Après le passage de l’ouragan Matthew qui s’est abattu sur Haïti le 4 octobre, faisant des centaines de morts et détruisant habitations et infrastructures, les équipes d’Oxfam ont commencé à évaluer les besoins immédiats et à distribuer de l’aide d’urgence.

Les Nations Unies estiment que l'ouragan a affecté plus de 2,1 millions de personnes, dont 750 000 ont un besoin urgent d'aide humanitaire. Les données officielles indiquent que dans les départements du Sud et de Grand Anse, 29 000 habitations ont été détruites. Dans le sud-ouest, de vastes territoires ont été inondés et davantage de personnes pourraient être privées de leur foyer.

Contexte
Nous recherchons un BUSINESS MANAGER pour notre mission en Haiti. Il/Elle sera placé sous la supervision directe de Direction Pays et en ligne fonctionnel avec les référents Ressources Humaines, Finances, Logistique et Système du siège de l’Executing Affiliate.

OBJECTIF DE L’EQUIPE
Apporter au directeur pays et aux programmes dans le pays le support de service opérationnel nécessaire, en apportant des solutions pour la résolution des conflits et défis en s’assurant que le personnel soit doté des ressources nécessaires, géré et encadré afin de délivrer une stratégie organisationnelle et une gestion exemplaire efficiente et efficace.

OBJECTIF DU POSTE
Apporter son leadership aux équipes d’aide opérationnelle aux programmes et garantir la gestion efficace et efficiente des opérations administratives, financières, comptables, logistiques et de systèmes dans le pays.
Faire des apports stratégiques et soutenir le directeur pays afin d’atteindre les objectifs d’OXFAM dans le pays. Assurer une gestion fines des fond CRA et restreints.
Gere les rencontres du BMT (Business Management Team) et assure la gestion des points s’en d’écoulant

Quelles seront vos fonctions? 

ORIENTATION STRATEGIQUE ET CONSEILS EXPERTS AU DIRECTEUR-PAYS ET AUX PROGRAMME D’OXFAM EN HAITI
-    Participer à la gestion stratégique du programme pour Haïti en travaillant au sein de l’équipe de gestion
-    Offrir son leadership à l’équipe, agir comme un partenaire prestataire de service d’OXFAM en Haïti et assurer la gestion de tous les processus commerciaux en accord avec les politiques d’OXFAM et la législation locale
-    Apporter son soutien, conseil et, si nécessaire, son leadership au personnel du programme sur les questions financières, logistiques et administratives, assurer le lien entre le travail du programme et les fonctions de support, et ce en accord avec les politiques et procédures de l’AE et avec les lois du pays
-    Apporter soutien, conseil et orientation au directeur-pays et à l’équipe de gestion du programme sur les questions de gestion financière et être responsable de la coordination avec les équipes du programme sur les actions préventives concernant la mise en œuvre des budgets
-    Participer et contribuer au processus de planification stratégique pour le pays, s’assurer que la gestion financière et les risques soient pris en considération tout au long du processus
-    Assurer la gestion proactive du contrôle des risques financiers en prévision de la décision de l’équipe de gestion et/ou du directeur-pays, et se coordonner avec ces derniers pour la gestion de la recherche de fonds

GESTION DE L’ÉQUIPE
-    Assurer une gestion globale et la coordination de tous les aspects du soutien au programme, incluant notamment la supervision du travail des équipes de finances et de logistique, à l’échelle du pays et du terrain
-    Assurer la gestion, guider et appuyer l’équipe de soutien (coordinateur de finances, coordinateur logistique, assistant administratif et officier Système)
-    Responsable de la mise en œuvre de la stratégie financière et assurer la gestion financière effective, la gestion des actifs et la responsabilité financière d’OXFAM
-    Gestion et supervision des fonctions de système en assurant le suivi de l’infrastructure IT et en faisant des recommandations pour l’amélioration
-    Gestion et supervision des fonctions de logistiques (et notamment du hub logistique) en assurant le respect des politiques et procédures opérationnelles en place (révisions et audits réguliers)
-    Attirer, motiver et retenir le personnel de votre équipe : développer les compétences individuelles et de l’équipe, créer un environnement de travail positif et assurer la gestion des performances de membres de l’équipe .

GESTION DES PROCESSUS OPERATIONNELS ET RESPECT DU DROIT LOCAL ET DES STANDARDS ET POLITIQUES D’OXFAM
-    Assurer le respect de la législation locale régulant la finance et autres thèmes similaires
-    Apporter son soutien à la mise en place d’une aire de support logistique et informatique de qualité
-    Promouvoir une bonne attitude en matière de service à la clientèle au sein du département de finance et mettre l’accent sur le travail d'équipe intégré
-    Adresser de façon proactive les relations entre achat, logistique, finance et IT dans le pays afin d’assurer efficacité et responsabilité et le meilleur cout qualité prix
-    Jouer le rôle de point focal des audits internes et externes ainsi que des audits des projets spéciaux
-    Détient la signature des comptes bancaires.

SOUTIEN ET CONSEILS A L’EQUIPE DU PROGRAMME
-    Apporter son soutien et son leadership au programme dans l’évaluation et la gestion des capacités financières et logistiques des partenaires. En cas de travail avec des associés / alliés qui utilisent des fonds d’OXFAM, assurer les communications appropriées afin de faire connaitre les politiques et procédures de l’organisation et des bailleurs de fonds.
-    Assurer l’information nécessaire pour l’élaboration des rapports financiers pour garantir la responsabilité mutuelle interne et externe.
-    Assurer la planification financière et le budget au pays et est le responsable du suivi financière, au moins de manière trimestriel pour tous les Partners Affiliate.
-    Assurer un suivi périodique des dépenses et performances du Field Office et réviser si nécessaire le planning budgétaire. Enregistrer ces données dans le système de gestion de l’information
-    Assurer la coordination avec le Management des différents aspects liés à la sécurité et à la prévention (examen des lieux de travail, évaluation des besoins spéciaux d’achat, etc.) pour le bureau
-    Vien en appuis à l’officier de Sécurité, Santé et Sauvegarde.

Ce que nous recherchons? 

ESSENTIELLES
-    Diplôme en finance, administration, comptabilité ou équivalent et/ou MBA et/ou autres qualifications professionnelles pertinentes
-    Expérience signification dans la gestion d’au moins 5 ans dans une grande organisation
-    Bonnes capacités de gestion financière, comptable et logistique et expérience dans l’optimisation de l’utilisation des ressources
-    Expérience dans la recherche de subventions et dans la gestion des contrats. Connaissance des politiques des bailleurs de fonds
-    Maitrise obligatoire du français, de l’anglais et du créole
-    Expérience de travail avec des sources de financements complexes (ex : UE, ONU, Fondations)
-    Expérience dans l’usage d’Excel et connaissance de Word et Outlook
-    Capacité à travailler dans un environnement difficile et disponibilité pour voyager dans la région
-    Engagement avec la protection des droits humains et notamment les droits des femmes et des personnes ou groupes marginalisés, et avec l’intégration de cet engagement comme fil directeur dans tous les aspects du travail de notre organisation .
