A message to Jo Cox

Jo Cox, the British MP murdered last week, helped setting up Oxfam’s EU office in Brussels. Oxfam staff will join Jo’s friends and former colleagues at Ancienne Belgique in the city centre of Brussels on Wednesday, the day that would have been her 42nd birthday, to celebrate this incredibly strong woman.

Here is a message to Jo, to her friends and to the world:

Sonia, Elise, Louise, Celine and Zander, all wished they could be here with us, right now, in the place where they met, worked with and became friends with the mighty and most lovely Jo Leadbeater.

Back in 2002, there was no Oxfam International EU advocacy office. No smartphones, no Facebook, no Twitter.

The Make Trade Fair campaign had just been launched and it was BIG. There were just two in a small cubicle in SOLIDAR and they were given the ‘modest’ task of changing the EU’s position in the trade negotiations at the WTO and getting the European Oxfams to work together on advocacy at the EU level for the first time.

Looking back, it is not clear which task was more challenging. But that didn’t really matter to Jo. Without thinking twice, and with that cheeky grin of hers, Jo just said: “Of course we can do that!”

Jo had an ability to convince whichever decision-maker was in front of her. She’d always had a natural ability to connect with people and a winning smile. Jo always – always – drew the best out of those she worked with.

There was a roundtable with journalists set up for her but we forgot to brief her on Gaza. At the end of an hour’s detailed discussion she said, “perhaps next time tell me before you put me up to talk about that?”

She was fearless, even when out of her depth, which made us braver.

Imagine the scene of some slightly baffled ACP ambassadors, who couldn’t quite believe that this tiny Yorkshire woman, who looked like she was just out of university, was rallying them to take a united stand on sugar reform at the WTO. And they did.

That was Jo. No mountain was too high, real or imaginary. She was a little dynamo who lighted the way and brought everyone along with her. Always looking for allies, always able to see beyond people’s differences, with clear targets in mind.

Today it is that same energy that we want to remember. That energy was contagious. You couldn’t be around Jo and not be inspired, not be energized…

Jo dedicated her life to the struggle against injustice and intolerance.

Many people across Oxfam and beyond were touched by her. So many were inspired by her compassion, commitment and energy for change. She was clearly an incredible woman.

Oxfam International et ses 18 affiliés se sont engagés dans un processus de changement organisationnel et stratégique ambitieux, appelé « Vision 2020 ». Des décisions marquant la ligne à suivre ont été prises au niveau de la direction générale et la confédération est maintenant prête à se lancer dans la phase de mise en œuvre dans chaque pays, ainsi qu’au niveau régional et global.
Ces changements auront un impact profond sur le travail sur le terrain de tous les affiliés. Ils ont pour but d’augmenter notre efficacité et notre impact pour mieux servir les bénéficiaires de nos programmes, en simplifiant nos structures, nos systèmes et notre gestion dans le pays.
Oxfam au Tchad a entamé le processus de transition vers cette nouvelle vision et cherche à recruter une personne motivée, inspirante et compétente afin d’accompagner ce changement.

Responsabilités
Sous la supervision du Directeur Pays, le Country Change Manager, sera responsable d’assurer la coordination et la bonne mise en œuvre du processus de transition, en assurant des résultats de qualité et en respectant le calendrier accordé. Pour cela, il sera en contact avec l’équipe pays, mais également avec les structures régionales en place ainsi qu’avec les différents affiliés concernés. Il/elle sera en charge des responsabilités suivantes :
-Assurer la mise en œuvre du processus de transition au Tchad, dans le cadre prédéfini par la confédération, notamment la mise en place d’une approche méthodologique, définition des objectifs à atteindre, identification des risques et des mesures de prévention / réduction des risques à mettre en place, élaboration du plan de communication ;
-Assurer une bonne coordination et un bon suivi du processus de transition dans le pays, et donner le support nécessaire à la Direction Pays et à la Country Change Team (CCT) pour sa mise en œuvre ;
-Avoir la vision globale des changements à mettre en place dans le pays et assurer que la feuille de route accordée est respectée, tout en prenant en compte la complexité et les spécificités du pays (technologie, systèmes, stratégies programmes) ;
-Responsable au niveau du pays de la définition, mise en œuvre et coordination du Country Transition Plan (CTP), sous la supervision du Directeur Pays et en coordination avec les structures régionales et globales.

Profil requis 

-Expérience et connaissance approfondie dans la gestion du changement (principes, méthodologie, leadership, restructuration d’organisation, etc.) ainsi que dans la gestion des risques et la mise en place d’une stratégie de communication ;
-Expérience démontrée dans la mise en place d’un changement organisationnel complexe, multi-acteurs, dans le respect de la feuille de route ;
-Expérience en médiation et facilitation afin de proposer des solutions et faciliter la mise en place du changement ;
-Bonne capacité d’écoute et compétences démontrées en communication. Capacité d’adaptation et de prise en compte des différences culturelles ;
-Forte capacité de coordination et d’organisation, dans une structure complexe avec de multiples acteurs ;
-Capacité à gérer un projet avec de multiples dimensions, prenant place simultanément à des vitesses différentes, en respectant les dates limites fixées et sans perdre la vision globale et les objectifs finaux ;
-Capacité d’influence, capable de créer une dynamique d’équipe et de mobiliser les acteurs afin d’atteindre un objectif commun ;
-Proactivité, Créativité, Autonomie et Dynamisme dans le travail ;
-Bonne maîtrise orale et écrite du français ainsi que de l’anglais ;
-Bonne maîtrise des outils informatiques (Word, Excel, Internet) ;
-La connaissance d’Oxfam et du contexte tchadien sont des atouts.

CONTEXTE
Depuis le coup d’état, en mars 2013, la crise en RCA a forcé plus de 1 million de personnes à fuir leurs maisons. Oxfam Intermón est présent en RCA depuis janvier 2014 à Bangui, postérieurement étendu nos activités à Paoua, Bria et récemment à Batangafo. Nous intervenons en étroite collaboration avec des partenaires locaux, internationaux, des agences des Nations Unies ainsi que des structures gouvernementales afin de porter assistance dans le secteur de la Santé Publique (eau et assainissement), dans le domaine de l’urgence en matière de Sécurité Alimentaire/moyen d’existence et en matière de protection et de plaidoyer.

Oxfam porte assistance tant aux populations déplacées qu’aux communautés d’accueil en ce qui concerne l’accès aux services de base. Cette stratégie que représente le fait de travailler avec des organisations locales et internationales ainsi qu’avec des structures gouvernementales, permet à Oxfam de mettre l’accent sur la bonne gouvernance et la responsabilité des partenaires fournissant des services.

Dans tous ses programmes, Oxfam utilise des processus de consultation auprès des communautés afin de renforcer leur capacité à identifier et répondre à leurs besoins prioritaires.

Responsabilités

En dépendance directe de la Direction du pays, le Coordinateur/ Coordinatrice Sécurité sera responsable d’assurer que la stratégie de sécurité dans le pays est développée, implémentée, suivie et mise à jour ; et ce en accord avec la politique de sécurité Oxfam, les autres politiques générales et les procédures standards minimum de sécurité.

FONCTIONS PRINCIPALES

Développer et maintenir à jour l’analyse de contexte, l’analyse de risques, le plan de gestion de la sécurité au niveau national et un système de rapports d’incidents et un réseau.

Faire des évaluations liées a la sécurité dans les endroits ou Oxfam a des opérations et prévois d’en avoir.

Fournir des formations appropriées et des briefings de sécurité appropriés pour tout le personnel.

Conseiller et assister le directeur pays pour la mise en place de la stratégie et des outils de gestion de la sécurité et l’équipe à gérer aux mieux des incidents et les crises
.
Assister l’équipe de management a développer des outils de gestion de la sécurité liés aux départements support et programmes.

Profil requis 

-Diplôme universitaire ou équivalent par expérience
-Forte expérience de terrain dans la gestion de la sécurité pour une ONG ou Nations Unies
-Forte expérience en évaluations, planification, mise en place de procédures dans un contexte humanitaire.
-Expérience de travail dans un contexte sécuritaire et politique volatile.
-Expérience en utilisation d’HF et VHF.
-Forte expérience en communication interpersonnelle dans un milieu multiculturel.
-Compétence confirmée de négociations dans des situations complexes et tendues.
-Compétence confirmée de formation de personnel dans un milieu multiculturel.
-Capacité à conseiller et assister du personnel de terrain à distance.
-Capacité à gérer des priorités de manière méthodologique.
-Capacité à vivre et travailler dans un environnement de stress et volatile.
-Une compréhension du sujet lié au genre.
-Engagé envers le mandat et les principes fondateurs d’Oxfam.
-Bonne pratique écrite et orale du français est indispensable.
