Special EU Heads of State Summit to debate 2014-2020 EU budget

EU leaders will use this meeting to negotiate the Multiannual Financial Framework (MFF), and to tentatively agree on the global amount for the EU budget and the individual amounts for each broad category of expenditure. Oxfam hopes that EU Member States will agree to the increase proposed by the European Commission in June 2011 (Development Cooperation Instrument from €17.9bn to €20.6bn; European Development Fund from €23bn to €30.3bn in 2011 prices).
