Vietnam Livelihoods Advisor

Background

Work with people against poverty! Oxfam Hong Kong (OHK) is a member of Oxfam International (OI) and an independent development and relief agency based in Hong Kong. OHK has worked in Vietnam since 1988 and currently works in 3 Provinces in Vietnam on livelihoods, pro-poor markets and disaster management programs.  OHK Vietnam’s annual budget is approximately $2m and is expected to grow.  OHK Vietnam therefore has the following vacancy for a Livelihoods and Pro-Poor Markets Technical Advisor (stationed in Vietnam on a two-year contract basis).

Responsibilities

The Advisor will lead and support the development of OHK’s area-based, rights-driven and well-being orientated programs in Vietnam leading the integration of livelihoods, pro-poor markets and disaster risk reduction work.  S/he will also support OHK’s pilot decentralization process, increasing ethnic minority representation and improving program design, implementation and accountability.

In addition, s/he will lead the replication and scale-up of successful initiatives, building staff and partners’ capacity and developing collaborative programs with local and international organizations.

S/he will also lead organizational development in OHK’s programs, revising existing structures, roles and responsibilities in line with OHK’s strategy, and building national staff leadership and management skills.

Skills and Competencies

Necessary Qualifications

  • More than 10 years rural development experience, preferably with poor ethnic minority communities, with technical skills in one or more of agriculture, forestry and farmers’ organization sectors;
  • Some pro-poor market development experience including value chains, microeconomic/sector development, business development services, product marketing and sector analysis;
  • Experience working for significant periods in remote or difficult areas and the health and personal situation necessary to travel extensively in the country and within the region as well;
  • High level skills in program design and evaluation including participatory rural appraisal/participatory learning and action techniques; gender analysis; and planning skills;
  • Experience in leading innovative and diverse teams
  • Experience in capacity building and organizational development;
  • Excellent relational skills and ability to represent the organization in various forums to build productive alliances and partnerships;
  • Excellent written and verbal communication in English;
  • Personal commitment to OHK’s principles and rights based approach, including gender equity and participation.

Preferred Qualifications

  • Ability to speak and read Vietnamese
  • More than 5 years experience in Vietnam or Mekong region
