Solid Waste management in Iraq is a country-wide issue. It is observed that wastes are indiscriminately dumped in open spaces, along rivers and water channels. The indiscriminate practice of dumping of solid wastes in open areas and bodies of water which causes clogging of main drainage channels, contamination of surface water and served as breeding sites for flies and rats. Such situation increases public health risks.

The Solid Waste collection especially in the urban neighbourhoods has been disrupted due to the conflict. Municipalities are not able to provide enough budgets to cope with the increasing demand for solid waste collection services (with the increased population due to displacement and presence of informal settlement) hence frequency of collection is also intermittent.

Placé/e sous la supervision directe du Directeur de pays et elle/ il devra s’assurer de gérer et fournir des services proactifs, efficaces et efficients de gestion financière et de comptabilité, en assurant la redevabilité et garantissant un bon suivi des ressources financières des programmes de la mission.

Principales responsabilités
Gestion Financière – 40%
•    Réaliser les budgets des différents programmes du pays en collaboration avec les Responsables des programmes et les équipes de terrain, sera responsable de
•    Élaborer la planification financière des programmes, l’allocation des projets aux différents bailleurs de fonds possibles, en collaboration avec la région/ siège,
•    Effectuer le suivi budgétaire régulier de la mission et rapporter au Directeur des Operations, aux différents Managers, aux bases, a la région et siège.
•    Analyser et suivre des différents contrats de financement des programmes, en révisant l'information qui est élaborée sur le terrain et en tenant compte les conditions établies par les bailleurs de fonds.
•    Réviser et/ou élaborer les budgets des demandes de financement aux bailleurs ainsi que les rapports financiers et garantir que les critères et normes des différents bailleurs de fonds pour chaque projet sont suivis
•    Conjointement avec le Directeur Pays, et en coordination préalable avec le Gestionnaire de Ressources financières de la région et siège, rencontrer les différents bailleurs de fonds dans le pays pour connaître leurs lignes de financement et établir des contacts avec eux en cas de besoin d'un cofinancement

Gestion financière des partenaires – 20%
•     Assurer une évaluation et un suivi efficaces de la gestion des finances des partenaires
•     Fournir, le cas échéant, une formation sur le renforcement des capacités en matière de pratiques de gestion financière, avec l'appui du comptable des bailleurs de fonds.
•    Vérifier la qualité et examiner les rapports financiers des partenaires et veiller au respect de l'accord du partenaire et / ou des exigences des donateurs

Comptabilité et trésorerie du projet – 20%
•    Paramétrer SAGA/ SAP avec les données des projets à exécuter et les contrats de financement existants,
•    Garantir l’enregistrement périodique des frais dans SAGA/ SAP de tous les projets à sa charge
•    Assurer la formation et suivi des responsables support de terrain et des collaborateurs comptables le cas échéant
•    Élaborer les clôtures mensuelles comptables et l'envoi de ces dernières a la région et siège
•    Responsable de tous les paiements des programmes d’action humanitaire et de développement, toujours en coordination avec le Directeur Pays
•    Contrôler la caisse et les comptes en banque du programme humanitaire et développement enregistre et contrôle toutes les entrées et des sorties de paiements et d'avances
•    Élaborer les prévisions/besoins de trésorerie mensuelle pour transferts des fonds par le siège.
•    Planifier et gérer les transferts de fonds aux bases.

Gestion du personnel – 10%
•    Gestion de performance, établissement des objectifs, évaluation mi-parcours et finale, du personnel sous votre direction notamment du chargé des finances, le comptable du programme, caissier, archivistes.
•    En tant que responsable fonctionnel de la finance, aider à la gestion des autres membres de l'équipe financière.
•    Gestion fonctionnelle des responsables support dans les bases.

Autres - 10%
•    En collaboration avec le DOO et les DOP, recruter le personnel financier.
•    Représenter le DOO en cas de besoin
•    En collaboration avec la chargée de conformité assurer que toute la documentation financière et juridique relative aux procédures financières d'Oxfam et au programme soit maintenue conformément aux normes d'Oxfam
•    Coordonner le processus de suivi de l'audit et fournir des rapports d'étape à la CR sur toutes les vérifications.
•     Assurer des pistes d'audit claires et superviser la préparation / tenue des comptes pour les audits externes.
•    Assurer la liaison avec le service d’audit interne et le directeur régional des finances et des systèmes pour organiser et coordonner les audits internes et externes.
•    Avec le soutien d'autres membres de l'équipe de gestion du Tchad, faire le suivi et donner suite aux recommandations de vérification.

Profil requis
•    5 ans d’expérience dans des postes identiques
•    Deux années d’expérience dans un poste de supervision et de gestion des calendriers des bailleurs et la production de rapports bailleurs.
•    Forte capacité de planification financière et d'analyse des besoins actuels et de faire des recommandations pour les changements
•    Capacité d'élaboration et production des outils de gestion financière
•    Connaissance des exigences des bailleurs de fonds institutionnels, en particulier les accords de partenariat ECHO, DFID, des Nations Unies.
•    Capacité à prendre des décisions
•    Capacité et volonté de travailler et de communiquer efficacement dans une équipe
•    Une volonté de travailler sous pression et de voyager dans des environnements potentiellement dangereux
•    Word et Excel indispensable, SAP
•    Droit social, comptabilité
•    La connaissance des lois locales tchadiennes en matière de gestion financières, taxes, impôts etc. sera un plus.
