Contexte
Le Tchad est soumis à des aléas météorologiques divers tels que des inondations et des vents de sable déstabilisant les productions céréalières et pastorales. Au cours de la campagne agricole 2015-2016, le déficit céréalier tchadien a accusé une baisse de 12% par rapport à l’année précédente et d’environ 10% comparée à la moyenne des cinq dernières années.
Pour répondre aux défis existants dans les pays de la zone sahélienne, l´Union européenne a crée un nouvel instrument dont le but est de répondre aux crises récurrentes de la région, le Trust Fund. Oxfam, ACF et CARE ont formé un consortium pour répondre à cette situation à travers :
- L’amélioration de l’accès équitable des jeunes, des femmes et des personnes à risque de vulnérabilité migratoire aux opportunités économiques ;
- L’amélioration de la sécurité nutritionnelle des communautés vulnérables ;
- Le renforcement de la gouvernance des structures locales de développement et la cohésion sociale des communautés.

Quines seran les teves funcions? 
  • Accroitre l’impact des programmes d’Oxfam au Tchad en travaillant en étroite collaboration avec les équipes nationales et régionales ;
  • Apporter leadership, coordination et appui stratégique à la qualité des programmes en veillant à ce que le genre, l’approche basée sur les droits et l’influence soient intégrés dans le plan MEAL ;
  • Définir un système MEAL pour le Trust Fund, qui respecte les standards et normatives d’Oxfam en matière de Suivi, Evaluation, Apprentissage et redevabilité et l’approche genre et protection (CAMSA) et qui soit cohérent et complémentaire avec les autres membres du consortium ;
  • Assurer la conduite des évaluations, études et autres analyses thématiques dans la zone du projet.
  • Les différentes fonctions se repartiront de la façon suivante :

            -Amélioration de la qualité des programmes     - 65%
            -Construire des équipes efficaces de programme – 30%
            - Engagement actif dans l’équipe de gestion Pays – 5%

Què estem buscant? 
  • Expérience préalable de 7 ans au moins dans le travail d’organisation et de gestion d’un système de Suivi, Evaluation et Apprentissage de projet ou programme de développement rural ;
  • Capacité à conduire des évaluations complètes d’action liées à toute phase du continuum urgence, réhabilitation, protection ou développement ;
  • Excellente compréhension de tous les aspects de la qualité des programmes, y compris les problèmes pratiques auxquels sont confrontés les gestionnaires ;
  • Expérience dans la gestion efficace du cycle de programmes dans le développement, influence et travail humanitaire
  • Aptitude démontrée à réfléchir stratégiquement, à influencer et à diriger les autres sur la qualité du programme ;
  • Formation universitaire en agronomie, environnement, élevage, sociologie, économie, statistiques ; formation complémentaire en action humanitaire, développement rural, sécurité alimentaire et Wash ;
  • Capacité à organiser et gérer des formations touchant aux processus et aux résultats des systèmes de Suivi, Evaluation et Apprentissage ;
  • Bonnes capacités d’analyse, d’autonomie et de prise d’initiative ;
  • Langues: excellente connaissance du Français. La maitrise de l’anglais est un atout;
  • Gestion d´équipe et capacité à promouvoir un esprit d´équipe au sein du consortium ;
  • Sens du professionnalisme et efficacité au travail;
  • Bonne maîtrise des logiciels Word, Excel, SPPS, Access et Power Point ;
  • La connaissance d’Oxfam et du contexte tchadien sont des atouts.

Lieu de travail : Moussoro mais avec des déplacements de terrain, ainsi que des visites en capital ;
