Evaluations of Oxfam International's tsunami response

Oxfam has been focused on evaluating our response to the tsunami of December 2004.

The tsunami response is the largest operation Oxfam International has ever mounted. As of March 2007, three wide-ranging evaluations have been carried out of Oxfam International tsunami-related programs, in Aceh, Sri Lanka and South India. These evaluations have had a major impact, as they have resulted in significant changes and improvements to how Oxfam is implementing its programs.

The funds managed by the Oxfam International Tsunami Fund are expected to total some $287 million, and Oxfam has decided to set aside 0.5% of this amount to ensure that programs are monitored and evaluated.
 
The reasons for this decision are:
  • To ensure that programs are making progress in accordance with objectives.
  • To allow programs to be adapted to take account of realities on the ground.
  • To learn from what it has done well and where performance could have been better and apply these lessons not only to the tsunami response, but to other Oxfam and partner activities.
  • To be more accountable to its various stakeholders - including the people its response aims to benefit - for its actions and the resources it manages.

To address this last point, Oxfam has committed itself to making public the summaries and key findings of evaluations carried out as part of its tsunami response.

Three wide-ranging evaluations have been carried out of Oxfam International tsunami-related programs, in Aceh, Sri Lanka and South India. These evaluations have had a major impact, as they have resulted in significant changes and improvements to how Oxfam is implementing its programs. Summaries of these evaluations are linked below.

In addition to these overarching evaluations, thematic evaluations are also planned. So far an evaluation of accountability to beneficiaries in South India has been completed.

Finally, Oxfam commissioned an external review, by PriceWaterhouseCoopers, of the management structures of the Oxfam International Tsunami Fund.
