Key Responsibilities


The Humanitarian Programme Manager will prepare OXFAM Intermon to the hand over process with OXFAM GB and support the Senior Humanitarian Program Manager along the transition period. He/she will lead and support the humanitarian programme team to implement the programme in CAR, assuring integration between WASH, EFSL and Protection, and ensuring the cross-cutting issues of MEAL, gender and advocacy.

Key Responsibilities

Reporting to the Senior Humanitarian Programme Manager (SHPM), the Humanitarian Programme Manager (HPM) will provide strong practical and strategic leadership to the country programme. As a member of the senior management team he/she will be required to support the programme team in the implementation of programmes and the SHPM in the development of mid- term programme strategy and vision, plan and coordinate a broad spectrum of programmes or geographies.

Responsibilities of the position

In collaboration with the respective programme coordinators, support the development and implementation of the WASH, EFSL and Protection programmes, ensuring integration of cross-cutting issues including MEAL, gender and advocacy.

Lead on developing cross-cutting programme approaches including liaison and collaboration with local authorities and UN/NGO working groups to identify geographical areas of greatest need and standardization of approaches for assessment of vulnerability and beneficiary selection.

Ensure budget follow-up and effective use of donor and affiliate's available funding.

Review existing and potential partnerships with local organisations.

Lead on development of new partnership agreements.

Co-lead together with SHPM the development of a mid-term country strategy from November 2014.

Support the SHPM in defining the implementation plan, in collaboration with the rest of the coordination team and within the framework of the country strategy.

Develop linkages with other international organisations with a view to working in consortium where appropriate.

Identify areas of the country with potential for further developing Oxfam programme outside of Bangui; develop and lead assessment teams for evaluation of these areas.

Define the transitional plan for the hand over period in collaboration with the SHPM and the rest of the coordination team.

Support SHPM in the development and implementation of an advocacy strategy based on programme experience and outcomes focused on bringing about policy and practice changes. Ensures as well that protection and gender issues are well integrated in the post-hand over program strategy.

Together with SHPM, ensure a suitable funding strategy for programme implementation during 2015.

Work closely with the Intermon Oxfam funding coordinator (new post OI associated to hand over and under its responsibility).

Support the SHPM in representing Oxfam to government officials, UN agencies, donors and other NGO staff as appropriate.

Line Management of WASH Coordinator, EFSL Coordinator, Protection Coordinator, MEAL Coordinator.

Actively participate in the Country Management Team (CMT).

In coordination with the SHPM defines the Job descriptions required and carries out, together with Intermon HQ, the new recruitments post hand over.

In close coordination with the SHPM , develop the programme(s) budget for 2015.

Provides all necessary support throughout process in order to guarantee: the achievement of the legal registration of OXFAM Intermon in country; the proper contracting mechanism for national staff; the identification of all the administrative aspects and potential compliance to be integrated in the Oxfam Intermon management system in country.

Progressively ensures the change management in the teams and provides liaison in all necessary agreements between OGB and OI, under the oversight of OGB and OI representatives.

Keeps the Oxfam Intermon Humanitarian Director informed of important events or programs occurring in the Country in coordination with the SHPM.

Contribute to a proper security analyses in coordination with the SHPM and the Security Advisor from now till the hand over date, in order to take the good programmatic and geographic decisions regarding 2015 CAR program.

Experience and Skills


Advanced degree in, humanitarian aid or other related topics.

At least 5 years of proven programme management experience, and at least 2 years of senior management experience.

2 years work experience in Oxfam family.

Stronq commitment and identification with our mission and values, as long as with humanitarian principles.

Experience in emergency contexts, especially in conflict/post-conflict countries.

Experience of working in integrated programmes with multiple donors.

Proven experience in developing proposals and liaison with donors.

Knowledge and experience in Formulation, Assessment Monitoring and Evaluation of programmes at country level.

Knowledge of the Humanitarian Aid mandate and programme cycle management and planning.

Previous experience in leading, managing, and advising teams of staff and partners.

Experience in managing transitional programs and structures.

Experience in managing budgets from different donors.

Strong interpersonal and communication skills.

Strong analytical and planning skills.

Willingness to travel extensively to field sites.

Languages: fluency in English and French. Desirable: Spanish.

Previous experience in the country or in the region.

Strong organisational skills and capacity o prioritise.

Working conditions


Annual Gross remuneration: 38.733,76 euros
4 to 6 months contract
Medical, life and accident insurance provided.
Holidays: 27 working days per year 2014
Working place: based in Bangui with support to Bria and other programme areas to be developed.

Perfil Requerido
- Formación universitaria

¿Qué estamos buscando?

Key Responsibilities


The Humanitarian Programme Manager will prepare OXFAM Intermon to the hand over process with OXFAM GB and support the Senior Humanitarian Program Manager along the transition period. He/she will lead and support the humanitarian programme team to implement the programme in CAR, assuring integration between WASH, EFSL and Protection, and ensuring the cross-cutting issues of MEAL, gender and advocacy.

Key Responsibilities

Reporting to the Senior Humanitarian Programme Manager (SHPM), the Humanitarian Programme Manager (HPM) will provide strong practical and strategic leadership to the country programme. As a member of the senior management team he/she will be required to support the programme team in the implementation of programmes and the SHPM in the development of mid- term programme strategy and vision, plan and coordinate a broad spectrum of programmes or geographies.

Responsibilities of the position

In collaboration with the respective programme coordinators, support the development and implementation of the WASH, EFSL and Protection programmes, ensuring integration of cross-cutting issues including MEAL, gender and advocacy.

Lead on developing cross-cutting programme approaches including liaison and collaboration with local authorities and UN/NGO working groups to identify geographical areas of greatest need and standardization of approaches for assessment of vulnerability and beneficiary selection.

Ensure budget follow-up and effective use of donor and affiliate's available funding.

Review existing and potential partnerships with local organisations.

Lead on development of new partnership agreements.

Co-lead together with SHPM the development of a mid-term country strategy from November 2014.

Support the SHPM in defining the implementation plan, in collaboration with the rest of the coordination team and within the framework of the country strategy.

Develop linkages with other international organisations with a view to working in consortium where appropriate.

Identify areas of the country with potential for further developing Oxfam programme outside of Bangui; develop and lead assessment teams for evaluation of these areas.

Define the transitional plan for the hand over period in collaboration with the SHPM and the rest of the coordination team.

Support SHPM in the development and implementation of an advocacy strategy based on programme experience and outcomes focused on bringing about policy and practice changes. Ensures as well that protection and gender issues are well integrated in the post-hand over program strategy.

Together with SHPM, ensure a suitable funding strategy for programme implementation during 2015.

Work closely with the Intermon Oxfam funding coordinator (new post OI associated to hand over and under its responsibility).

Support the SHPM in representing Oxfam to government officials, UN agencies, donors and other NGO staff as appropriate.

Line Management of WASH Coordinator, EFSL Coordinator, Protection Coordinator, MEAL Coordinator.

Actively participate in the Country Management Team (CMT).

In coordination with the SHPM defines the Job descriptions required and carries out, together with Intermon HQ, the new recruitments post hand over.

In close coordination with the SHPM , develop the programme(s) budget for 2015.

Provides all necessary support throughout process in order to guarantee: the achievement of the legal registration of OXFAM Intermon in country; the proper contracting mechanism for national staff; the identification of all the administrative aspects and potential compliance to be integrated in the Oxfam Intermon management system in country.

Progressively ensures the change management in the teams and provides liaison in all necessary agreements between OGB and OI, under the oversight of OGB and OI representatives.

Keeps the Oxfam Intermon Humanitarian Director informed of important events or programs occurring in the Country in coordination with the SHPM.

Contribute to a proper security analyses in coordination with the SHPM and the Security Advisor from now till the hand over date, in order to take the good programmatic and geographic decisions regarding 2015 CAR program.

Experience and Skills


Advanced degree in, humanitarian aid or other related topics.

At least 5 years of proven programme management experience, and at least 2 years of senior management experience.

2 years work experience in Oxfam family.

Stronq commitment and identification with our mission and values, as long as with humanitarian principles.

Experience in emergency contexts, especially in conflict/post-conflict countries.

Experience of working in integrated programmes with multiple donors.

Proven experience in developing proposals and liaison with donors.

Knowledge and experience in Formulation, Assessment Monitoring and Evaluation of programmes at country level.

Knowledge of the Humanitarian Aid mandate and programme cycle management and planning.

Previous experience in leading, managing, and advising teams of staff and partners.

Experience in managing transitional programs and structures.

Experience in managing budgets from different donors.

Strong interpersonal and communication skills.

Strong analytical and planning skills.

Willingness to travel extensively to field sites.

Languages: fluency in English and French. Desirable: Spanish.

¿Cuáles serán tus funciones?

HUMANITARIAN PROGRAMME MANAGER (Central African Republic)

Key Responsibilities


The Humanitarian Programme Manager will prepare OXFAM Intermon to the hand over process with OXFAM GB and support the Senior Humanitarian Program Manager along the transition period. He/she will lead and support the humanitarian programme team to implement the programme in CAR, assuring integration between WASH, EFSL and Protection, and ensuring the cross-cutting issues of MEAL, gender and advocacy.

Key Responsibilities

Reporting to the Senior Humanitarian Programme Manager (SHPM), the Humanitarian Programme Manager (HPM) will provide strong practical and strategic leadership to the country programme. As a member of the senior management team he/she will be required to support the programme team in the implementation of programmes and the SHPM in the development of mid- term programme strategy and vision, plan and coordinate a broad spectrum of programmes or geographies.

Responsibilities of the position

In collaboration with the respective programme coordinators, support the development and implementation of the WASH, EFSL and Protection programmes, ensuring integration of cross-cutting issues including MEAL, gender and advocacy.

Lead on developing cross-cutting programme approaches including liaison and collaboration with local authorities and UN/NGO working groups to identify geographical areas of greatest need and standardization of approaches for assessment of vulnerability and beneficiary selection.

Ensure budget follow-up and effective use of donor and affiliate's available funding.

Review existing and potential partnerships with local organisations.

Lead on development of new partnership agreements.

Co-lead together with SHPM the development of a mid-term country strategy from November 2014.

Support the SHPM in defining the implementation plan, in collaboration with the rest of the coordination team and within the framework of the country strategy.

Develop linkages with other international organisations with a view to working in consortium where appropriate.

Identify areas of the country with potential for further developing Oxfam programme outside of Bangui; develop and lead assessment teams for evaluation of these areas.

Define the transitional plan for the hand over period in collaboration with the SHPM and the rest of the coordination team.

Support SHPM in the development and implementation of an advocacy strategy based on programme experience and outcomes focused on bringing about policy and practice changes. Ensures as well that protection and gender issues are well integrated in the post-hand over program strategy.

Together with SHPM, ensure a suitable funding strategy for programme implementation during 2015.

Work closely with the Intermon Oxfam funding coordinator (new post OI associated to hand over and under its responsibility).

Support the SHPM in representing Oxfam to government officials, UN agencies, donors and other NGO staff as appropriate.

Line Management of WASH Coordinator, EFSL Coordinator, Protection Coordinator, MEAL Coordinator.

Actively participate in the Country Management Team (CMT).

In coordination with the SHPM defines the Job descriptions required and carries out, together with Intermon HQ, the new recruitments post hand over.

In close coordination with the SHPM , develop the programme(s) budget for 2015.

Provides all necessary support throughout process in order to guarantee: the achievement of the legal registration of OXFAM Intermon in country; the proper contracting mechanism for national staff; the identification of all the administrative aspects and potential compliance to be integrated in the Oxfam Intermon management system in country.

Progressively ensures the change management in the teams and provides liaison in all necessary agreements between OGB and OI, under the oversight of OGB and OI representatives.

Keeps the Oxfam Intermon Humanitarian Director informed of important events or programs occurring in the Country in coordination with the SHPM.

Contribute to a proper security analyses in coordination with the SHPM and the Security Advisor from now till the hand over date, in order to take the good programmatic and geographic decisions regarding 2015 CAR program.

Experience and Skills


Advanced degree in, humanitarian aid or other related topics.

At least 5 years of proven programme management experience, and at least 2 years of senior management experience.

2 years work experience in Oxfam family.

Stronq commitment and identification with our mission and values, as long as with humanitarian principles.

Experience in emergency contexts, especially in conflict/post-conflict countries.

Experience of working in integrated programmes with multiple donors.

Proven experience in developing proposals and liaison with donors.

Knowledge and experience in Formulation, Assessment Monitoring and Evaluation of programmes at country level.

Knowledge of the Humanitarian Aid mandate and programme cycle management and planning.

Previous experience in leading, managing, and advising teams of staff and partners.

Experience in managing transitional programs and structures.

Experience in managing budgets from different donors.

Strong interpersonal and communication skills.

Strong analytical and planning skills.

Willingness to travel extensively to field sites.

Languages: fluency in English and French. Desirable: Spanish.

Previous experience in the country or in the region.

Strong organisational skills and capacity o prioritise.

Working conditions


Annual Gross remuneration: 38.733,76 euros
4 to 6 months contract

PUBLIC HEALTH PROMOTER

Context

Since the coup d’état in March 2013 clashes between Seleka and anti-Balaka militias have continued. In early December 2013 these tensions increased causing widespread insecurity and thousands of people to flee from their homes in Bangui, central and northern areas, some into neighbouring countries. Insecurity has persisted and deteriorated, especially in western, north-western CAR and Bangui with serious consequences for the protection of civilians following the resurgence of inter-communal violence perpetrated mainly by the anti-Balaka and ex-Seleka militias. Following the stepping down of the interim president in January 2014 a new interim head of state was sworn in on the 23rd of January 2014.

In Bangui, the security situation remains unpredictable and people who fled their homes in early December are still living either in sites or with host families within the city. 496,731 people are internally displaced in Bangui and 922,000 throughout the country, according to the commission of population movement.

Due to the serious worsening of the humanitarian situation, OXFAM opened a WASH and EFSVL response program in CAR in January 2014 and is presently working in several sites and residential areas in Bangui and has recently extended its activities into the provinces, starting with a program in BRIA.

Purpose of the Job

Under the responsibility of the Wash Manager the Public Health Promoter Team Leader will be in charge to provide technical support to Oxfam GB’s humanitarian responses in order to meet the urgent public health needs for Oxfam GB’s beneficiaries in Central African Republic.

DIMENSIONS:

• Managing/ supervising resources within defined boundaries or a specialist area, which may include people, assets and/or budgets.
• Providing professional advice to senior managers on areas of work covered in their remit.
• Influences the development of strategy and ensures and supports operational implementation.
• Provide capacity building and institutional support for local partner agency
• Develops solutions to diverse and complex problems within organisational policy.
• Interprets and applies operational and specialist information in a variety of formats from avariety of sources.
• Flexibility to anticipate and resolve challenges within corporate or divisional parameters, with moderate scope.
• Decisions are made, with a specialist/ divisional context, to further the objectives of Oxfam and the division with reference to the external HR environment.
• Contribute to and influence operational planning.

 

MAIN FUNCTIONS:

Training /Capacity Building:
• Training the public Health promotion team.
• Participating in the workshops and training to support local and international partner organisations.
• Helping in the internal on-going capacity building with other colleagues within the team. Programme Implementation:
• To carry out programme implementation activities.
• As a member of a multidisciplinary Oxfam team to monitor the effectiveness of activities and the continuing humanitarian need.
• As a member of a multi disciplinary Oxfam team, to analyse and make the links between the public health promotion, health and wat-san, and to make recommendations for actions which are consistent with Oxfam’s policies
• As necessary, recruit, train and supervise public health promotion staff. This may involve the writing of job descriptions, work schedules, training plans and appraisals

Programme approach:
• Ensure that wherever possible an empowering approach to working with communities is employed rather than an approach, which relies solely on message based methodologies.
• Ensure that all members of the community, women, men and children are involved in all aspects of the programme implementation.
• To ensure that all work is carried out in a way that is sensitive to community needs, protection and gender issues.
• To ensure that work aims to meet Minimum Standards and adheres to Oxfam’s emergency guidelines and protocols

Documentation and Representation:
• As part of an integrated team, contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the programme.
• Contribute to regular reports adhering to OGB reporting formats at intervals to be decided by the programme coordinator as direct line manager and the technical advisor.
• To represent OGB on technical matters in co-ordination meetings with the government and other key players.

 

What are we looking for?

Candidates will be required to demonstrate experience and achievements of the following areas:
• Knowledge of public health and one or more other relevant areas (e.g. health promotion, community development, education, community water supply).
• The post holder should have at least two years practical experience in developing countries in appropriate community health programmes. Some of this time should have been in emergency relief programmes.
• Good knowledge and experience on working with local partner agencies with a capacity of providing formal and informal training.
• Experience and understanding of community mobilisation in relation to water and sanitation activities
• Understanding of international health and development and relief issues
• Sensitivity to the needs and priorities of disadvantaged populations
• Demonstrated experience of integrating gender and diversity issues into public health promotion
• Good written and spoken English and Frech
