At this year's G20 Summit in Cannes, France, many important initiatives were swept off the table as world leaders grappled with the European financial crisis - but the strongest survived. Most notably, there was positive momentum for a Robin Hood Tax as a tool to finance development, and recognition that innovative sources of finance are needed to fight climate change in poor countries, laying the foundation for a fair carbon charge for shipping.
