Security Management is a line responsibility within Oxfam and due to the Oxfam 2020 change process, the line management of Security Management will shift to Oxfam International once Country Charters are signed and the Security Handover criteria are met. Gradually, security management responsibility will shift from Executing Affiliates to OI during 2017-18, following an assessment region by region and country by country.

A new 2020 Security Management structure has been designed and it includes
•    Security advisory capacity in key countries (and focal points in all countries), 
•    New Regional Security Advisor positions in the core of the Regional Platforms to support countries and the OI RD,
•    A new Global Security Team which will support regional and global levels (including OI Secretariat and affiliates) – The GST can also eventually support complex countries.

The Global Security Team is set up as a Shared Service, in which some affiliates contribute their existing Security resources to be pooled under one team, line managed by the OI Program Director through a Team Leader and will consist of Global Security Advisors and the existing Security HSPs from the GHT. 

The new 2020 Security model separates regular security management (handed over to OI) from eventual Security Crises Management, which will remain under the responsibility of those affiliates employing the staff member(s) affected by the crises. The model envisages that when the employing affiliate sets up a Crises Management Team, any affiliate can request the members of GST to contribute to the CMT and become temporary advisors to that affiliate.

Global Security Team Purpose
To provide security expertise to affiliates, OI Secretariat, countries and regions; to design and implement policies and standards;  to provide crisis management expertise. Leading in monitoring of security/crisis incidents and also monitoring compliance with policies and standards and Information Management. Lead role in networking and Learning and Development in security management, working closely with the L&OD Shared Service and the HR Shared Service teams. External networking and representation of Oxfam in global networks and platforms. 
The Global Security Shared service is structured as a team of 5-6 people comprising:
•    Team Leader (1) – new OI role funded from OI Secretariat budget
•    Global Security Advisors – 4 new roles contributed by Affiliates from their existing capacity
•    A dotted line to the Security HSPs who already sit in the GHT seconded by affiliates.

Job Purpose 

•    Give strategic input and support to the OI Program Director and OIS Chief Operating Officer on Security Management for OIS staff
•    Support the OI line managers in their strategic security role
•    Provide security and crisis management support to affiliates, regional teams and key countries
•    To ensure networking and representation of Oxfam externally.

Key Responsibilities and Accountabilities:

1.    Security and Crisis Management Support to affiliates, OIS, countries and regions (70% of time)
•    Provide operational and strategic support on security and crisis management where needed and/or requested
•    Provide operational and strategic expertise in the Crisis Management Team of OIS or Affiliates as requested.
•    Design and implement policies and standards, and monitor its compliance and Information management
•    Responsible for monitoring compliance to policies and standards on country, regional and global levels within the Confederation, and take a pro-active role in providing advice and guidance where needed
•    Improve general organizational awareness of security risk and security management; in particular within OI Secretariat as this is a new mandate for the organization
•    Lead on a right balance between security appetite and security capacity
•    Matrix management of some (allocated) Regional Security Advisors
•    Have a coordinating role in the recruitment of Security Staff in general and where requested contribute actively to the recruitment of other Security staff or Security Focal Points
•    Support country SA´s, SO´s and SFP´s in Security management where needed

2.    Networking and representation (20 % of time)
•    Represent Oxfam in external Global Security networks
•    Maintain good information and working relations with internal stakeholders, like GHT, HR Shared Services etc, to align policies, share information and contribute where possible to their work and policies.
•    Lead role in networking and Learning and Development in security management, working closely with the L&OD Shared Service and the HR Shared Service teams.

3.    Strategic Development (10 % of time)
•    Provide strategic input to OI PD, OI COO  and Affiliates on security and crisis management development
•    Stay abreast of changing organizational and external situational circumstances, which may impact the wider organization and proactively develop suggestions for addressing them and/or incorporating relevant information into Oxfam’s ideas and approaches.
•     Contribute to the design (or re-design) and safeguard Security Policies and Standards

  •    Contribute to OI Security Strategy Development in his/her areas of expertise

Objectifs du Poste
Le /la Responsable Action Humanitaire est le responsable du programme humanitaire d’Oxfam en Centrafrique. Il/elle est la référence programme de l’organisation au cours de l’urgence. Sa mission est de prévoir, contrôler, définir, proposer et diriger les défis humanitaires d’Oxfam dans le pays, en analysant le contexte et en proposant un programme et  des projets pertinents.

En ayant comme guide le Plan Stratégique d’Oxfam 2013-2019 (OSP 2013-2019), le mandat humanitaire d’Oxfam, le Dossier Humanitaire d’Oxfam (DH) et les codes éthiques et techniques souscrits par Oxfam et en lien avec la stratégie du pays 2015-2016, les priorités humanitaires de la région Afrique de l’Ouest et Centrale d’Oxfam, le/la RAH assurera une gestion intégrale des crises humanitaires, avec la finalité de répondre au plus grand

Responsabilités/tâches principales
•    Surveiller la situation humanitaire dans le pays et communiquer au DP et CRAH d’éventuelles alertes (veille humanitaire)
•    En cas de crise et/ou détérioration de la situation actuelle, réaliser une évaluation des besoins humanitaires et proposer, au DP et au CRAH, une stratégie d’intervention adaptée aux besoins identifiés.
•    Diriger les interventions humanitaires et les activités de préparation, de réduction des risques de catastrophes (DRR – Disaster Risk Reduction) et de réponse. 
•    Gérer les ressources du programme humanitaire (humaines, financières et matérielles).
•    Concevoir, formuler et mettre en place la stratégie humanitaire d’Oxfam en RCA en lien avec la stratégie du pays 2015-2019, les priorités humanitaires de la région Afrique de l’Ouest et Centrale d’Oxfam et l’OSP 2013-2019.
•    Concevoir, mettre en place et faire le suivi de la planification, de la gestion, de l’évaluation et veiller à l’efficacité des interventions humanitaires d’Oxfam au pays, en garantissant le respect des requêtes des bailleurs de fonds.
•    Veiller pour l’application des standards de qualité et instruments d’Oxfam International
•    Surveiller le contexte politique, économique et social, la situation de sécurité et ses effets sur la situation humanitaire en RCA
•    Coordonner et diriger le développement des personnes qui font partie de l’équipe humanitaire dans le respect des normes et politiques de RH de l’organisation.
•    Veiller pour le respect des normes de sécurité des équipes d’action humanitaire sur le terrain en accord avec le guide de sécurité d’Oxfam International dans le pays et veiller pour le respect du code de conduite.

Fonctions spécifiques :

Gestion opérationnelle
•    Il/elle dirige, avec le reste de l’équipe, et il/elle est responsable de la stratégie humanitaire en RCA et de stratégies d’intervention ad hoc, en collaboration avec les autres affiliés présents.
•    Il/elle élabore, actualise et met en place les Plans de Contingence d’Oxfam, incluant le plan de Préparation d’Urgence et les plans de réponse. Il/elle réalise des missions exploratoires dans les différentes zones du pays toutes les fois que cela sera nécessaire.
•    Il/elle élabore des plans de soutien et de renforcement de capacités de partenaires identifiés pour la mise en œuvre des interventions humanitaires (préparation, réduction des risques de catastrophe et réponse)
•    Il/elle participe activement dans les réunions nationales de coordination humanitaire et les forums humanitaires (task force, clusters, RRM, réunions humanitaires ad hoc) et, lorsque le Directeur Pays le lui déléguera, au Comité Exécutif (COMEX) de la Coordination des ONGs CCO).
•    Il/elle coordonne et assure la correcte mise en œuvre  des projets humanitaires (technique et financière)
•    Il/elle coordonne la production de rapports humanitaires (sitreps et rapports du projet), pour Oxfam et pour ses partenaires.
•    Il/elle assure la gestion appropriée des ressources (humaines, financières et matérielles) assignés au programme humanitaire en RCA.
•    En coordination avec le point focal de sécurité d’Oxfam en RCA, il/elle contribue à l’analyse du contexte et de sécurité liée à la mise en œuvre des activités et la pertinence de celles-ci.

Gestion des Ressources Humaines
•    Il/elle assure la communication entre son équipe et le reste du personnel de l’organisation impliqué dans le programme Humanitaire en RCA.
•    Il/elle  organise des réunions d’équipe et assure des dynamiques fonctionnelles internes qui permettent le flux d’information et le débat.
•    Il/elle coordonne l’élaboration et la mise à jour des descriptions de poste et assure les briefings opérationnels de toutes les nouvelles personnes faisant partie de l’équipe humanitaire
•    Il/elle effectue les évaluations des personnes dont il/elle est le responsable direct et participe à celles  dont il/elle est le responsable fonctionnel.
•    En collaboration avec le responsable des ressources humaines,  il/elle assure le statut légal et administratif du personnel national

Représentation et communication
•    Au niveau de la coordination de Bangui, il/elle représente Oxfam dans les réunions de coordination humanitaire, forums humanitaires mentionnés ci-dessus et au sein du CCO si délégué par le Directeur Pays.
•    Lors des missions sur le terrain, il/elle représentera Oxfam, accompagné par le chef de base de la zone de référence (Field Manager si il y en a), auprès de la population, autorités locales (civiles et militaires), corps internationaux et ONGs présentes dans la zone.
•    Il/elle exerce comme porte-parole en cas d’intervention d’urgence gérée directement par l’équipe humanitaire d’Oxfam dans le pays (quand elle n’est pas dirigée par le DP).
•    Il/elle maintient les relations publiques avec les partenaires, les différentes ONGs humanitaires (nationales et internationales), agences des Nations Unies (UN) et alliés.
•    ll/elle participe dans les différentes réunions mentionnées ci-dessus afin d’assurer une bonne coordination avec les partenaires/stakeholders et transmettre des préoccupations spécifiques en relation avec la situation humanitaire.

Compétences techniques, expérience et connaissances essentielles
•    Connaissance et engagement avec les principes humanitaires et l’idéologie d’Oxfam
•    Connaissances du Droit International Humanitaire (DIH), des plans de contingence, de réponse humanitaire, de préparation et réduction des risques de catastrophe.
•    Capacité de gestion et de leadership
•    Habileté pour réagir comme partie d’une équipe multiculturelle et multidisciplinaire
•    Habileté pour représenter l’organisation et négocier en son nom
•    Capacité d’adaptation à des contextes changeants
•    Maîtrise du français et de l’anglais
•    Informatique : connaissance au niveau utilisateur, bonne connaissance d’Excel
•    Diplôme universitaire
•    Une formation complémentaire en Action Humanitaire sera un plus

Expérience
•    Entre 3 et 4 ans d’expérience dans le secteur des ONGs.
•    2 ans minimum d’expérience sur le terrain dans la gestion de programmes humanitaires, dans des postes de responsabilité
•    Expérience souhaitable de travail avec des partenaires humanitaires nationaux.
•    Expérience dans la réalisation de missions exploratoires, formulation, suivi et évaluation de projets humanitaires.

Expérience en gestion et développement de personnes
•    Expérience de travail en équipe, formation et dynamiques de groupes
•    Expérience en analyses de contexte et gestion de sécurité.

Conditions
•    Prise de fonction: 01.03.2018
•    1  année à partir de la date de début
•    Salaire annuel : 38.733,76 Euros brut / an + 5'515 Euros net / an (hard work allowance)
•    Perdiem, R&R, assurances, Billet aller-retour au pays destination et d'origine
•    Lieu de travail: Bangui (RCA) avec déplacements sur les bases
•    Poste non accompagné

We do our best to help fight poverty through our work and technical assistance to Oxfam GB.  In doing so together we deal with a significant volume of responsibilities and enquiries, resolve common technical issues, introduce changes and improvements, develop both individually and as a team, and we do enjoy a good laugh!

 

We are looking for people who will be able to provide IT technical support with a focus on customer service in a spirit of collaboration and fun.
