Key Responsibilities


Reporting to the Country Director, the person selected will be a reference and representative of the Organization in the field, co-coordinating the activities of the project and managing all the resources in order to guarantee that the objectives are met in line with the policies and strategies of Oxfam Intermón.

Since 1992, Oxfam Intermón has been working in South Sudan on humanitarian and development programs. Our activities in the region started in Western Bahr el-Ghazal with food security and WaSH interventions in 2007. We have implemented food security and WaSH programmes for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state.

Currently we are setting a WASH and Food Security programme in Awerial (State of Lakes) and Bor (Jonglei State), for displaced people camps.

Objective of the Post

Contributing to analysing the humanitarian needs of the country within the framework of public health, giving suitable information to the Emergency Manager

Technically supporting the projects (giving technical recommendations).

Ensuring co-ordination between the departments (Watsan-PHP with logistics, etc.). Supervising the quality of the technical products.

Co-ordinating the Water, Sanitation and Health and Hygiene Promotion activities with the other agencies present and local and national authorities.

Representing Oxfam Intermón in coordination meeting as WaSH cluster

Responsible for technical and program capitalization and maximise sharing of lessons learnt to all staff in the country programme.

The main responsibilities of the position will be:

Support and supervise the development and planning of the activities with the water, sanitation and health and hygiene promotion teams in the field, giving technical recommendations and ensuring that they are implemented.

Assure the quality of the water, sanitation and health and hygiene promotion projects and supervise the quality or the purchased equipment for the implementation of the Watsan and PHP projects.

Management of Wash teams, strengthening the OI water, sanitation and health and hygiene promotion technical capacities in the country either of the OI team of the existing projects or of the identified counterparts.

Facilitate and give support to carrying out the monitoring and evaluations of the water, sanitation and health and hygiene promotion activities. Ensuing that the indicators are suitable measured and used correctly.

Support with the budgetary follow-up of the water, sanitation and health and hygiene promotion projects in coordination with the Administration and Finance unit.

Ensure the proper application of the logistics and financial controls and procedures.

Experience and Skills


Academic studies related to water and sanitation engineering and health and hygiene promotion: Technical Engineering related with water, sanitation, the environment, public health and water and sanitation on emergencies.

Other suitable studies/ Work experience: Building of wells, Underground and superficial water operating systems, Water distribution system, water quality testing, water treatment systems , sanitation systems, health and hygiene. Diseases related with water and sanitation. Communitarian participation. Monitoring Systems, PHAST. Educator.

Strong Technical skills, proven by a minimum of 5 years professional experience preferably in emergency settings.

Experience in projects in security context.

Strong working knowledge of English (spoken and written)

Strong people management skills with experience in complex organizations.

Working conditions


Contract of employment: 6 months.

Salary: According to the Oxfam Intermón salary scale.

Principales responsabilidades

¿Qué estamos buscando?

Under the hierarchical supervision of the Emergency Manager, Field Manager provides overall management to Oxfam operation in the project and fills the role of head of the base; co-ordinating the activities of the projects/programmes and managing all the resources in order to guarantee that the objectives are met in line with the organisation and donor, policies. The Field Manager is part of the overall country management team of Oxfam.

A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting.

Oxfam is already based and working in several existing humanitarian programs in the Country and currently running a humanitarian response emergency to the on-going crisis in Awerial and Jonglei.

Responsibilities of the position

Co-ordinate and ensure the correct implementation and follow-up of the activities of the project.
Manage and supervise all day to day activities and planning for the base including, programs, finance, security, HR and any other related activities.

Monitor at project level the political, economic and social context, the state of security and the effects on the humanitarian situation of the population, ensuring Oxfam security policies.

Co-ordinate and guarantee the correct management of the resources affected by the project like Human Resources and material resources.

Representation, communication and coordination: represent the organisation before the population, the local authorities (civil and military), international bodies and NGOs present in the field ensuring efforts are not duplicated.

Reporting and program development: Participate in all aspects of program design, implementation and Monitoring and evaluation and in some cases lead proposal and report development.

Experience and Skills


At least 2 years' experience at similar position in the field of humanitarian missions.
Awareness of and commitment to the IO principles.
Experience in program management.
Experience in Human Resources management.
Security management experience.
Food Security or WASH program management experience will be an asset.
Excellent English written and verbal communication skills.
Ability to work and live in a challenging working and living environment. Be part of a multi-cultural and multidisciplinary team.

To participate in project strategy, proposal and budget preparation and follow-up and prepare orders for materials and equipment for the water, sanitation and hygiene activities, respecting all logistic and financial procedures and controls.
The health and hygiene promotion and community participation activities of the project, supporting the Oxfam teams, planning and implementing the activities and initiatives for promoting health and hygiene and community participation defined in the project.
Managing the water, sanitation and hygiene technical team.

Experience and Skills


Training (academic) similar to the profile of the post (Water Resource Engineering, Civil Engineering, Hydrogeology or related fields).
2 years professional experience in similar position.
Experience in the field with other organisations working in humanitarian or development contexts.
Experience in team management.
Desirable requirement: Other training / professional experience: Water quality (chemical and bacteriological analysis and treatment of waters), construction and supervision of different rural water supply systems (Hand dug wells, boreholes, ponds, etc) and water storage facilities. Construction and supervision of rural sanitation facilities.
Languages: Good proficiency in oral and written English.
IT: MS Office advanced level knowledge, awareness of GIS.
Ability to work and live in a challenging working and living environment. Be part of a multi-cultural and multidisciplinary team.

Responsabilités


Contexte
Depuis le coup d'état, en mars 2013, les affrontements entre Seleka et les milices anti-Blalaka ont continué. Début décembre 2013, ces tensions ont augmenté causant une grande insécurité et des milliers de personnes ont fui leurs maisons à Bangui, vers les régions du centre et du nord et certains vers les pays voisins. L'insécurité a persisté et s'est aggravée, en particulier à l'ouest, au nord-ouest de la RCA ainsi qu'à Bangui, avec de sérieuses conséquences pour la protection des civils suite à la résurgence de la violence intercommunautaire perpétrée surtout par les milices anti-Balaka et ex-Seleka. Suite à la démission du président intérimaire en janvier 2014 un nouveau chef d'état intérimaire a prêté serment le 23 janvier 2014.

A Bangui, la situation concernant la sécurité est encore incertaine et les personnes qui avaient fui leurs maisons début décembre vivent encore sur des sites ou avec des familles d'accueil au sein de la ville. 496.731 personnes sont des déplacés internes à Bangui et 922.000 sont éparpillées au travers du pays, selon la commission des mouvements de population.

Du fait d'une sérieuse dégradation des la situation humanitaire, OXFAM a mis en route un programme de réponse WASH et EFSVL en RCA en janvier 2014 et travaille, à ce jour, sur plusieurs sites ainsi que dans des zones résidentielles à Bangui et a récemment étendu ses activités aux provinces, en commençant par un programme à BRIA.

Le programme dirigé par Oxfam GB se trouve dans une période de transition, il est prévu une passation du leadership à Oxfam Intermon au mois d'Avril 2015. Nous allons travailler en étroite collaboration pour assure la qualité des programmes.

But de l'emploi et Responsabilités
Placée sous la responsabilité hiérarchique du Program Manager Humanitaire et avec l'appui technique du Responsable Eau, Assainissement et Hygiène (WaSH) du Siège à Barcelone, la personne sélectionnée sera responsable des domaines de l'eau, l'assainissement et l'hygiène du Oxfam Intermon au République Centrafricaine en étant le garant de la qualité technique du programme. L'identification et analyse de nouveaux besoins ainsi que le maintien de la cohérence avec la stratégie WaSH d'OXFAM (Oxfam Intermon) relèveront également de sa responsabilité.

Ses principales fonctions seront:

1.Général :
Gestion des équipes WaSH (Watsan et PHP jusqu'à la période de transition entre OGB et Intermon, soit jusqu'à le 1er avril 2015)
Participation à l'analyse des nécessités humanitaires avec l'équipe. Réalisation de missions exploratoires et formulation de propositions de réponses humanitaires.
Révision des stratégies eau, assainissement et promotion de la santé et de l'hygiène d'OXFAM dans le pays et participation à la révision de la stratégie humanitaire. Participation au développement ou révision du Plan de Contingence.
Renforcement des capacités techniques eau, assainissement et promotion de la santé et de l'hygiène d'OXFAM dans le pays soit de l'équipe OXFAM des projets existants soit des partners identifiées.
Rédaction de rapports mensuels et autres rapports nécessaires sur le développement des activités eau, assainissement et promotion de la santé et de l'hygiène.
Briefings au personnel nouvellement incorporé sur tous les aspects techniques liés à l'eau, l'assainissement et la promotion de la santé et de l'hygiène.
Participation à la formulation aux propositions, inclus calcul du budget des propositions de projets relatifs aux activités eau, assainissement et promotion de la santé et de l'hygiène.
Appui au département logistique pour développer une base de données de fournisseurs locaux et d'adjudicataires liés aux activités eau, assainissement et promotion de la santé et de l'hygiène.
Participation à la stratégie MESA (Moyens de Existence et Sécurité Alimentaire)-WaSH du pays si existant. Fournir l'appui technique aux activités de Réduction de Risque de Désastre (DRR) et aux projets MESA-WaSH si existant.
Appui et coordination avec les autres départements.
Représenter OXFAM dans les forums et réunions techniques WASH du pays (WaSH cluster, etc.).

2.Programme eau, assainissement et/ou promotion de l'hygiène :
Participation à la préparation, planification et réalisation des activités eau, assainissement et promotion de la santé et de l'hygiène des projets existants.
Management, appui et supervision du développement et de la planification des activités avec l'équipe PHE (Watsan) et PHP de terrain, en faisant des recommandations techniques et en supervisant leur mise en oeuvre. La responsabilité de gestion des activités WaSH sera assurée par le Wash Manager pendant la période de transition entre les deux affiliés : Oxfam GB et Intermon, soit jusqu'à le 1er avril.
Assurer l'intégration entre les activités d'eau, assainissement et promotion à l'hygiène et la santé.
Assurer la qualité et la pertinence des approches mis en place dans des projets eau, assainissement et promotion de la santé et de l'hygiène. Superviser la qualité des équipements achetés pour la mise en oeuvre des projets PHE (Watsan) et PHP.
Renforcer la coordination entre le département
WaSH de terrain avec les départements logistique et finances.
Management et appui avec le suivi budgétaire des projets eau, assainissement et promotion de la santé et de l'hygiène.
Assurer, faciliter et appuyer la réalisation du suivi et évaluation des activités eau, assainissement et promotion de la santé et de l'hygiène. Veiller à ce que les indicateurs soient adéquats, mesurés et utilisés correctement.

Profil requis


Formation en Eau, Assainissement et Promotion de l'hygiène avec une bonne expérience dans l'intégration des volets techniques (watsan) et socio-culturels en base à une approche de participation communautaire et de changement de comportement
Bonne connaissance des divers systèmes de distribution d'eau et des systèmes d'assainissement.
Expérience de travail sur le terrain d'au moins 2 ans dans l'implémentation de programmes WaSH, notamment dans des contextes d'urgence.
Maîtrise du français (oral et écrit). Anglais souhaitable.
Bonne connaissance du cycle du projet et habilités pour la rédaction de rapports et propositions de projet.
Capacité et expérience dans la gestion et direction d'équipes.
Flexibilité et disponibilité pour se déplacer/séjours sur le terrain.

Contexte
Depuis le coup d'état, en mars 2013, les affrontements entre Seleka et les milices anti-Blalaka ont continué. Début décembre 2013, ces tensions ont augmenté causant une grande insécurité et des milliers de personnes ont fui leurs maisons à Bangui, vers les régions du centre et du nord et certains vers les pays voisins. L'insécurité a persisté et s'est aggravée, en particulier à l'ouest, au nord-ouest de la RCA ainsi qu'à Bangui, avec de sérieuses conséquences pour la protection des civils suite à la résurgence de la violence intercommunautaire perpétrée surtout par les milices anti-Balaka et ex-Seleka. Suite à la démission du président intérimaire en janvier 2014 un nouveau chef d'état intérimaire a prêté serment le 23 janvier 2014.

A Bangui, la situation concernant la sécurité est encore incertaine et les personnes qui avaient fui leurs maisons début décembre vivent encore sur des sites ou avec des familles d'accueil au sein de la ville. 496.731 personnes sont des déplacés internes à Bangui et 922.000 sont éparpillées au travers du pays, selon la commission des mouvements de population.

Du fait d'une sérieuse dégradation des la situation humanitaire, OXFAM a mis en route un programme de réponse WASH et EFSVL en RCA en janvier 2014 et travaille, à ce jour, sur plusieurs sites ainsi que dans des zones résidentielles à Bangui et a récemment étendu ses activités aux provinces, en commençant par un programme à BRIA.

Le programme dirigé par Oxfam GB se trouve dans une période de transition, il est prévu une passation du leadership à Oxfam Intermon au mois d'Avril 2015. Nous allons travailler en étroite collaboration pour assure la qualité des programmes.

But de l'emploi et Responsabilités
Placée sous la responsabilité hiérarchique du Program Manager Humanitaire et avec l'appui technique du Responsable Eau, Assainissement et Hygiène (WaSH) du Siège à Barcelone, la personne sélectionnée sera responsable des domaines de l'eau, l'assainissement et l'hygiène du Oxfam Intermon au République Centrafricaine en étant le garant de la qualité technique du programme. L'identification et analyse de nouveaux besoins ainsi que le maintien de la cohérence avec la stratégie WaSH d'OXFAM (Oxfam Intermon) relèveront également de sa responsabilité.

Ses principales fonctions seront:

1.Général :
Gestion des équipes WaSH (Watsan et PHP jusqu'à la période de transition entre OGB et Intermon, soit jusqu'à le 1er avril 2015)
Participation à l'analyse des nécessités humanitaires avec l'équipe. Réalisation de missions exploratoires et formulation de propositions de réponses humanitaires.
Révision des stratégies eau, assainissement et promotion de la santé et de l'hygiène d'OXFAM dans le pays et participation à la révision de la stratégie humanitaire. Participation au développement ou révision du Plan de Contingence.
Renforcement des capacités techniques eau, assainissement et promotion de la santé et de l'hygiène d'OXFAM dans le pays soit de l'équipe OXFAM des projets existants soit des partners identifiées.
Rédaction de rapports mensuels et autres rapports nécessaires sur le développement des activités eau, assainissement et promotion de la santé et de l'hygiène.
Briefings au personnel nouvellement incorporé sur tous les aspects techniques liés à l'eau, l'assainissement et la promotion de la santé et de l'hygiène.
Participation à la formulation aux propositions, inclus calcul du budget des propositions de projets relatifs aux activités eau, assainissement et promotion de la santé et de l'hygiène.
Appui au département logistique pour développer une base de données de fournisseurs locaux et d'adjudicataires liés aux activités eau, assainissement et promotion de la santé et de l'hygiène.
Participation à la stratégie MESA (Moyens de Existence et Sécurité Alimentaire)-WaSH du pays si existant. Fournir l'appui technique aux activités de Réduction de Risque de Désastre (DRR) et aux projets MESA-WaSH si existant.
Appui et coordination avec les autres départements.
Représenter OXFAM dans les forums et réunions techniques WASH du pays (WaSH cluster, etc.).

2.Programme eau, assainissement et/ou promotion de l'hygiène :
Participation à la préparation, planification et réalisation des activités eau, assainissement et promotion de la santé et de l'hygiène des projets existants.
Management, appui et supervision du développement et de la planification des activités avec l'équipe PHE (Watsan) et PHP de terrain, en faisant des recommandations techniques et en supervisant leur mise en oeuvre. La responsabilité de gestion des activités WaSH sera assurée par le Wash Manager pendant la période de transition entre les deux affiliés : Oxfam GB et Intermon, soit jusqu'à le 1er avril.
Assurer l'intégration entre les activités d'eau, assainissement et promotion à l'hygiène et la santé.
Assurer la qualité et la pertinence des approches mis en place dans des projets eau, assainissement et promotion de la santé et de l'hygiène. Superviser la qualité des équipements achetés pour la mise en oeuvre des projets PHE (Watsan) et PHP.
Renforcer la coordination entre le département
WaSH de terrain avec les départements logistique et finances.
Management et appui avec le suivi budgétaire des projets eau, assainissement et promotion de la santé et de l'hygiène.
Assurer, faciliter et appuyer la réalisation du suivi et évaluation des activités eau, assainissement et promotion de la santé et de l'hygiène. Veiller à ce que les indicateurs soient adéquats, mesurés et utilisés correctement.

Profil requis


Formation en Eau, Assainissement et Promotion de l'hygiène avec une bonne expérience dans l'intégration des volets techniques (watsan) et socio-culturels en base à une approche de participation communautaire et de changement de comportement
Bonne connaissance des divers systèmes de distribution d'eau et des systèmes d'assainissement.
Expérience de travail sur le terrain d'au moins 2 ans dans l'implémentation de programmes WaSH, notamment dans des contextes d'urgence.
Maîtrise du français (oral et écrit). Anglais souhaitable.
Bonne connaissance du cycle du projet et habilités pour la rédaction de rapports et propositions de projet.
Capacité et expérience dans la gestion et direction d'équipes.
Flexibilité et disponibilité pour se déplacer/séjours sur le terrain.

The Humanitarian Programme Manager will prepare OXFAM Intermon to the hand over process with OXFAM GB and support the Senior Humanitarian Program Manager along the transition period. Key Responsibilities

As a member of the senior management team he/she will be required to support the programme team in the implementation of programmes and the SHPM in the development of mid- term programme strategy and vision, plan and coordinate a broad spectrum of programmes or geographies.

Responsibilities of the position

In collaboration with the respective programme coordinators, support the development and implementation of the WASH, EFSL and Protection programmes, ensuring integration of cross-cutting issues including MEAL, gender and advocacy.

Lead on developing cross-cutting programme approaches including liaison and collaboration with local authorities and UN/NGO working groups to identify geographical areas of greatest need and standardization of approaches for assessment of vulnerability and beneficiary selection.

Ensure budget follow-up and effective use of donor and affiliate's available funding.

Review existing and potential partnerships with local organisations.

Lead on development of new partnership agreements.

Co-lead together with SHPM the development of a mid-term country strategy from November 2014.

Support SHPM in the development and implementation of an advocacy strategy based on programme experience and outcomes focused on bringing about policy and practice changes. Ensures as well that protection and gender issues are well integrated in the post-hand over program strategy.

Work closely with the Intermon Oxfam funding coordinator (new post OI associated to hand over and under its responsibility).

Support the SHPM in representing Oxfam to government officials, UN agencies, donors and other NGO staff as appropriate.

Line Management of WASH Coordinator, EFSL Coordinator, Protection Coordinator, MEAL Coordinator.

Actively participate in the Country Management Team (CMT).

In coordination with the SHPM defines the Job descriptions required and carries out, together with Intermon HQ, the new recruitments post hand over.

Provides all necessary support throughout process in order to guarantee: the achievement of the legal registration of OXFAM Intermon in country; the proper contracting mechanism for national staff; the identification of all the administrative aspects and potential compliance to be integrated in the Oxfam Intermon management system in country.

Progressively ensures the change management in the teams and provides liaison in all necessary agreements between OGB and OI, under the oversight of OGB and OI representatives.

Experience and Skills


Advanced degree in, humanitarian aid or other related topics.

Perfil Requerido

Willingness to travel extensively to field sites.

Languages: fluency in English and French. Desirable: Spanish.

Previous experience in the country or in the region.

Strong organisational skills and capacity o prioritise.

Working conditions


Annual Gross remuneration: 38.733,76 euros
4 to 6 months contract
Medical, life and accident insurance provided.
Holidays: 27 working days per year 2014
Working place: based in Bangui with support to Bria and other programme areas to be developed.
Starting date: As soon as possible
