Le/la Funding Officer est responsable de la coordination des proposals et gestion des contrats de financements pour la couverture des besoins financiers du bureau Pays.

Objectif du poste
Contribuer à la maximisation de la captation de fonds au niveau du pays et à la couverture des besoins financiers de la mission Oxfam ;
Faciliter la gestion correcte et efficace des fonds alloués sous contrats de financements par des bailleurs de fonds.
Responsabilités
Elabore, en coordination avec la Gestionnaire de Subvention / Fundraiser, le calendrier annuel des présentations de proposals et rapports aux bailleurs de fonds et la réalisation des évaluations et audits ;
Coordonne l’élaboration des concept notes, des propositions de projet, et des rapports intermédiaires et finaux pour les différents bailleurs des fonds ;
• Communique les formats adéquats, les délais, et les orientations funding du bailleur de fond aux équipes programmes
• Centralise le travail des équipes programmes
• Organise les contributions des départements supports (Logistique, Finance)
• Assure la révision des référents techniques pays (EFSL, WaSH, advocacy, etc)
• Edite, met en page et assure la qualité de la rédaction finale
• Assure l’envoi du produit final selon les modalités définies ;
Répond et/ou coordonne la réponse aux différents demandes d’informations complémentaires des bailleurs des fonds, tant pour les propositions que pour les rapports envoyés ;
A partir des informations fournies régulièrement par l’équipe de coordination sur le suivi des projets, identifie les risques contractuels liés à la mise en œuvre et propose des possibles modifications de contrats (cost/time) ou reformulations de projet à présenter aux bailleurs ;
Garantit que les conditions et normes des bailleurs des fonds sont connues et appliquées par toute l’équipe (procédures d’achats, d’utilisation des équipements, documents justificatifs des dépenses, écarts budgétaires acceptés, formats, audits, évaluation, etc.), avec appui de l’AFI (département de Financement Institutionnel). Forme régulièrement les équipes programme sur les normes et conditions des bailleurs des fonds, en complément des formations dispensées par l’AFI ;
Renforce des capacités des équipes pays en la rédaction de propositions de haute qualité selon les standards OXFAM ;
Contribue et participe à la préparation et mise en œuvre des audits des bailleurs de fonds dans le pays, en collaboration avec l’équipe Finance et sous la coordination du Finance Manager ;
Réalise l’archivage des dossiers de financement, tant électroniques que physiques ;
Contribue à l’amélioration/création des outils de suivi des contrats de financement ;
Participe à la planification programmatique et financière annuelle du pays ;
Contribue activement à la recherche de nouveaux financements dans le pays.

Profil requis 

Expérience dans l’identification, formulation, suivi et justification des projets de coopération et/ou action humanitaire ;
Excellentes capacités d’expression écrite et esprit de synthèse ;
Formation Universitaire, de préférence dans les domaines des Sciences économiques, Sociales ou similaire ;
Expérience de travail avec les bailleurs de fonds, notamment ECHO, UE, agences UN, OFDA et autres ;
Excellente maîtrise du français et de l’anglais, tant oral qu’écrit ;
Capacité de travail en équipe ;
Rigueur et sens de l’organisation, capacité de planification ;
Flexibilité et capacité d’adaptation dans des contextes instables, capacité à travailler sous pression ;
Identification avec nos valeurs et notre mission.

Responsabilities 

Under the supervision of the Resilience Strategic Theme lead, your objective will be to provide advisory services to country teams, supporting the design and implementation of resilience programs, bringing in a climate change adaptation lens in order to support resilient livelihood. The final objective will be to improve quality and the impact of the program but also support our resilience fundraising effort for countries linked with the thematic area: Sahel in West Africa, Bolivia, Dominican Republic, Haiti and Nicaragua en Latin America.

You will be involved in a dynamic multidisciplinary team. Our mission is to lead Oxfam Intermon contribution on Resilience for the entire Oxfam confederation. We are responsible for 4 basic functions (program quality, knowledge management, funding and influencing).

We will be a team of: 5 livelihood advisers with different thematic expertise, supporting 6 countries in Sahel/West Africa and several countries in Latin America; 2 knowledge managers working for the entire Oxfam Confederation, in strong coordination with Oxfam GB.

As one of the 5 livelihood adviser, you will bring your expertise on Climate Change Adaptation, helping the team to navigate the complex interactions between natural resource management and climate change in Sahel and Latin America in order to make livelihoods more resilient. We are interested in your strategic vision and your capacity to support program manager to build and reinforce multi-stakeholders processes and collaborative leadership.

Key responsibilities:
Advise and orient country teams (program managers, regional and national influencing managers) to define country strategy, livelihood programs but also MEAL, learning and knowledge creation on resilience, climate change adaptation (CCA) and livelihood.

Contribute to define, design and evaluate large multi-country programs on resilience, CCA and livelihood.

Contribute to the development of our knowledge and positioning on Resilience, climate change and livelihoods, considering link with DRR (disaster risk reduction) and humanitarian action.

Supporting the definition and elaboration of guidelines, frameworks.

Contribute to Knowledge generation and management for Oxfam International supporting innovation, within the Oxfam Resilience Knowlegde Hub. Contribute to the learning group for the confederation on climate change adaptation, DRR and resilience.

In Oxfam Intermon, be part of a crosscutting and multi departmental team ensuring links between programming, influencing and funding.

Profile required 

Candidates will be required to demonstrate experience and achievements of the following areas:

At least 5 years experience working in development or humanitarian programming in West Africa and, secondly, in Latin America.

Demonstrable understanding of these themes: gender mainstreaming, climate change adaptation, disaster risk reduction, livelihoods and resilience.

Experience of programme design and development, theory of change and MEAL

Excellent written and speaking Spanish (high), English (medium-high) and French (high).

Proven experience of designing and implementing action learning, organisational learning and social change processes and systems.

Proven experience of collaborating across multi-cultural teams to achieve strategic outcomes.

Commitment to travel approximately up to 7-8 trips a year. (10-15 days per trip). 30% of the time.
