Oxfam is looking to fill the position of Water and Sanitation Emergency Advisor, specialist on Public Health Engineering to be part of Oxfam Global Humanitarian Team (GHT). The GHT supports countries and regions in their response to crises and supports them in emergency preparedness to become more resilient to future shocks and stresses. 

The WASH team (Public Health Engineering team and the Public health Promotion team ) leads on the delivery of the WASH strategy, supports countries and regions in large scale (category 1 and 2)  responses, supports humanitarian capacity building in country teams, leads and coordinates the representation of Oxfam WASH in global humanitarian sector. 
JOB PURPOSE
We are looking for someone to join the Oxfam Public Health Engineering team to be part of an Advisory team which reacts to emergencies across the globe. The post holder will:
•    Provide direct support in water and sanitation in large-scale emergencies.
•    Drive Oxfam global WASH strategy in specific fields
•    Advise on long term sustainability issues in humanitarian contexts

The position involves short, normally around 6 weeks assignments in the 1st phase of emergencies and frequent programme support visits.  You will have a suitable qualification in any discipline relating to Environmental Engineering and significant leadership experience in responding to humanitarian crises in developing countries. You should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. You should have well developed interpersonal and team skills and proven ability to be flexible in demanding situations and a willingness to travel at short notice, and often in difficult circumstances. A good working knowledge of French is a distinct advantage.

The profile is divided into 2 parts:

Generic (50%) - Support countries and regions respond to category 1 and 2 humanitarian responses.

Technical support: Immediately deploying to assess and respond to large scale emergencies providing rapid on the ground support when requested. Alternatively, advising or leading remotely to assist regional, country management and technical teams to respond to emergencies.
Give public health engineering technical advice to support a range of emergency responses including natural disasters, conflict and complex emergencies as well as epidemics. A part of this may include a component of emergency shelter during the initial response phase.

Management: Manage staff deployment, training, on-the-job support, and performance review of up to 5 humanitarian support personnel. Contribute to populating the PHE register and identifying engineers with potential for future progression within the organization.

PHE R&D: Lead the PHE team on at least one of the following specialities: groundwater; large-scale water treatment and distribution; water quality and testing; household water storage and treatment,  excreta disposal or solid waste management. Manage research projects in lead specialties. Collaborate with field teams, research institutions etc. Disseminate the results of field trials within Oxfam and the WASH sector.

Support country teams to build their humanitarian capacity: Providing rapid analysis and training to national staff and partners as part of surge support. Contribute towards developing tools, kits and guidance notes to assist staff in emergency response. Develop practical field based guidelines for a range of Public Health Engineering subjects.

Specialist tasks & roles (50%) – individual PHEs will lead on certain components and/or adopt a combination of these.

Public health engineering support to a number of focus countries or regions: advise on building resilience & DRR in WASH as part of the countries long term programme, and support the country with preparedness measures for predictable emergencies, work as an integrated group with the PHP/ Community Mobilisation Team, food and livelihoods, gender and protection specialists to ensure a holistic approach.

Surge Response Lead: Oversee coordination and effective response planning as focal point for the PHE team. Upwardly influence HD, regional and country management to ensure appropriate technical resources for the response is provided during the first phase of the emergency, promoting sustainable technologies where possible. Ensure global preparedness for adaptation and utilisation of PHE rapid response mechanisms in conjunction with other technical teams.

Develop programme and public policy and representation: Collaborate with other parts of Oxfam (Oxfam International, regions, countries, Campaigns and Policy Division etc.) to develop organisational water, sanitation and hygiene policy.
Support country teams to build their humanitarian capacity: Lead in supporting the capacity building lead with strategic planning and collaboration with regions and countries. Support the HR team with recruitment, induction, deployment, and development of PHE staff.

WASH Innovation/ Research and Development: Develop and implement new approaches to encourage WASH innovation amongst our staff and in our field programme.

Què estem buscant? 
  • A post-graduate qualification in a discipline related to Public Health Engineering. Experience could substitute for a formal qualification, but not vice versa.
  • At least 5 years’ practical experience in humanitarian response (including in water supply, sanitation, hygiene promotion, including at least 3 years in large scale or complex emergency work, and at least 3 years as a manager.
  • Proven experience in responding to and leading scale up of large scale and/or complex emergencies.
  • Experience of capacity building in different cultures and with people of varying educational background to demonstrate an understanding of different approaches to Humanitarian WASH  programming using cash, vouchers or market based approaches.
  • Specialism in at least one of the following: groundwater; water supply/distribution and treatment; water quality and testing; household water storage and treatment; excreta disposal; drainage, solid waste management/vector control .
  • Knowledge of the WASH and wider humanitarian sector (beyond PHE).
  • Excellent communications, interpersonal, and networking skills.
  • Strong organisational skills, including the ability to meet deadlines and prioritise work.
  • Understanding of working with communities in emergency response, incorporation of gender and diversity, and proven commitment to integrating these concepts in programme implementation.
  • Fluent written and spoken French is essential and the ability to speak English.
