Oxfam renforce certains programmes de base en Haiti, afin de développer cette vision. Parmi eux, le Programme de Résilience, actuellement mis en oeuvre dans la partie Nord et Sud du département de l'Artibonite.

L'équipe d'Oxfam Haiti a systématisé son approche intégrée de l'analyse contextuelle et de la construction de la résilience adaptée au contexte haïtien. La définition d'Oxfam de la résilience, souligne la capacité des femmes, des hommes et des enfants à améliorer leur bien-être en faisant valoir leurs droits malgrés les chocs, le stress et l'incertitude. Oxfam insiste sur le concept "être résilient" et cherche ainsi à renforcer les capacités des personnes marginalisées, non seulement pour les aider à survirvre mais également à prospérer. 

Le processus de résilience dans le département de l'Artibonite représente un exemple de la stratégie continuum, promue et systématisée par Oxfam. Elle inclue et intègre la réponse d'urgence, le rétablissement et les secours, ainsi que le développement des processus. Le programme met l'accent sur une approche multi-sectorielle visant à intégrer les secours et le développement de la sécurité alimentaire à moyen et long terme, après 4 années d'intervention d'urgence. Le programme comprend la planification territoriale et la participation civile, la gestion des bassins versants, le soutien aux principales chaînes de valeur, l'amélioration des capacités de résilience (nutrition, DRR, Wash) des familles les plus vulnérables. Le modèle de résilience developpé dans ce programme contribuera aux processus de connaissance et d'apprentissage au niveau régional et international, en mettant fortement l'accent sur les actions M&E.

Afin d'aider à la réalisation de cette vision ambitieuse en Haiti, nous recherchons actuellement un/e Programme Manager pour remplacer un congé maternité durant une période de 5 à 6 mois. 

 

Quines seran les teves funcions? 

En coordination avec la Direction Pays, le/la Responsable Programme dirige la conception de stratégies efficaces et le développement de programmes pour améliorer la bonne gouvernance, la justice de genre, la sécurité alimentaire et la réduction des inégalités en Haiti. Il/elle assure la livraision des résultats qualitatifs d'un certains nombres de programmes financés par l'extérieur. Il/elle rendra compte à la direction pays d'Oxfam en Haiti.

Les principales responsabilités du poste sont les suivantes : 

Programmation

  • Assurer l'élaboration et la mise en oeuvre de la stratégie du programme résilience d'Oxfam en Haiti
  • Assurer et être responsable de la conception, de la mise en oeuvre, de la gestion et du suivi de la qualité du programme 
  • Assurer la réalisation des objectifs du programme, le suivi des progrès de la stratégie pays et du plan annuel, incluant les aspects de planification et suivi, évaluation et apprentissage, gestion du budget d'Oxfam pour le soutien aux partenaires, développement et gestion des programmes financés, gestion des contraintes potentielles telles que coût, temps, portée et qualité
  • Coordonner avec les donateurs et/ou affiliés partenaires d'Oxfam le reporting concernant les projets en cours
  • Contribuer aux réflexions stratégiques sur le travail programmatique d'Oxfam dans la région et à l'amélioration des dynamiques transrégionale

Conception et écriture des propositions

  • Il/elle est responsable de la conception des propositions, en coordination avec les ressources internes (Funding, équipes terrain, conseillers) et les partenaires
  • Durant la période d'engagement, il/elle sera responsable de l'élaboration de 2 propositions principales : Hip 2018 (GRD-Sécheresse), FED XI Sécurité Alimentaire

Gestion d'équipe

  • Gérer l'équipe des programmes d'Oxfam en Haiti et assurer le suivi des tâches liées aux Ressources Humaines liées à l'équipe, en coordination avec les gestionnaires de projets et les partenaires locaux directement responsables de la gestion quotidienne. Ceci inclut l'organisation de réunions de travail, la coordination et les conseils concernant les processus de recrutement du personnel des programmes, le renforcement de l'esprit d'équipe, etc.
  • Fournir un encadrement aux coordonnateurs de projet concernant leurs programmes respectifs et s'assurer que les liens et l'apprentissage se produisent entre les membres de l'équipe et au sein de l'organisation. Promouvoir également les liens et l'apprentissage entre les homologues et les différentes parties prenantes.
  • Participer activement aux réseaux, promouvoir la coordination et le consortium avec les partenaires étatiques et non étatiques afin de rechercher des synergies utiles pour le développement du programme

Mobilisation des Ressources

  • Rechercher et participer activement aux initiatives de collecte de fonds et négocier des opportunités de financement pour le programme.
  • Développer et mettre en oeuvre des projets et des programmes que les bailleurs de fond potentiels pourraient financer
  • Participer activement à des discussions avec des partenaires et d'autres intervenants sur des possibilités de financement externe

Responsabilités institutionnelles

  • Veiller au respect du code de conduite d'Oxfam, des politiques de sécurité et de la santé au sein des équipes programmes, en coordination avec les chefs de projet et leurs homologues locaux
  • Assurer l'adhésion et la conformité du programme aux politiques et aux normes de gestion Oxfam
  • Au besoin, représenter Oxfam dans des forums pertinents et des réunions avec les donateurs, des partenaires ou d'autres parties prenantes en relation avec le programme

• 5 à 8 ans d'expérience dans le développement international, la gestion de programme et la stratégie de développement participative

• Expérience avérée dans la gestion d'équipes, la gestion des personnes, ainsi que la gestion du changement

• Compétences analytiques éprouvées et capacité à penser de façon stratégique

• Expérience confirmée dans le développement de réseaux et de consortiums

• Connaissance de la gestion dans des structures organisationnelles complexes et une programmation multi-pays;

• Connaissance du contexte ou de l'expérience spécifique du pays dans les pays en transition ainsi qu'une connaissance approfondie des domaines de travail thématiques d'Oxfam dans la région LAC;

• Expérience de la représentation de haut niveau de l´organisation auprès des organisations de la société civile, du gouvernement, des bailleurs de fonds, etc.

• Expérience dans le travail de politique et de plaidoyer aux niveaux local, national et international;

• Compétences de gestion financière pour le suivi opérationnel du le budget et la capacité à identifier les domaines d'investissement pertinents;
