Responsabilités/tâches principales
Management Stratégique et Leadership transformationnel (30%)
•    Sous le leadership du Directeur Pays, coordonner le développement stratégique du Programme
•    Assurer le leadership stratégique et technique de la conception, du développement, de la planification budgétaire, de la mise en œuvre et du suivi de la stratégie Pays (OCS) d’Oxfam Tchad
•    Assurer le lien et la collaboration entre les différents axes programmatiques
•    Initier, Coordonner et conduire le programme unique « Oxfam’s One program » d’Oxfam Tchad et assurer son alignement à la vision et aux objectifs de la Stratégie Pays (OCS)
•    Participer au processus d’élaboration du budget annuel, conduire le processus budgétaire du programme et assurer une supervision générale et continue du budget programme.
•    Transformer et motiver l’Equipe Programme à travers une influence idéalisée, la stimulation intellectuelle et la considération individuelle
•    Encourager l`équipe programme á trouver une manière de défier le statuquo afin d’innover

Développement et gestion des programmes (40%)
•    Assurer la mise en œuvre du programme Pays avec un impact concret en conformité avec le budget et les exigences bailleurs
•    Assurer la qualité de l’ensemble du programme Pays
•    Conduire le développement de la qualité de programmation en conformité avec la vision 2020 et la Stratégie Pays d’Oxfam (OCS)
•    Avoir une vue générale des plans d’amélioration des projets et programmes afin d’assurer la mise en œuvre effective et dans le cadre prédéfini des projets et programme en collaboration avec le coordinateur MEAL et le coordinateur Finance
•    Assurer la disponibilité de ressources (Finance et RH) adéquates pour la mise en œuvre des ambitions du Programme pays et s’assurer de la gestion efficiente de ces ressources.
•    Assurez que les programmes d'Oxfam sont en conformité avec les exigences des bailleurs contractuels et que tous les rapports sont produits à temps et sont de bonne qualité
•    Développer des synergies entre les partenaires d'Oxfam pour renforcer le partage d'expérience et le lobbying/la capacité de plaidoyer au niveau national
•    Interagir avec les éventuels bailleurs afin de recevoir, au profit d’Oxfam Tchad, de nouveaux fonds ou une augmentation des fonds programmes.
•    Interagir avec les autorités publiques, le secteur privés et institutions académiques et toute autre partie prenante
•    Coordonner et mettre en en œuvre des plans et programmes consensuels, intégration des programmes humanitaire et de développement sur la base d’une approche commune
•    Assurer le lead du développement des programmes de résilience multisectoriels.
•    Assurez une participation active des partenaires d'Oxfam dans tout le Cycle de Gestion de Programme et renforcer les capacités des partenaires dans les domaines pré-identifies.
•    Assurez que les programmes sont mis en œuvre de manière participative et transparente et qu’ils sont sensibles au genre
•    Faire de la Responsabilisation des Femmes une priorité pour le programme d’Oxfam au Tchad
•    Assurer la représentation d’Oxfam (suivant délégation du Directeur pays) dans les forums programmatiques externes si nécessaire
•    Assurer la qualité du portefeuille de partenaires avec une référence spécifique à l’identification des partenaires stratégiques et ceux de mise en œuvre en construisant et maintenant ces relations afin de mettre en œuvre des programmes de qualité en renforcent la capacité des partenaires.
•    Gérer, suivre et assurer la cohérence et la coopération entre les programmes et sous-projet
•    Garantir un reportage de qualité et à temps envers OI et les bailleurs

Gestion et développement de l’équipes programme (30%)
•    Coacher l`équipe Programme pour mettre en œuvre la Stratégie Pays, assurer le leadership, inspirer, et guider et s’assurer que la gestion l`équipe programme est en conformité avec les politiques et procédures d’Oxfam,
•    Fixer des objectifs et inciter l`équipe programme à accroitre son niveau de performance en fournissant des opportunités de développement personnel et professionnel
•    Assurer que le staff sous sa supervision démontre de bonnes pratiques en termes de ressources humaines et se conforme aux politiques et procédures d’Oxfam
•    S’assurer que l’équipe programme intègre le travail de MEAL, de Genre, d’Influence et de gestion des connaissances et la communication. Fournir un appui professionnel pour l’amélioration de leurs fonctions spécifiques.
•    Participer et contribuer de manière significative au renforcement de l’équipe de Direction et de gestion du Tchad.
•    Avoir la capacité d’analyser et communiqué sur des informations complexes avec une audience globale
•    Jouer le rôle clé de prise de décision pour l’unité de programme et de manière proactive et réactive
•    Participer au recrutement et la gestion des agents de l’équipe programme conformément aux politiques d’Oxfam, tout en s’assurant qu'ils aient l'induction nécessaire, la formation et l’appui requis.
•     Mettre en œuvre le système de gestion de performance d'Oxfam avec tous les rapports directs, assurer des objectifs de travail clairs et les revues des performances des agents en fin de contrats, et développer le système de gestion de performance dans le programme lorsque cela est possible.
