Oxfam is looking to fill the position of Humanitarian Logistics specialist (Humanitarian Support Personnel - HSP LOG) to join  the Global Humanitarian Team (GHT). The GHT supports countries and regions in their response to crises and supports them in emergency preparedness to become more resilient to future shocks and stresses. 
LOGISTICS TEAM
The logistics team supports regional and country offices and our partners and will ensure the operational implementation of Oxfam programs and strategy. It will be efficient, through the timely availability of assets and a transparent supply chain, with close monitoring of the consumption and use of those assets; It will also ensure the clear definition of individual responsibilities and appropriate processes and ways of working, transversally.
JOB PURPOSE –  Focus on Response implementation
•    Provide managerial and coordination resources in emergencies and resilience work. 
•    Provide skills and experience to help staff and partners develop their logistics capacity.
•    Provide resources for the development of the use of new technologies in Logistics.
•    Provide expertise across all areas of logistics.
It is essential that all HSP Logisticians are able to respond effectively to humanitarian emergencies including large rapid onset cat 1’s.  All HSP Logisticians will have to have the soft and management skills to work through others to run a supply chain.  This includes coaching, mentoring, training and performance management competencies.  This set of soft skills and people management skills will be the most important part of the HSP Logistics profile.

  • Carry out Logistics assessments and identify actions to provide efficient and rapid humanitarian response.
  • Manage implementation and closure phases of emergency response related to logistics operations in the country. Including management of Supply Chain, Procurement, Warehousing, Stocks, Assets, transport & fleet, Import & Customs procedures, distribution related logistics works, and record management for the response.
  • Lead the delivery and ensure the quality  of Oxfam's humanitarian Logistics design, management, implementation, strategy
  • Lead the logistics components of project planning and preparation of donor proposals, budgets and reports in collaboration with the appropriate management including donor procedures & Policies.
  • Participate in development, review, implementation and monitoring of Oxfam’s security measures in-country.
  • Represent Oxfam to other NGOs, agencies and government authorities.
  • Ensure permanent visibility of Logistics activity through concise reporting to line and matrix managers.

We are looking for a highly-experienced individual with extensive knowledge and hands-on management experience in Logistics, Supply, Procurement, Transport, Vehicle management who can deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programs to meet lifesaving needs of affected people. You will have proven leadership skills in motivating multi-cultural and multi-functional teams, leadership qualities and people-oriented management expertise to provide direction and effective support to multi-disciplinary and multi-cultural teams.

QUALIFICATION AND EXPERIENCE:
ESSENTIAL
•    Extensive practical Supply & Logistics management experience including front line emergencies.
•    Strong and proven experience in people management.
•    Extensive experience in Transport and distribution.
•    Extensive experience in Warehousing Management.
•    Extensive experience in Purchasing and Supply.
•    Extensive experience in Vehicle Management.
•    Fluent in English and at least one of the 2 following languages: French/Spanish.
•    A good IT skill including excellent knowledge of MS Excel.
•    Clean driving licence.

DESIRABLE
•    Extensive experience in Security management.
•    A diploma in Business / Logistics related discipline.
•    Extensive experience in Clearing and forwarding.
•    Extensive experience of programming in a HELIOS context.

Fin 2013 des violences tragiques ont éclaté en République centrafricaine, conduisant à une situation humanitaire chaotique, avec des déplacements massifs de la population, la destruction de maisons et de villages et une grande proportion de la population centrafricaine en besoin d’assistance humanitaire. Aujourd’hui, après 4 ans de conflit, le contexte de la RCA demeure l'une des pires crises de protection rencontrées par la communauté internationale. Malgré une relative amélioration de la situation sécuritaire, l’accès humanitaire pour les organisations locales et internationales est parfois complexe, principalement à Bangui et dans les régions de l’Est et du Nord Ouest du pays.
OXFAM a lancé des programmes de réponse WASH, EFSVL, Genre et Protection en RCA en janvier 2014 et travaille, à ce jour, sur plusieurs sites de déplacés ainsi que dans les zones de retour de Bangui et a étendu ses activités aux provinces, à Bria, Paoua et Batangafo.
Oxfam porte assistance tant aux populations déplacées qu’aux communautés d’accueil en ce qui concerne l’accès aux services de base. Cette stratégie visant à travailler avec des organisations locales et internationales ainsi qu’avec des structures gouvernementales, permet à Oxfam de mettre l’accent sur la bonne gouvernance et la responsabilité des partenaires fournissant des services.

Le Field Manager, assure la veille humanitaire dans la zone et assure une réponse humanitaire rapide et coordonnée en cas de besoin, en ligne avec le mandat et standards d´Oxfam.
Dépend hiérarchiquement et fonctionnellement du Responsable Programmes Action Humanitaire (RPAH). Le Field Manager est membre de l’équipe de Coordination.
Dirige le processus d’identification, planification, exécution et justification des projets avec son équipe et l’appui de l’équipe de Coordination. 
Gère la sécurité de la base de Paoua (programmes et personnels) et s’assure que la gestion de la sécurité des membres nationaux et internationaux de l’équipe OI suit la Politique Sécurité OI, le Guide Sécurité pour la RCA, le Plan de Sécurité de la base, ainsi que d’autres dispositions prises pour garantir la sécurité sur sa base.
Fait le suivi de l’évolution du contexte politique, économique et social, et de la situation de la sécurité et de ses effets sur la situation humanitaire et des moyens d’existences pour la population et les équipes OI.
Coordonne et garantit la correcte gestion des ressources affectées aux programmes et mis en œuvre dans sa zone de compétence: Ressources humaines, Ressources matérielles et financières.
Participe au renforcement des capacités des personnels d’OI et des organisations partenaires en termes d’analyse, prévisions, écriture de rapports, etc.
Assurer l’identification de partenaires locaux sur la zone, en ligne avec les stratégies en vigueur.
Le Field Manager interagit régulièrement avec :

  •     les membres de son équipe sur le terrain et ceux de la Coordination ;
  •     les autorités locales (civiles et militaires), traditionnelles et religieuses,
  •     les Responsables d’autres ONG (nationales et internationales) et des agences UN (UNICEF, WFP, etc.).
