Terms of Reference for Evaluator of Oxfam's Disaster Risk Reduction Programme in the South Caucasus
The purpose and scope of the evaluationIn June 2012 Oxfam GB and local partner organisations started the second phase of a participatory multi-hazard disaster risk reduction programme in Armenia, Azerbaijan and Georgia, funded for 15 months by the European Commission, Department of Humanitarian Aid and Civil Protection. The 'Supporting Community Resilience in the South Caucasus' programme is due to end in August 2013 and an external evaluation is sought to determine the impact of this programme to date and to make recommendations to inform future programming for the Oxfam team and partners, as well as the donor, ECHO. The evaluation itself will focus on a number of key questions in the following areas: overall impact of the programme, impact on gender equality, sustainability, as well as effectiveness of coordination with government and non-government actors. What kind of science do we need for the aid and post-2015 agenda?
Spent an intriguing evening last week speaking on a panel at the wonderful Royal Society (Isaac Newton and all that), on the links between the post-2015 agenda and science. The audience was from the government/science interface – people with job titles like ‘Head of Extreme Events’.
I talked (powerpoint here – keep clicking) about how science can help developmentistas by bringing them up to date with what science is actuallyabout. Less Newton more Darwin, in terms of moving from a 19th Century world of linear causal chains, static equilibria and reductionism, to ecological and complexity thinking. I also tried linking some of the stuff I’ve been reading on complexity thinking with the Cynefin framework. It seems to me we need different kinds of science for the different quadrants:
- Complex: complexity theory, evolutionary/ecological approaches
- Knowable but complicated: more traditional analytic research methods aimed at nailing down causation
- Known: Just identify and roll out best practice
- Chaos: no idea – any suggestions?
The reason I like this is that it helps clarify when we need to bash our brains on complexity theory, and when we can stick with the old fashioned stuff. Convinced?
My other point was to stress that science has to address issues of power and distributive impact – issues like intellectual property rights and the current efforts to restrict poor countries’ access to medicines, but also the impact of new technologies. Geoengineering seemed to resonate as an example: it’s no good thinking about it as a purely technological challenge, you also have to think about winners and losers from its implementation (if they dump a million tonnes of iron filings in the oceans to absorb carbon, it isn’t going to be off the shores of Europe…..).
But enough about me, what did other people say? David Cameron’s post-2015 czar, Michael Anderson, was strikingly interested in complexity and uncertainty – a theme which dominated the evening. He stressed the political obstacles to taking them seriously – politicians don’t want to know; the public switches channel. Correcting that needs an educational effort from scientists, but also finding good ‘proxy indicators.’
Wrong model, guys
Proxy indicators are magical: they take the temperature of a complex system well enough to be useful, and they communicate directly with policy makers and public. According to Michael, the maternal mortality rate is the perfect example – an excellent proxy indicator for the overall state of health systems and a powerful means of communicating with a wider audience. Michael reckons we need such ‘canary in the mine’ indicators to help tackle complex processes such as climate change, conflict or the sustainability of oceans (apparently phytoplankton levels are the best guide to ocean health, but don’t cut it with Joe Public, so they went for fish stocks in the High Level Panel report).
The overall discussion on the role of science was a bit all over the place – I guess ‘Science’ is a very big thing. Perceptions of science are deeply split: policy-makers see it as a source of certainty – ‘what works’, ‘this we know’, ‘facts’ – that they can cling to in their daily swirling clouds of opinion and ideology. But scientists don’t agree – they are much more aware of the limitations of scientific knowledge and the messiness of the world.
Some of the conversation was more about the downstream application of science to implement policies and achieve whatever goals are agreed. For Ban Ki-Moon’s post-2015 special adviser Amina Mohammed, the issues were building scientific capacity in developing countries (entirely missing from the MDGs), linking science-blind parliaments and politicians with nascent scientific communities, and dealing with slow/bad data.
Over dinner (Chatham House rules), multi-disciplinarity got a hostile reception – people reckoned that sometimes you need a single discipline, sometimes a combo – it depends. Better, perhaps to try and adopt a ‘problem driven approach’. Identify the problem, and then see which disciplines jump to the task – shades of Matt Andrews’ ‘problem driven iterative adaptation’ again.
The conversation got heated (appropriately) on climate change, with scientists laying into the civil servants about the necessity of at least discussing the implications for growth (‘growth is exponential; the planet is finite – it doesn’t add up’), and the civil servants wearily explaining the nature of political realities – you can’t question the primacy of growth and keep your job.
And one lovely quote from Isaac Newton himself, nicked from Ben Ramalingam’s forthcoming book Aid on the Edge of Chaos: ‘I can calculate the movements of heavenly bodies, but not the madness of men.’ True that, judging by an evening with the boffins.

Background
Oxfam GB has been working in the WASH sector of the DRC for over 30 years. Further to internal changes Oxfam GB has since mid 2012 redefined its WASH strategy with a renewed focus on WASH policy development with a specific emphasis on rural and small town water supply and sanitation as well as peri-urban and urban safe faecal disposal. The projects Oxfam is involved in are: the joint UNICEF and MoH Village Assaini and Ecole Assainie project which is by far the largest rural WASH services project. This project takes a pragmatic approach to WASH services provision with the community being the main services provider. Sanitation marketing projects in Equateur and possibly Kinshasa; A peri-urban project focusing on safe faecal disposal by using marketing techniques and collaboration with private actors; Cholera outbreak management in endemic areas; and Water Supply in Sanitation is smaller towns.
Most WASH donors and larger WASH organizations are looking actively at redefining and testing different institutional frameworks that could make the delivery of WASH services more sustainable and ensure accountability between services providers and services users. The private sector and local private initiative play an important role in these frameworks. The different (international) organizations in the DRC maintain close contact and share their experiences at regular intervals. Oxfam either works with or maintains close professional relationships with Dfid, GIZ, WB, AFD, CBT, WSP, KFW, who all have a stake in the WASH sector.
Oxfam aims to contribute specifically to the development of rural and peri-urban WASH services by engaging through these projects at strategic level with the other WASH actors and paying specific attention to notions of governance, sustainability, access to services and replicability.
The programme is to start around September 2013 and is initially defined on a five year cycle. In the delivery of the projects the WASH coordinator will be supported by the Oxfam capacities that operate on local and/or provincial level. The WASH coordinator follows through on these project in order to make sure that lessons learned are shared within the WASH sector. A sound project and programme methodological background in addition to an understanding of the institutional arrangements of delivering WASH services are essential for this position. A good technical understanding is desirable but could also be provided for in different ways, by drawing on experience and capacity already present in the organization. The total budget is about USD 7 million a year for a five year period.
The role
Reporting to the Programme Director, Will manage all aspects of the technical inputs into the programme, including technical assessments, technical designs, the implementation of technical components, monitoring of on-going work and budget monitoring. Providing specialist technical advice to one or more member of the line management, colleagues, supporters, and the public. Assist the line managers to develop the technical team's objectives in line with the DRC WASH strategy. Ensure that the (provincial) teams are receiving the right support to deliver high quality work and ensure that all programmes take gender and accountability issues into account. This includes mechanisms to enable men, women and children to participate in decision-making around WASH issues. Participate actively as a member of the Country Management Team (CMT).
The Person
To achieve this you will need to be dynamic and genuinely interested in humanitarian and development programme. You will have had experience in project management and objective oriented project planning; you are able to able to produce quality documents in French and English. Fluency in English and French is essential. You must be a proven networker with excellent communication skills and a self motivator. Previous working experience in DRC or similar would be an advantage. You will need strong interpersonal skills and the capacity to work effectively in a multi-cultural team.

Responsabilités
1.Général :

Profil requis
-Formation en Eau, assainissement et Promotion de l'hygiène avec une bonne expérience dans l'intégration des volets techniques (watsan) et socio-culturels en base à une approche de participation communautaire
-Bonne connaissance des divers systèmes de distribution d'eau et des systèmes d'assainissement.
-Expérience de travail sur le terrain d'au moins 2 ans dans l'implémentation de programmes WaSH, notamment dans des contextes d'urgence.
-Maîtrise du français (oral et écrit). Anglais souhaitable.
-Bonne connaissance du cycle du projet et habilités pour la rédaction de rapports et propositions de projet.
-Capacité et expérience dans la gestion et direction d'équipes
-Flexibilité et disponibilité pour se déplacer/séjours sur le terrain

HEAD OF PROGRAMS
Reporting to the Country Director, the Head of Programs will provide strong and strategic leadership to the country programme. As a member of the senior management team (SMT) in South Sudan, you will be required to develop and implement long â term programme strategies and vision, and plan and coordinate a broad spectrum of programmes or geographies. You will co-ordinate and supervise the operations of Field Managers, and guarantee timely and high quality programme delivery that is consistent with Oxfam's values, mission and goals, aligning them with country priorities.

Key Responsibilities
Programme Development and Strategy
-Contribute to the development and implementation of a long-term country strategy
-Define the annual operational plan, in collaboration with the rest of the coordination team and the Country Director, and within the framework of the country strategy.
-Oversee the strategic implementation of programme activities from the different funders and implemented by the country programme team. This includes leading on the annual work plan in collaboration with Field Managers and the technical team.
-Analyse the information provided by the technical coordinators in order to take appropriate operational decisions
-Work with the Country Director to diversity the funding base through developing existing or new relationships with donors
-Facilitate the design of the operations plan for an emergency response, in conjunction with the humanitarian coordinator and the other technical coordinators
-Coordinate the operations of an emergency response in conjunction with the humanitarian coordinator
-Ensure the appropriate follow-up of the emergency interventions
-Support in analysis of the context and trends in protection issues in our areas of intervention
Implementation and Quality of the Programme
-Ensure that strategic decisions regarding programmes are implemented
-Make key decisions in relation to the programme implementation, and offer solutions to problems that arise during the implementation of programmes
-Ensure the programme meets IO's Quality Standards and international Codes of Conduct
-Ensure programmes are implemented and evaluated in a consultative and participative manner through regular field visits using accountability framework and related appropriate tools.
-Based on the outcome of monitoring and evaluation, recommend changes in the programme to ensure that targets are met and objectives achieved.
-Ensure the timely submission of proposals and reports, in coordination with the technical coordinators, and with inputs from Logistics and Finance departments in Juba
-Review proposal and reports prior to submission to the Country Director for validation
-Ensure that all the programs have an appropriate MEL system defined and that it is implemented
-Ensure the Field Managers implement the recommendations provided by the technical coordinators on programme standards and quality.
-Ensure gender is mainstreamed in all programmes
Management
-Actively participate in the Country Management Team (CMT)
-Facilitate team building across the Programmes
-Motivate the programme team and ensure they have clear objectives and receive meaningful feedback on their performance
-Provide HR Management to ensure the short and long-term success of the programme, including recruitment, staff development, etc.
-Work with the logistics and HR departments to ensure that adequate means are available to support the field managers to implement good quality programs
-Facilitate regular field trips for supervision and discussion of each programme, define constraints, priorities, plans of action, etc.
-Should circumstances require, assume management of the humanitarian coordinator, as delegated by the Country Director
-Deputise for the Country Director whenever requested to do so.
-Assume any other responsibility as required.
Networking and Communication
-Ensure good coordination and coordination between the programme teams and the logistics and finance and administrative teams
-Ensure regular and effective communications are maintained within the programme and with the Country Director, and others at Head Office
-Build relationships with other INGOs and with donors
Budgetary responsibility
-Assist the programme team to develop, finalise and closely monitor their programme(s) budget
-Work closely with the Finance Department to ensure effective financial and budgetary control of the programmes, according to IO's policy and procedures
-Ensure corrective measures are taken to address over/under spends in the project budget
-Identify annual efficiency savings across the programme.
The Head of Programs will also cover acting FM position in Wau until the program will be able to support this position with new grants coming.
Experience and Skills
Advanced degree in international development studies, humanitarian aid or other related topics.
At least 5 years of proven programme management experience, and at least 2 years of senior management experience
Experience in both emergency and development contexts, and of working in conflict/post-conflict countries
Experience of working in integrated programmes with multiple donors
Proven experience in developing proposals and liaison with donors;
Knowledge and experience in Formulation, Assessment Monitoring and Evaluation of programmes at country level
Knowledge of the Humanitarian Aid mandate, programme cycle management and planning
Previous experience in leading, managing and advising teams
Experience in managing budgets from different donors
Strong interpersonal and communication skills.
Strong analytical and planning skills;
Willingness to travel extensively to field sites.
Languages: fluency in English. Desirable: Arabic and Spanish
Strong English writing skills

GRANTS COMPLIANCE OFFICER
Since 1992, IO has been working in South Sudan on humanitarian and development programs. IO´s activities in the region started in Western Bahr el-Ghazal with food security and WASH interventions in 2007. IO currently implements food security and WASH programs for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state.

Key Responsibilities
The Grants & Compliance Specialist will be the central coordination point of all proposal development and report writing activities and is responsible for quality grants management throughout the country program. The Grants & Compliance Specialist will need to assess needs and develop grants management capacity of the field based teams, ensure compliance with donor requirements, ensure quality information management related to programs/ grants. The position would work closely with the concerned staffs based at the Intermon Oxfam in Barcelona and with other Oxfam Affiliates in South Sudan on grants management issues. This position reports directly to the Head of Programs.
Proposal development: Lead proposal and budget development process for all proposals to public and private-sector donors for regional and nation-wide emergency and development programs. Serve as team leader and primary writer in some cases.
Compliance: In coordination with Finance and Operations, monitor and facilitate compliance of programs with donor and Intermon Oxfam commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for waivers/derogations, etc.
Planning: Plan and lead with Operations, Program and Finance timely Grant Planning, and Grant Opening,
To review and close meetings as well as in the field when appropriate. Ensure proper dissemination and understanding of the minutes of these meetings.
Sub Grantees: Oversee grant and sub-grant tracking, ensuring forward planning and preparation for donor report writing, adherence with Intermon and donor requirements and timelines and timely submission of sub-grantee reports.
Monitoring & Training to field locations and provide capacity building and training for field staff on reporting and donor compliance issues as necessary.
Experience and Skills
Degree (Masters preferred) in international relations or another field relevant to Oxfam principles
Experience in program management, particularly in East Africa.
International NGO field experience in a similar position: grant management, proposal development (program narratives and budgets) and donor reporting.
Knowledge of a broad range of donor regulations, procedures and requirements.
Proven ability to develop winning proposals to public and private-sector donors.
Excellent written and spoken English essential.
Experience in training and capacity building of staff.ba, Republic of South Sudan Willingness to travel to the field on an ad hoc basis.
Ability to work with tight deadlines for proposal development/ information needs

Sous la Direction de Pays et en dépendance fonctionnelle de la Responsable Régional des Opération du siège, le/la Responsable Administration et Finance est responsable de gérer les Ressources financières et humaines d'Oxfam du pays.

Responsabilités
1.Finances
-Assurer l élaboration du budget pays et son suivi regulier.
-En collaboration avec le RPAH et l équipe humanitaire, sera responsable de réaliser et actualiser le budget du programme humanitaire.
-Elaborer et/ou coordoner l élaboration des budgets et rapports financiers à presenter aux bailleurs humanitaires et de developpement.
-Garantir l application des politiques et procédures financieres dans le pays ; les réviser ou élaborer des nouvelles quand nécessaire.
-Garantir que les critères et normes des différents bailleurs de fonds pour chaque projet est respectés et appliqués.
-Responsable de la coordination des audits externes.
-Formation et suivi des administrateurs financiers et des collaborateurs.
2.Comptabilité et trésorerie du projet
-Garantir l'enregistrement périodique des frais dans le logiciel SAGA et la correcte imputation aux bailleurs. Envoi au siège.
-Responsable de la trésorerie du pays.
3.Administration du Personnel et Gestion des Ressources Humaines:responsabilité directe de 3 personnes, plus la responsabilité fonctionnelle des fin-admin officers sur les bases.
-Diriger, former et développer l'équipe à sa charge (hiérarchiquement et fonctionnellement)
-S'assurer qu'IO soit en règle par rapport aux déclarations et payement de cotisations et impôts dans le pays
-S'assurer que le processus d embauche et de finalisation des contrats du personnel local soit fait en respect de la législation du Pays
-Superviser la correcte gestion de la paie du personnel local
-Veiller à ce que toutes les politiques et procédures de Ressources Humaines soient disponibles, accessibles et comprises par tout le personnel de la mission et s assurer que le management les appliquent correctement (recrutement, Code de Conduite, Gestion de la Performance, Politique Expatriés).
-Formation et appui fonctionnel des Officers Administratifs et Financiers dans la gestion des Finance et Ressources Humaines sur les bases
-Appuyer le management dans la gestion de l accueil et briefing du personnel et réaliser le briefing RH des personnes qui ne passent pas par le siège.
-Gérer les conflits liés aux questions juridiques/ droit de travail.
-Réaliser la planification des recrutements et coordonner les processus de recrutements et sélection
-Établir les procédures de communication interne qui permettent de garantir la circulation efficace de l´information
-Appuyer le management et les Ressources Humaines du siège dans la gestion RH du personnel expatrié (R&R, vacances, finalisation de contrats, rénovations,..)
-Réaliser une reddition de comptes mensuelle aux RH siège.
Vue la nature du travail humanitaire les responsabilités du poste pourront être modifiées pour les adapter au contexte de la mission et à ses nécessités.
Profil requis
Expérience de minimum 2 ans dans un poste similaire au sein d'une ONG de dimension Internationale
Formation universitaire (Ecole de Commerce, Gestion,..)
Expertise en gestion budgétaire
Expérience en gestion des Ressources Humaines sur le terrain
Langues : français indispensable
Informatique : Word et Excel indispensable
