- Realizar la planificación financiera y de presupuestación en el país, así como garantizar el seguimiento financiero y elaborar reportes consolidados de forma trimestral para todos los Partner Affiliate.
- Dar los lineamientos y criterios presupuestarios para la formulación de nuevas propuestas de programas/proyectos y garantizar que éstos están en el marco de las políticas institucionales y de los requerimientos de los donantes.
- Garantizar la información necesaria para la elaboración de informes financieros de rendición de cuentas internos y externos, coordinando con los equipos de programa para la implementación adecuada de los presupuestos.
- Gestionar el control de riesgos financieros para la posterior toma de decisiones del equipo de programas y/o de la Dirección de país.
- Gestionar el riesgo de fraude y promover acciones de fortalecimiento institucional con socios/afiliados que ejecuten recursos Oxfam, asegurando las comunicaciones apropiadas para dar a conocer políticas y procedimientos de la organización y los donantes.
- Asegurar que las políticas procedimientos relacionadas a la gestión financiera de la organización y los donantes son conocidas por las copartes.

- Asegurar que las exigencias de la ley laboral y responsabilidades están en los contratos y procedimientos de la oficina país.
Legal, Logística, Legal e IT
- Asegurar que los temas administrativos, logísticos y de sistemas en el país sean realizados conforme a las políticas y procedimientos del Executing Affiliate y que cumplan con las leyes establecidas en el país.
- Coordinar los asuntos legales en el país junto al/ a la asesor/a legal externo/a.
- Dirigir y coordinar la operativa logística global necesaria en el país (compras, contratos con proveedores, inventarios, etc.)
- Garantizar la gestión adecuada del equipamiento e infraestructura del país.
- Garantizar que la oficina cuenta con las condiciones necesarias de recursos informáticos.
Generales
- Alertar sobre los posibles riesgos administrativos, financieros, logísticos, de recursos humanos y de sistemas en el país.
- Coordinar con los equipos de monitoreo y evaluación, comunicaciones y recaudación de fondos para asegurar flujos de información y contribuir al desarrollo de sus estrategias de trabajo.
- Asegurar el cumplimiento / compliance de Oxfam ante los diferentes stakeholders, donantes, internos, instituciones del Estado, otros, etc.
- Asegurar que se implementen los medios necesarios para la gestión de la seguridad del país conforme la guía de seguridad.
- Coordinar con la dirección del país los diferentes aspectos relacionados con la seguridad y prevención (revisión de lugares de trabajo, valoración de necesidad de compras especiales, entre otros) para la oficina.
- Aplicar un enfoque basado en los derechos humanos con un compromiso activo con los derechos de las mujeres.
- Realizar todas las funciones relacionadas al cargo delegadas por su inmediato superior.
- Participar y contribuir en otros proyectos transversales del país o región o institución a consideración del Director de País.
- Atraer, motivar y retener a las personas de su equipo; desarrollar tanto las capacidades individuales y como las grupales; crear un clima positivo de trabajo y gestionar el desempeño de las personas del equipo.
- Persona con nacionalidad nicaragüense (o con cédula de residencia en el país)
- Formación Universitaria en Ciencias Económicas, contabilidad o carreras afines.
- Experiencia profesional demostrable de al menos 5 años en cargos de liderazgo de área de administración, finanzas, logística, recursos humanos y sistemas en ONGs internacionales.
- Conocimientos y actualización permanente de la legislación nacional y normativa del país y en su aplicación, incluyendo gestiones pertinentes con instituciones estatales.
- Experiencia y conocimientos demostrables desarrollando prácticas, políticas y procedimientos en una organización internacional.
- Experiencia en coordinación de equipos multidisciplinares y articulación con equipos programáticos.
- Nivel intermedio de inglés.
- Conocimiento y manejo de programas de computación (Office, Excel, Power Point, internet, correo electrónico)

To support the coordination and deployment of Global Humanitarian Team resources to Oxfam humanitarian programmes in countries throughout Latin America and the Caribbean, Pacific and West Africa. Contribute to enabling high quality humanitarian programmes working towards community resilience and having a joined up package of support in-line with the country’s ambition.
1. To lead the delivery of Oxfam's humanitarian strategy:
- Supervision of catastrophe and appeal funds to support effective and efficient allocation, monitoring of use and to maintain status of available funds, including:
Support to the Humanitarian Coordinator and Deputy Humanitarian Director in making allocation decisions, and give qualified recommendations
Systematic follow-up on the usage and likelihood of reimbursement of allocated Cat / Appeal funds
Work with Regions and countries to implement reporting for catastrophe and appeal funds
Raise concerns and issues related to the allocation and implementation of Cat and appeal funds to continuously help develop fund management process
Proactively collaborate with Programme Funding Department and country teams on restricted emergency grants and rapid response funding mechanisms
Coordinate processes related to restricted emergency funds: support proposal writing across departments, channel technical advice and feedback to country programme proposals, monitor implementation of live grants / response mechanisms
- Brief Humanitarian Support Personnel, new recruits and visitors before being deployed to countries
- Contribute to the management of the HSP and staff register
- Occasional work in support of other departmental priorities, in specific agreement with line manager
- Deputise for the Humanitarian Coordinator when needed
2. To support lead countries and regions respond to category 1 and 2 humanitarian responses:
- Proactively engaging media, funding, policy and appeals during any responses in the countries (as required)
- Where needed, guide and advise the country team with regards to adequate emergency mechanisms, procedures and formats
- Identify programmatic, operational and procedural gaps, issues, opportunities, and facilitate improvements
- Travel to support humanitarian responses and scale-ups as needed.
3. To support country teams to build their humanitarian capacity:
- First point of contact and coordination of Global Humanitarian Team’s support to the countries
- Lead the development of country-level support agreements, in close collaboration with country and RHU teams
- Support country programmes in developing contingency plans, humanitarian investment and capacity development plans, Identify gaps, issues, opportunities and facilitate improvements in humanitarian responses and preparedness with countries
- Travel to countries for strategic planning, programme workshops, and similar specific support tasks (evaluations, capacity assessments, trainings etc.).
4. To lead and coordinate the representation of Oxfam in global humanitarian bodies, processes and debates, including global partnerships:
- Coordinate with other NGOs, typically in the early phases of a new emergency, as requested
- At the request of the Humanitarian Coordinator or Deputy Humanitarian Director represent Oxfam’s humanitarian programme externally (donors, alliances, and supporters)
- On a weekly basis, present to Oxfam an analysis of humanitarian crises and responses covering the designated regions & countries.
5. To track humanitarian information, learning and knowledge developed in responses, research and global fora and ensure these are actively shared and managed internally and externally:
- Regular monitor the humanitarian and programmatic situation
- Set up and facilitate the online information sharing communities for storing country response information; i.e. sitreps, strategies, assessments, etc.
- Organise de-briefing events when GHT staff returns from a country visit, or when country staff is in house
- Proactively suggest and collect pieces of “good practice” from country programmes, and when appropriate, share with other countries
- Engage with the technical teams to suggest relevant areas for learning.
6. Contribute to the development of Oxfam collaboration and Ways of Working
- Systematically and regularly schedule, lead and document 3-way conversations with counterparts in country programmes and Regional Humanitarian Units
- Develop and maintain close and successful working relationships with the country teams and Regional Humanitarian Units as well as other Head Quarters Based Teams
- Regular coordination with country teams, teams within the Global Humanitarian Team and other teams
- Organise and support meetings and work flows of “virtual teams” established to support the countries
- Organise, and if needed, facilitate telecons with country, region and all relevant HQ based colleagues during scale up
- Prepare key information for decision making and actions
- Actively organise and seek structured feedback from country programmes in view of improving the delivery and relevance of Global Humanitarian Team services
- Suggest improvements in ways of working based on experience and feedback from country programmes.

Demonstrable understanding of humanitarian relief work and resilience
Experience both remotely and in person building capacity of programmes and teams
Proven experience working in Humanitarian and/or Development context either at a HQ or field level
