanitaire, Oxfam-Solidarité en RDC met en œuvre des stratégies à court terme pour permettre aux ménages les plus vulnérables de subvenir à leurs besoins, via par exemple le système « argent contre un travail » (« cash for work ») d'intérêt communautaire (creusement d'étangs piscicoles, réhabilitation de tronçons de desserte agricole, etc.).

À moyen terme, à travers une approche de « foires au choix » (à l'inverse des distributions directes de semences), ce système permet aux bénéficiaires de choisir les intrants qui répondent le mieux à leurs besoins parmi un assortiment varié de semences dont la qualité a été contrôlée au préalable). Oxfam-Solidarité contribue à améliorer l'accès aux intrants agricoles des ménages vulnérables permettant ainsi la relance agricole d'une région. Ces activités sont accompagnées de formations, à la fois théoriques et pratiques, de la communauté sur les bonnes pratiques agricoles.

La résilience consiste à mettre en place des stratégies qui permettent de résister aux chocs prévisibles, de faire face aux pertes qui en découlent et de s'adapter aux nouvelles conditions.

Tous les projets sont mis en œuvre par des partenaires locaux et font l'objet d'un suivi direct de la part d'Oxfam-Solidarité. Les bailleurs de fonds sont divers (Union Européenne, DGD, financements belges, etc.).

Description de fonction

• Il/elle travaille sous la responsabilité hiérarchique de l'Agent de liaison de Bukavu.

• Il/elle travaille en coordination avec les Gestionnaires de programme sur le terrain et au siège.

• Il/elle travaille en coordination avec le Gestionnaire administratif et financier RDC du siège.

• Il/elle est responsable du travail de l'équipe du Département support composée d'un Chargé des Finances et RH, d'un Logisticien basé à Bukavu et d'un Assistant Support basé à Goma et de tout autre personnel local engagé par Oxfam-Solidarité (OSB) pour le Département support.

• Il/elle assure le fonctionnement optimal du Département Support en accord avec l'ensemble des procédures d'Oxfam-Solidarité et des bailleurs et effectue le contrôle interne.

• Il/elle est responsable de la logistique du bureau et des projets en accord avec les procédures diverses.

• Il/elle supervise la gestion comptable et financière du bureau, des projets et assure la bonne gestion des ressources confiées aux partenaires d'Oxfam-Solidarité.

• Il/elle participe à l'élaboration et au suivi des budgets de financements obtenus (proposition de projets, respect des contrats de financement, rapports financiers aux bailleurs) en lien avec le Gestionnaire administratif et financier de Bruxelles.

• Il/elle est responsable de l'application des réglementations internes et des lois en vigueur dans le pays pour toutes les questions administratives, fiscales, et concernant les ressources humaines. Il s'assure aussi de leur diffusion au sein de l'équipe terrain et au siège.

• Il/elle travaille en collaboration permanente avec les partenaires locaux.

• Il/elle est chargé(e), en concertation avec l'Agent de liaison, de représenter Oxfam-Solidarité auprès des partenaires locaux, des autres intervenants travaillant dans la région d'intervention et auprès des bailleurs.

• Il/elle participe activement au groupe « admin-fin » d'Oxfam en RDC.

Profil

• Minimum 2 ans d'expérience internationale au sein d'ONG internationales

• Minimum 5 ans d'expérience en gestion administrative et financière de projets dans le domaine de la coopération internationale au sein d'ONG internationales ; Diplôme en sciences de gestion ou expérience équivalente prouvée ;

• Rigueur, bonne capacité d'organisation et de planification ;

• Connaissance des pratiques comptables. L'utilisation du logiciel comptable SAGA est un atout ;

• Bonne connaissance de bureautique informatique : traitement de texte, feuille de calcul, e-mail, internet, base de données ;

• L'expérience de gestion administrative et financière de projets cofinancés par les institutions publiques ECHO et DGD est un atout ;

• Expérience de travail avec des organisations locales (ONG) ;

• Connaissance du contexte et de la région ;

Coordenador (h/m) de Programa em Moçambique

Para gerir os seus programas (meios de vida sustentáveis em meio rural, por um lado, luta contra a violência contra as mulheres, por outro lado), os seus parceiros e a sua equipa em Moçambique e estabelecer a ligação com a sua sede em Bruxelas, a Oxfam-Solidarité procura um Coordenador (h/m) baseado em Maputo.

O Coordenador trabalhará em estreita coordenação com, por um lado, o diretor dos programas da Oxfam em Moçambique e, por outro lado, com o gestor dos programas em Moçambique, baseado em Bruxelas, no seio do departamento Programa Sul da Oxfam-Solidarité, de quem depende hierarquicamente no seio da Oxfam-Solidarité e a quem presta contas.

• Assumir a responsabilidade e a gestão dos recursos humanos, financeiros e materiais dos escritórios da Oxfam-Solidarité (em Maputo e em Pemba), em conformidade com os procedimentos e as normas estabelecidas pela Oxfam-Solidarité e prestar contas desta gestão ao responsável por Moçambique em Bruxelas

• Representar a Oxfam-Solidarité em Moçambique junto dos parceiros, das autoridades moçambicanas, da cooperação belga e outras instituições de financiamento

Perfil :

• Nível universitário ou equivalente

• Pelo menos 5 anos de experiência de coordenação de programa e de gestão de parcerias, dos quais no mínimo três anos de expatriação, de preferência num país da África lusófona

• Experiência de direção, gestão e motivação de equipa

• Experiência de gestão de projeto centrada nos resultados e de gestão de orçamentos

• Conhecimento dos métodos e princípios do reforço das capacidades e desenvolvimento institucional

• Conhecimento do desenvolvimento rural e da abordagem de género, preferencialmente num contexto africano

• Capacidade de trabalhar com parceiros locais, o governo e redes

• Competências para a facilitação e as abordagens participativas

• Experiência na procura e nos pedidos de financiamento, inclusive a nível internacional

• Experiência de representação (em relação aos parceiros, aos serviços e às agências governamentais, aos doadores, ao setor privado)

• Possuir o sentido da gestão dos riscos e da segurança no contexto de uma ONG internacional

• Falar, escrever e ler português e inglês

• Escrever e ler francês e/ou neerlandês.

• Estar apto(a)/ e disposto(a) a efetuar missões na província (nomeadamente no Norte de Moçambique) e fora do país de trabalho

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff
Provide training for university programs in Water & Sanitation
Coordinate with other WaSH HQ members to support ongoing projects

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.
Results orientated and capacity for organisation.
Team work and collaboration
High flexibility and adaptation to changes.
Motivation for international cooperation, development and fight against poverty.

Gross Salary: 32.829.46 Euros, plus social benefits

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
