Responsabilités
Responsable de l’envoi de la documentation de projet aux bailleurs de fonds, tout en garantissant le respect des formats et normes des bailleurs de fonds, des délais fixés, des standards de qualité OXFAM, et en assurant la qualité finale du produit ;

Responsable du suivi administratif des contrats de financement signés et mis en œuvre en RCA et de la coordination des équipes de programme sur les aspects de gestion administrative des contrats ;

Elabore, en coordination avec les personnes référentes au siège/région, le calendrier annuel des présentations de proposals et rapports aux bailleurs de fonds et la réalisation des évaluations et audits ;

Coordonne l’élaboration des concept notes, des propositions de projet, et des rapports intermédiaires et finaux pour les différents bailleurs des fonds ;
•    Communique les formats adéquats, les délais, et les orientations funding du bailleur de fond aux équipes programmes
•    Centralise le travail des équipes programmes
•    Organise les contributions des départements supports (Logistique, Finance)
•    Assure la révision des référents techniques pays (EFSL, WaSH, advocacy, etc)
•    Edite, met en page et assure la qualité de la rédaction finale
•    Assure l’envoi du produit final selon les modalités définies ;

Répond et/ou coordonne la réponse aux différents demandes d’informations complémentaires des bailleurs des fonds, tant pour les propositions que pour les rapports envoyés ;

A partir des informations fournies régulièrement par l’équipe de coordination sur le suivi des projets, identifie les risques contractuels liés à la mise en œuvre et propose des possibles modifications de contrats (cost/time) ou reformulations de projet à présenter aux bailleurs ;

Garantit que les conditions et normes des bailleurs des fonds sont connues et appliquées par toute l’équipe (procédures d’achats, d’utilisation des équipements, documents justificatifs des dépenses, écarts budgétaires acceptés, formats, audits, évaluation, etc.), avec appui de l’AFI (département de Financement Institutionnel). Forme régulièrement les équipes programme sur les normes et conditions des bailleurs des fonds, en complément des formations dispensées par l’AFI ;

Renforce des capacités des équipes pays en la rédaction de propositions de haute qualité selon les standards OXFAM ;
Contribue et participe à la préparation et mise en œuvre des audits des bailleurs de fonds dans le pays, en collaboration avec l’équipe Finance et sous la coordination du Finance Manager ;

Réalise l’archivage des dossiers de financement, tant électroniques que physiques ;

Contribue à l’amélioration/création des outils de suivi des contrats de financement ;

Participe à la planification programmatique et financière annuelle en RCA ;

Sous coordination de la Regional Fundraiser, contribue activement à la recherche de nouveaux financements dans le pays.

  • Expérience dans l’identification, formulation, suivi et justification des projets de coopération et/ou action humanitaire ;
  • Excellentes capacités d’expression écrite et esprit de synthèse ;
  • Formation Universitaire, de préférence dans les domaines des Sciences économiques, Sociales ou similaire ;

Contexte
OXFAM est présente en Mauritanie depuis 2006.  En janvier 2015, la Mission a adopté une Stratégie pays qui définit la vision et les grands axes d’interventions. Étant donné que la situation de crise due à la sécheresse, et sur la base de nouveaux financements humanitaires, OXFAM a ouvert en décembre 2011 une seconde Base à l’intérieur du pays dans la Wilaya du Brakna (Maghta Lajar).  Deux Bases sont donc actives dans le pays.  Outre ces deux Bases, la Mission d’OXFAM en Mauritanie est gérée à partir du  Bureau de la Mission basée dans la capitale Nouakchott

Quines seran les teves funcions? 

Le poste de « Log-Admin-Fin Officer » est créé afin de renforcer l’équipe en place et assurer une gestion efficace des départements Logistique, Administration, RH et Finances sur la base de Maghta Lajar.

Responsabilités

1.    Finances
-    Participe au montage et consolidation des budgets  de la base, suivis de l’exécution budgétaire, éligibilité des factures, accomplissement des obligations contractuelles et normes bailleurs, audits de programme et clôture financière des projets.
-    Exécution correcte et suivi des contrats de cofinancement.
-    Elaboration des budgets par exercice financier
-    Garantir la bonne gestion des ressources financières de la base sous sa responsabilité, dans le respect des budgets, des procédures du Bailleur et d’Oxfam Intermon.
-    Assurer un bon suivi des budgets conformément aux délais avec les collaborateurs et les bailleurs de fonds.
-    Assurer la préparation et de l’organisation des audits.

2.    Comptabilité et trésorerie
-    Assurer une bonne comptabilité (clôture et documents annexes) mensuel de la base.
-    Responsable de la gestion des avances (salaires et fonctionnement) sur la base.
-    Assurer l’acheminement des pièces justificatives en capitale dans les délais établis.
-    Responsable de la gestion des pièces justificatives de paiement.

3.    Administration RH

-    Suivi des contrats de personnel local de la Base ;
-    Participer à l’orientation administrative du staff local: présentation du Règlement d´Entreprise, Code de conduite sur le    conflit d´intérêt  et divers autres documents administratifs ;
-    Assurer la cohésion de l’équipe et sur la Base ;

4.     Logistique
-    Met en place les activités logistiques au niveau du projet en fonction des besoins des différentes équipes en même temps les nécessités logistiques du projet (équipements, matériels, consommables, structures, etc.).
-    Approvisionnement / Gestion du parc automobile/ gestion de la sécurité

  • Expérience de deux ans minimum dans des postes similaires.
  • Expérience en administration de personnel terrain.
  • Français courant. 
  • Maîtrise du logiciel Excel et SAGA.
  • Etudes supérieures (ou équivalent) en Sciences Economiques, Gestion/Administration,     comptabilité et contrôle de gestion, procurement et logistique.
