Responsabilités 

Nous recherchons un Wash coordinateur pour notre mission au Tchad. Placé sous la supervision directe Directeur Pays et sous la responsabilité fonctionnelle du référent technique WaSH au Siège, il devra assurer la cohérence et la qualité des programmes WASH dans le pays.

Contexte
Oxfam Intermon intervient en eau, hygiène et assainissement au Tchad depuis 2007 dans le cadre de l’assistance aux populations réfugiées du Soudan (camps de réfugiés de Djabal et Goz Amir) et auprès des populations déplacées internes (IDP sites de Habile et Aradib). Depuis lors, Oxfam au Tchad a développé une compétence wash pour plusieurs contextes d’intervention (populations déplacées, crise alimentaire et nutritionnelle, épidémies de choléra, inondations) et cela dans une approche d’assistance mais aussi de résilience.
Sur l’année 2013, quelques 11.000 personnes sont arrivées au Tchad fuyant les violences de la RCA et ont été enregistrées par l’UNHCR. Une mission d’évaluation Oxfam, menée en novembre 2013 a identifié un peu plus de 3.500 personnes supplémentaires, non-enregistrées dans les régions du Mandoul et du Logone Oriental, ce qui laisse présager que cette tendance existe dans les autres zones frontalières du Tchad. L’arrivée de la mission SANGARIS début décembre 2013 a permis le contrôle des groupes Seleka et leur désarmement partiel. Ce désarmement a ouvert la porte à des représailles de la part des milices villageoise Anti-Balaka qui s’étaient formées au cours de l’année. Face à ce cycle de représailles à l’encontre des musulmans présents en Centrafrique, fin décembre 2013, le Gouvernement Tchadien a lancé une vaste opération de rapatriement des populations Musulmanes Tchadiennes de RCA. En parallèle à cette opération de rapatriement, des centaines de milliers de personnes se sont déplacées pour trouver refuge dans les pays frontaliers (RDC, Congo Brazzaville, Cameroun) et au Tchad. Face à cette situation, et suite à la mission exploratoire réalisée en novembre 2013, Oxfam, via l’affilié Oxfam Intermon, vient en aide depuis février 2014 aux populations retournées, refugiées installées dans les villages hôtes et populations locales dans 22 villages dans les départements du Bahr Sara, du Nya Pende (Mandoul-Logone Oriental) et dans le site de transit de la ville de Sido, Grande Sido (Moyen Chari). Cette aide se fait à travers une stratégie d’intervention qui combine une approche urgence (2014-2015) et à partir de 2015 une approche de renforcement des capacités de résilience communautaire et favorisant l’intégration des déplacés au sein des communautés hôtes.
Outre cette réponse humanitaire au sud du Tchad, les équipes wash - notamment dans des actions liés à la prévention de malnutrition- travaillent en étroite collaboration avec les équipes de moyens d’existence et sécurité alimentaire dans le centre du Tchad (Guéra) dans le cadre d’un projet visant à améliorer la résilience communautaire face aux crises récurrentes d’insécurité alimentaire et nutritionnelle.

Objectif du poste
Le Wash Manager devra assurer la cohérence et la qualité des programmes WASH dans le pays. Il est chargé de la supervision des équipes opérationnelles affectées à son programme. Il est le garant de la bonne exécution et de la qualité du programme mis en œuvre, et le cas échéant, propose des ajustements ou des développements pour en garantir la pertinence.

Responsabilités
Assurer la qualité des projets WaSH en veillant au respect des standards OXFAM ;
Développer les activités WaSH en lien avec la gestion intégrée de la ressource eau et la gestion durable des déchets.
Coordonner avec les autres agences présentes et autorités locales et nationales les activités Eau, Assainissement et Promotion de la Santé et de l’Hygiène.
Améliorer ou développer les outils de suivi et de capitalisation des projets WaSH
Contribuer à l’analyse des nécessités humanitaires du pays dans le domaine de la santé publique en fournissant des informations appropriées au RPAH
Contribuer à l’analyse du contexte en eau, hygiène et assainissement dans une perspective de résilience en fournissant des informations appropriés au RPMESA
Assurer la coordination avec les départements support (logistiques – adminRH – finances-MEAL

Profil requis 

Diplôme universitaire de niveau minimum BAC + 4 dans l’un des domaines suivants : Ingénierie, spécialités Hydrogéologie, Environnement (ou autres études d'ingénierie en coopération et/ou aide humanitaire).
Expérience minimum de 2 ans à des postes similaires dans des programmes humanitaires Wash,
Bonne maîtrise des programmes informatique Word, Excel, Power Point, Outlook etc.
Langues : maîtrise du français requise, anglais est un plus.
Maîtrise du français (oral et écrit). Anglais souhaitable.
Bonne connaissance du cycle du projet et habilités pour la rédaction de rapports et propositions de projet.
