Description de fonction

En coordination et sous la supervision du gestionnaire du programme RDC basé à Bruxelles, le/la représentant(e) assumera les responsabilités suivantes :

• Représenter Oxfam Solidarité tant auprès des partenaires locaux que des institutions locales, nationales ou internationales.

• Participer activement au processus de coordination, harmonisation et alignement stratégique en cours entre les affiliés d'Oxfam International présents en RDC.

• Superviser et assurer la qualité de la mise en œuvre ainsi que le monitoring du programme d'Oxfam Solidarité en RDC.

• Veiller au développement du programme RDC d'Oxfam-Solidarité en suivant les directives stratégiques d'Oxfam-Solidarité ainsi que la stratégie conjointe d'Oxfam International.

• Communiquer au siège les informations pertinentes en vue de réflexions stratégiques relatives à la programmation.

• Approfondir les relations et le dialogue avec les organisations partenaires locales, identifier et répondre à leurs besoins de renforcement.

• Contrôler et assurer la qualité de la gestion administrative, financière et des ressources humaines des équipes basées en RDC.

• S'assurer de la qualité (exactitude et ponctualité) des rapports (narratifs et financiers) envoyés à Bruxelles.

• Communiquer au siège d'Oxfam-Solidarité des informations pertinentes en vue de la sensibilisation du public et du plaidoyer humanitaire.

• Elaborer et gérer les budgets, élaborer des rapports de contenu et financiers, dans le cadre de la Gestion Axée sur les Résultats (GAR).

• Assurer l'implémentation et la mise à jour des règles de sécurité et en informer régulièrement le gestionnaire de programme basé à Bruxelles.

Profil

• Avoir une expérience de terrain en expatriation d'au moins cinq ans. Une expérience dans la région est un plus.

• Avoir une expérience de direction et gestion d'équipe

• Avoir une expérience de gestion administrative et financière de projets et programmes humanitaires et de développement.

• Avoir une connaissance théorique et une expérience pratique de renforcement des capacités des partenaires.

• Avoir une bonne connaissance de la Gestion Axée sur les Résultats (GAR).

• Adhérer à la philosophie de travail d'Oxfam-Solidarité et être capable de la transmettre.

• Avoir une bonne connaissance des évolutions politiques et économiques en RDC.

• Savoir parler, écrire et lire le français et l'anglais.

• Avoir une expérience de coordination inter-ONG ou inter-Agences de développement.

• Etre disposé à effectuer des missions en province (Nord Kivu, Sud Kivu), à Kinshasa ainsi que hors du pays de travail.

Offre

• Contrat à temps plein de durée indéterminée, renouvelable en fonction du financement.

• Lieu de travail : Bukavu (RDC) avec déplacements fréquents en RDC

• Départ souhaité : dès que possible

• Salaire basé sur les grilles salariales d'Oxfam (selon expérience relevante) + prise en charge de la sécurité sociale et assurances diverses + contribution au frais de logement.

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.

The MEAL Manager is part of the South Sudan Senior Management Team, reporting to the Associate Country Director, and has technical support from the Humanitarian MEAL Officer at headquarters level.
The person selected will be in charge to: develop the MEAL system, training and capacity building of the WASH/EFSL teams in order to be able to implement the monitoring system, methodological support tailored to the needs and requirements of field activities, in line with MEAL Oxfam standards; support the Emergency Manager (EM) in the definition of operational strategies of the field projects and the information management flow.

Key Responsibilities
Define and implement the Monitoring, Evaluation, Accountability and Learning systems for the whole mission, with the active participation of the WASH/EFSL technical teams and taking into account the existing tools and minimum standards of MEAL for Oxfam.

Ensure the application of the minimum standards of MEAL for Oxfam.

Establish required methodological support and training to the teams in order to assure a quality planning and implementation of the MEAL activities determined by the defined system.

Manage the external exercises i.e. evaluations, assuring the quality of the process in close coordination with the WASH/EFSL teams.

Ensure implementation of learning exercises, capitalization and documentation of lessons learned providing methodological support/facilitation when required.

Manage material and financial MEAL resources assigned for the MEAL activities in close collaboration with relevant department.

Define and implement clear procedures of reporting in close collaboration with the EM.
Conceive and facilitate an information management system for the mission by assuring the linkage between strategies and operative plans and its documentation and smooth diffusion.

Support the EM in the definition of operational strategies of the field projects and its follow up based on the information produced by the MEAL plan.

Develop and maintain a system for protecting institutional knowledge of Oxfam South Sudan.

Support the integration of Oxfam HA / DEV departments.

Experience and Skills


Essential conditions
Academic background in Social Sciences or others related to the technical WASH/EFSL sector.

Professional experience of at least 2 years in humanitarian MEAL; definition, implementation and management of a MEAL system for humanitarian responses

Management field experience in humanitarian programs, preferably emergencies.

Knowledge and experience on: gender and protection issues, social sciences research techniques, project cycle management, training and facilitation techniques.

Computer proficiency: user level, knowledge of data analysis software (SPSS, SPHINX, EPINFO)

Competences

Key Responsibilities


Reporting to the Water, Sanitation and Hygiene Coordinator the person selected will be tasked to provide emergency interventions in water and sanitation, and field support to teams during different program phases including: emergencies (first phase as well as mitigation, preparedness, response and recovery) as well as provide support for resiliency based programs

The person's key functions will be:

Emergency response (primary responsibility)
Analyse, identify and answer to the needs in water & sanitation supplies, in order to give an efficient and speedy response
To evaluate the risk situations concerning public health in the affected area and rapidly and efficiently answer to emergencies.
Select, design and carry out, in an emergency situation, the follow up of the building and rehabilitation of water supply systems and the installation of sanitation
To plan and control the budgeted expenses for the response.
To select and train the Technical team
To lead the Watsan and carry out the follow up of the selected activities and initiatives in close coordination with Hygiene Promotion Teams
Identify and evaluate the existing resources and the local partners', the humanitarian agencies and the governmental authorities' capacity
To coordinate and collaborate with other departments for the project, carrying out administration tasks, contracts and management of personnel as well as follow up of the budget and purchase of logistic material.
To represent Oxfam Intermón before the humanitarian agencies, the governmental authorities and the media on the field.

Team & Resiliency program support
Provide team and local partner technical training & capacity building in Water & Sanitation
Conduct evaluations of projects completed/ongoing
Conduct gap filling of WASH Managers (short term)
Conduct field assessments to identify intervention options

Headquarters support (20-25% of the time)
Work on training guides and documents for field and headquarter use
Provide briefings for field staff
Provide training for university programs in Water & Sanitation
Coordinate with other WaSH HQ members to support ongoing projects

Experience and Skills


University degree or equivalent engineering qualification; a specific qualification in Water and Sanitation (Watsan) or Environmental will be very much valued.
A minimum experience of 3 years in water and sanitation humanitarian programmes. An experience in emergency programmes is indispensable
Knowledge and experience regarding water engineering (water collection and supply systems as well as analysis and treatment) and sanitation systems for emergencies in rural and urban areas in countries of the South.
Oxfam Experience (any affiliate) will be valued.
Languages: English (fluent), French (fluent), and good Spanish level will be valued.
Availability for travelling with a short warning period, and stays on field (between 4 weeks and 3 months maximum). It is estimated that 80% of the time will be spent in the field.
