Objectifs de l’équipe
Le/la MEAL Officer fera partie de l’équipe Programm Quality and Funding Development (PQFD), dont les objectifs sont :
- La qualité des programmes. Assurer la qualité du programme en accord avec les standards d’OI et avec la responsabilité vis-à-vis des populations, des partenaires, des bailleurs de fonds et de l’organisation dans un cadre d’intervention CAMSA.
- Le développement des fonds. Lever des fonds pour les programmes d’OI en Haïti, assurer la qualité des propositions et la cohérence des relations avec les bailleurs de fonds institutionnels et non institutionnels, et apporter son soutien aux équipes des programmes multisectoriels et du bureau dans la planification, l’obtention et la gestion des fonds et des contrats et relations avec les bailleurs de fonds

Objectifs du poste – responsabilités principales
Sous la supervision fonctionnelle du Responsable de Qualité des Programmes et Développement des Fonds (PQFD), et la supervision directe du Programme Manager, et en étroite collaboration avec les autres membres de l’équipe MEAL d’OXFAM en Haïti, l’officier (e) MEAL sera chargé (e) d’apporter un soutien technique aux équipes dans la planification, le suivi, l'évaluation, la recevabilité et l'apprentissage en conformité avec les normes d'Oxfam en matière de qualité de programme, ainsi que d’appuyer la documentation et la diffusion des meilleures pratiques et des leçons apprises des programmes et des projets pour l'apprentissage institutionnel.  Fournir un appui technique aux équipes du Programme  dans le développement, la mise en place et/ou la révision des outils de suivi-évaluation, la rédaction des rapports mi parcours et finaux ainsi que et  la  redevabilité et d’autres taches   jugées utiles pour  la bonne marche des projets.

MEAL SYSTEM DEVELOPMENT (5%)
•     Soutenir les équipes programmatiques dans l’élaboration ou la révision des cadres logiques et les analyses de besoins lors de la conception et mise en œuvre des projets d’urgence;
•    Assurer la révision et/ou développement des MEAL frameworks et des questionnaires d’enquête et autres systèmes de collecte et analyse de données : PDM, Lignes de base, et autres  ;

SUIVI ET EVALUATION (55%)
En lien avec les équipes, partenaires et les Sector Managers, élaborer et adapter des outils quantitatifs et qualitatifs de collecte de données qui prennent en compte les thématiques transversales comme la GRD, la Protection, le  Genre, la Gouvernance et le Plaidoyer ;
•    Recueillir et analyser des données quantitatives et qualitatives sur les indicateurs et partager recommandations aux équipes et partenaires ;
•    Appuyer les équipes dans l’établissement et la gestion des bases de données ; 
•    Effectuer des visites de terrain et produire des rapports avec recommandations pour les projets ;
•    Avertir le Programme manager des risques et opportunités liés aux projets ;  ; 
•    Avec les équipes, mettre à jour la base de données de bénéficiaires ;
•    Assurer que tous les fichiers et données MEAL sont bien organisés et accessibles ; 
•    Assurer le suivi et la qualité du mécanisme de plainte et de feedback communautaire, et proposer au besoin des recommandations pour l’améliorer ;

REDEVABILITE (5%)
•    Avec les équipes du projet, contribuer au développement des stratégies de redevabilité pour les projets ;
•    Partager les informations, recommandations et leçons apprises aux partenaires et équipes ;

RAPPORTAGE (20%)
•    Rapporter régulièrement les informations sur les missions de monitoring au Gestionnaire du projet pour intégration dans les rapports de suivi ;
•    Appuyer le Gestionnaire du Projet et le Directeur de Programme dans la rédaction des rapports aux bailleurs ;
•    Appuyer l’équipe PQFD dans la révision finale des rapports aux bailleurs ;

FORMATION (10%)
•    Analyser de manière régulière les besoins de staff et partenaires en matière de suivi, évaluation et rapportage ;
•    Renforcer les capacités des partenaires et des équipes par rapport aux outils de suivi et évaluation ainsi que rapportage ;
•    Assurer la compréhension commune du personnel et des partenaires du cadre du Suivi-évaluation et apprentissage et les processus ;

EVALUATION, REVISION ET APPRENTISSAGE (5%)
•    Soutenir les monitoring reviews et évènements d’apprentissage
•    Partager les leçons apprises et résultats d’évaluation/monitoring reviews/évènements d’apprentissage avec les équipes et suivre la mise en œuvre de ces leçons

AUTRES
-    Remplir toute les autres fonctions déléguées par son supérieur hiérarchique.
-    Participer et contribuer à d’autres projets transversaux dans le pays et la région ou dans des institutions considérées pertinentes par le Directeur Pays.

Compétences techniques, expérience et connaissances essentielles
ESSENTIELLES
•    Engagement aux buts et aux objectifs d’Oxfam y compris l’égalité de genre et la justice sociale
•    Diplôme en sciences sociales (Sociologie, Droit, Statistiques, Socio-Economie, Développement International) ou tout autres disciplines connexes ;
•    Au moins 3 – 5 ans d’expériences de travail dans une ONG, organisation internationale ou autre organisation à but non-lucratif, avec au moins 2 ans d’expériences en suivi-évaluation de projet de humanitaire et /ou développement ;
•    Expérience pertinente sur le suivi et l’évaluation des projets dans un contexte humanitaire et /ou d’urgence ;
•    Excellente maitrise des logiciels Windows : Word, PowerPoint, Ms Project, Outlook et Excel en particulier ;
•    Expérience avérée dans la préparation et la conduite d’enquêtes de terrain (enquêtes Capacités, Attitudes, Pratiques et Comportements, post distribution Monitoring, etc.) et l’élaboration d’outils de collecte et questionnaires ;
•    Bonne maitrise des techniques d’enquête et différentes méthodes d’échantillonnage applicables en milieu urbain et rural, dans un contexte humanitaire et/ou de développement
•     Expérience avérée dans la collecte de données sur supports digitalisés et bonne maitrise des logiciels couramment utilisés  (ODK Collect, MOBENZI, CommCare, etc.) ;
•    Expérience avérée dans le développement et la mise en œuvre d’outils et approches qualitatives en matière de monitoring et d’évaluation ;
•    Esprit d'équipe, qui est capable de développer de solides relations de collaboration et d'influencer les collègues, ainsi que de transmettre ses connaissances ;  
•    Réactivité, sens de l’initiative, rigueur dans l’exécution de ses taches quotidiennes, mais flexibilité dans son organisation ;
•    Bonne gestion du temps de travail et capacité à travailler sous pression ;
