Mandelson replies to Oxfam

The European Commission's response to Oxfam's paper "A Recipe for Disaster" (April 2006), which focused on the urgent need for fairer trade rules that more evenly benefit developing countries, since what is on offer at the moment looks very unlikely to deliver this, and could actually make things worse.
