Responsabilidades 

- Recopilar, analizar y actualizar la normativa legal laboral vigente disponible en España así como la información y consultas jurídicas en materia laboral.
- Asesorar y hacer seguimiento de los procesos administrativos y de RRLL que afectan a todo el personal para España y expatriados garantizando que se dispone de toda la información actualizada en SAP (contratos, altas y bajas, jornadas, seguros, beneficios, briefing, debriefing, excedencias, IT, permisos, etc...).
- Resolver las incidencias vinculadas con temas de RRLL en las áreas clientes RRHH y departamentos.
-Proponer y revisar el diseño y la implementación de las políticas de RRLL en España que le sean atribuidas, así como cambios o mejoras en el modelo de gestión de AP y RRLL España.
-Resolver ante los organismos oficiales correspondientes (INSS, Hacienda, Extranjería, SEPE...) las incidencias generadas por gestión de la administración de personal del equipo de Oxfam Intermón.

Perfil requerido 

- Diplomado/a en Relaciones Laborales, Licenciatura en Derecho o similar
- Se valorará conocimiento de SAP, Milena y Excel
- Muy buen nivel de francés o inglés (idiomas habituales de trabajo).
- Experiencia mínima de 2 años en el ámbito de RRHH, específicamente en Relaciones Laborales o en consultoría jurídico-laboral
- Experiencia en gestión de expatriados
- Deseable conocimiento o experiencia en ONG’s del sector de la cooperación internacional
- Competencias en organización, orientación a personas, flexibilidad, resolución de problemas

Responsabilités
Sous la direction du Responsable de Programme Action Humanitaire et avec l’appui technique du Chargé « Genre et Protection » au siège sera responsable entre autres des tâches suivantes:
Définir, actualiser et mettre en place la stratégie OXFAM Protection et Genre pour la RCA.
Soutenir l'application de normes minimales d'Oxfam pour l'égalité des sexes et les droits des femmes et les principes de protection en situation d'urgence. Cela comprend le renforcement des capacités du personnel et des partenaires pour mettre en oeuvre les normes minimales.
Implémentation de l’axe de protection dans les programmes intégrés Protection, WASH y EFSL.
Chercher de nouvelles possibilités de financement en protection.
Travailler sur l’approche de protection communautaire.
Identifier des partenaires nationaux avec le but d’une appropriation de l’stratégie OXFAM en matière de protection et Genre.
Fournir un support technique et de formation pour le personnel clé des équipes Protection et Genre sur les approches et les outils pertinents dans les différentes étapes du cycle des projets / programmes basés sur le genre et protection.
Travailler en étroite collaboration avec le management du pays, WaSH, EFSL, Advocacy et les Field Managers pour assurer un processus conjoint en termes d'apprentissage du
programme, l'élaboration de programmes, du MEAL (suivi, évaluation, recevabilité et apprentissage) et la gestion des connaissances.
Alimenter la mise en oeuvre de la stratégie plaidoyer sur les questions de genre et protection pour les populations affectées par le conflit, au niveau local et international.
Représenter activement Oxfam au niveau national dans les réunions pertinentes (cluster protection), dans les groupes de travail d’experts genre, protection et de coordination afin d'apprendre et de partager les bonnes pratiques en matière de genre et protection dans les situations d'urgence.

Profil requis 

Au moins 3 ans d’expérience en matière de protection et genre dans les réponses humanitaires.
Expérience dans le renforcement des capacités du staff locale et des partenaires nationaux.
Une compréhension claire des principaux acteurs humanitaires agences des Nations Unies, en particulier le Cluster Protection et les donateurs bilatéraux - et du comment ils coordonnent et opèrent dans les situations d'urgence.
Expérience directe de collaboration avec les communautés touchées par les catastrophes et les organisations qui cherchent à les servir.
Connaissance du Droit des Refugiés, Droit Internationale Humanitaire, Droits de l’Homme et législations Internationales des rôles et responsabilités des états et du mandat des institutions internationales lors de conflits.
Connaître et respecter le Code de conduite des ONG / Croix-Rouge, les principes de protection de SPHERE, les normes de protection du CICR, le principe de Do No Harm, les procédures d’Oxfam International et d'autres codes réglementaires.
Engagement aux principes généraux d’Oxfam : objectifs, politiques, expérience de la promotion de l'égalité du genre et la diversité et les intérêts des personnes marginalisées dans tous les aspects du travail d'Oxfam.
Capacité à gérer les charges de travail complexes et des situations stressantes.
