  • Diriger et élaborer la planification financière annuelle et pluriannuelle, le budget pays annuel et les budgets des différentes propositions aux bailleurs des fonds, en collaboration avec l’équipe de coordination dans le bureau pays et les équipes terrain des différentes bases ;

  • Au moins 2 ans d’expérience dans des postes similaires dans des ONG internationales dont au moins 1 an d’expérience dans des contextes d’urgence ;
  • Expérience de travail avec des bailleurs de fonds. Connaissance des procédures, normes et exigences des bailleurs de fonds. Capacité à gérer des budgets à multiples bailleurs ;
  • Connaissance et expérience de travail en Afrique ;

Job Purpose

The West Africa Extractive Industries Program Coordinator will support Oxfam to develop programming on extractive industries in countries across the region (including links to civil society in countries where Oxfam does not have a presence).The position will coordinate Oxfam country programs in WAF on strategies, program design and fundraising opportunities. • Identify fundraising opportunities and support proposal development
• Facilitate extractive industries program (including advocacy, campaigning and gender) capacity-building and training.

• Design and execute cross-program learning exchanges.
• Support regional influencing work at ECOWAS, WAEMU and AU level, in coordination with regional policy leads
• Participate in monitoring and evaluation of emerging country extractive industries programs.
• Represent Oxfam regionally on extractive industries issues, networking and relationship building with partners, allies, funders, ‘targets’, academics, researchers, civil society.
• Contribute to Oxfam’s ‘worldwide influencing network’ by connecting West African organisations working on extractive industries, including gender and extractive industries, into Oxfam programming (particularly influencing) work in WAF and globally, particularly in Oxfam countries that are home to mining companies.
• Collaborate with peer and cross-functional management teams to execute plans.

Technical Skills, Experience & Knowledge

Essential
• A university degree in Law, Economics, social or environmental sciences or other relevant fields.
• Sound experience, in advocacy, international development, human rights and/or environmental fields, at least two of which are specifically dedicated to program and/or advocacy work on extractive industries issues
• Experience in policy dialogue, advocacy and lobbying with government and private sector actors and proven ability in social research and macro policy analysis.
• Strong communications and IT skills in a variety of media. Ability to use new technology and social media to convey complex ideas in thoughtful, creative ways, and ability to tailor communication to a variety of different audiences
• Fluency in written/oral English or French and working knowledge of the other one
• Enthusiasm for and commitment to Oxfam International’s values and mission, and commitment to promoting gender equity and the interests of marginalised people in all advocacy work
• Ability and willingness to travel including in remote and conflict affected areas

Desirable
• Experience of carrying out or contracting extractives industries program and influencing capacity building and training for civil society organisations is a strong advantage

Job Purpose

To lead and effectively contribute to the development of regional and country level capabilities in programmes that address emergency food security and livelihood vulnerability. These include programmes that enable food- and livelihood insecure communities and households to anticipate, mitigate and recover from food insecurity and also reduce their vulnerability to food and livelihood insecurity.

• Provide regular updates about the structure, functioning and dynamics of agri-food markets at national and regional levels
• Provide region-wide advice on climate and economic adaptation and appropriate short-term and long-term policy responses to food crises
• Contribute to Oxfam’s global campaigning work supporting evidence-based policymaking and influencing work. Feed into the OI Economic Justice Campaign on Agriculture and help build links between Rights in Crisis & Economic Justice campaigns
• Contribute to the Climate Change Adaptation and Disaster Risk Reduction and Emergency Food Security and Livelihoods teams through participation in inductions, regional meetings, external representation, responses to enquiries, and taking part in strategic planning discussions

Emergency response

• Advise on if, when and how Oxfam should be scaling up programme activities in the face of food or livelihoods crises
• Function as the regional technical lead in EFSVL programming & in responding to regional an country level Category 2 emergencies, taking an active and hands on role in assessing impact, advising on appropriate interventions, and operationalizing when necessary

Partnership and Coordination

• When accurate, develop effective partnership with key stakeholders including local organisations, NGOs, Civil Society, Government and private sector as appropriate.
• Support the development, implementation and communication of Oxfam’s strategy in the area of vulnerable livelihoods
• Facilitate linkages with external organisations working on EFSLV and social protection
• Contribute to the development of a monitoring framework for OI’s work on key aspects of food security and livelihoods adaptation

Programme support

• To build on and use the emergency food and livelihood security and vulnerability programming & in the various countries in the region to help design, lead and coordinate effective interventions that enables responses to and recovery from food insecurity crisis and to prevent, mitigate and prepare for future food security crises both in countries and within the region.
• Engage with global EFSL team on researching and developing EFSVL issues specific to urban areas
• Advise programme staff and managers on issues of programme quality and to support global programme cycle management (planning, monitoring, implementation and impact assessment).

Regional humanitarian capacity development

• Ensure capacity development of EFSLV staff in the region, through training, accompaniment and coaching
• Establish and maintain an ongoing understanding of the current capacity of country teams to analyse vulnerability and risks to food and livelihood security and design appropriate EFSVL responses

Technical Skills, Experience & Knowledge

Essential

• Postgraduate qualification in food security, development, climate change or a related field of study
• Experience managing food security emergency programmes including design, implementation, coordination and monitoring
• Proven ability, and preferably experience in working in areas of chronic poverty and inequality, evaluating the impact of livelihoods interventions and of the analytical principles that structure household economic analysis and sustainable livelihoods
• Fluency (written and oral) in either English or French and working knowledge of the other one
• Enthusiasm for and commitment to Oxfam International’s values and mission, and commitment to promoting gender equity and the interests of marginalised people in all advocacy work
• Ability and willingness to travel extensively to remote and conflicting affected areas sometimes for prolonged periods

Assessments:

• Provide assessment reports with key recommendations for the design and implementation of water, sanitation, community mobilisation and health promotion activities.
• Build the capacity of Oxfam staff and partners in conducting assessments on public health issues.

Emergency Programme Implementation:
• Give technical input to country teams, Oxford and the RHC to assist in “go/no-go” decision-making
• When required, assist with the start-up of new humanitarian response programmes and provide ongoing support to programme managers and the WASH team as required throughout programme implementation.
• As necessary facilitate the recruitment, training and supervision of public health engineers and health promoters. This may involve coordinating the mobilisation of HSPs and providing support with the production of job descriptions, work schedules, training plans and appraisals
• As a member of a multidisciplinary Oxfam Regional Humanitarian Team, monitor the effectiveness of activities and the continuing level of humanitarian need in the region.
• In certain cases, be deployed during the first phase of a large-scale emergency response as an acting senior public health coordinator

Technical/Programme Advice:
• Act as a resource person for WASH staff in the region on hardware and software technical questions, in particular related to innovation, R&D, and new technologies in public health engineering
• Promote the integration of key cross-cutting issues in public health programming including HIV/AIDS, protection concerns, gender, and conflict-sensitivity.
• Promote adherence by public health staff and programmes to relevant standards and guidelines, including Sphere, NGO/Red Cross Code of Conduct and Oxfam’s global emergency guidelines and protocols

Monitoring, Evaluation and Learning:
• Assist public health programmes in developing proper systems for the collection and analysis of public health information and data
• Upon request conduct or participate in learning events associated with public health programmes (learning reviews, real-time evaluations, project evaluations etc.)
• Document cases of best practice in the region, and promote information-sharing and learning across country programmes and between the region and Oxford

Representation and Networking:
• Act as the focal point for global public health initiatives, coordinating between Oxford and countries in the region
• Represent Oxfam in external public health coordination meetings and other events with government officials, UN, donors, and other NGOs.

Technical Skills, Experience & Knowledge

Essential
• University degree  in water and sanitation, engineering, or public health or equivalent
• Strong practical experience of water and sanitation programming in multiple developing countries, including significant experience in complex emergency contexts
• Experience in integrated public health programming (combining water and sanitation with public health promotion), and a demonstrated understanding of health promotion approaches and methodologies
• Fluency (written and oral) in either English or French and working knowledge of the other
• Enthusiasm for and commitment to Oxfam International’s values and mission, and commitment to promoting gender equity and the interests of marginalized people in all advocacy work
• Ability and willingness to travel extensively to remote and conflicting affected areas sometimes for prolonged periods

Desirable
• Experience in delivering training and developing staff and partner capacity. Ability to take on a coaching and mentoring role.
• Knowledge of an additional regional language/ spoken in West African would be desirable
