Oxfam Intermon is looking to fill the position of - Humanitarian Manager as part o the Rapid Response Team (RRT) for the International Cooperation Department.

Reporting to the Humanitarian Director, the selected candidate will provide an efficient response of Oxfam in the context of humanitarian crisis (chronical, rapid and slow onset).

This is a Barcelona/Madrid or home based position (we will consider both) on deployment basis: Field work (75% approx.) which includes emergency response in its different stages (response, recovery) as well as preparedness; team support/trainings and other tasks assigned by the supervisor.

Headquarters work is approximately 25%.

Responsibilities of the position

Oxfam Intermon proposes an integrated model within Humanitarian and Development. This position will provide an efficient response to humanitarian crisis assuring the connection with countries development teams, HQ development programs and country/regional strategies.

To direct and manage the humanitarian response programmes in the country designated, and coordinate with other Oxfam International affiliates.

Coordinate and manage the Humanitarian Response Team in country

Identify and ensure that the Humanitarian projects/programmes answer to Oxfam intervention policy.

Carry out urgent and planned exploratory assignments for the Humanitarian Action department.

Implement missions in emergency situations to guarantee a quick deployment of resources and activities.

Analyse and identify the reality of the context, the needs and the adaptation of human and financial resources.

Plan and control the budgeted expenses for the assigned response.

Represent Oxfam alongside the humanitarian agencies, the governmental authorities and the media on the field.

Provide support to the Country Office during the Emergency Responses in its different stages (response, recovery, rehabilitation).
Contribute to insure a good level of preparedness in country offices.

Provide trainings and capacity building support to programs and teams, in order to strengthen the humanitarian capacity in countries.

Conduct gap filling of Emergency Managers when needed

Experience and Skills


Advanced degree in international development studies, humanitarian aid or other related topics.

Minimum of 3 years experience in Humanitarian programmes as Head of Mission, Head of Programmes, Field Manager.

Experience in emergency programmes is mandatory.

Languages: advanced level of English and French. Spanish will be a plus.

Result orientated and organisational capacity and vision for overall program improvement.

Staff management skills.

Team work and collaboration, ability to engage with the teams at both field and headquarters level.

Team building capacities.

High flexibility and adaptation to change.

Sensitive to gender issues and right based approach.

Availability to stay on the field, with no notification, at any time and in any country for the necessary time.

Annual Gross remuneration: 38.733 euros.

12 months contract.

Responsable du suivi administratif des contrats de financement signés et mis en oeuvre dans le pays et de la coordination des équipes de programme sur les aspects de gestion administrative des contrats.

Responsable de la correcte information des personnes de référence au niveau pays et au siège sur les opportunités de financement existantes, les proposals en cours de développement et les communications faites aux bailleurs sur des contrats en cours (rapports, demandes, requêtes, évaluations, extensions).

Contribue à la mise en oeuvre, au suivi et à l'actualisation de la stratégie de financement du pays.

Profil requis


Formation Universitaire en sciences économiques, sciences sociales et spécialisation en coopération internationale ;

Expérience dans l'identification, la formulation, le suivi et la justification de projets d'action humanitaire et/ou de développement ;

Excellentes capacités d'expression écrite et esprit de synthèse ;

Expérience de travail avec les bailleurs de fonds, notamment ECHO, UE, agences UN, et AECID (gouvernement espagnol), coopération espagnole décentralisée ;

Excellente maîtrise du français et de l'anglais, tant oral qu'écrit. L'espagnol est un plus ;

Très bonne connaissance et pratique des programmes informatiques Excel, Word ;

Flexibilité et capacité d'adaptation dans des contextes instables; capacité à travailler sous pression ;

Capacité de travail en équipe ;

Rigueur et sens de l'organisation ; capacité de planification ;

Oxfam Intermon recherche un Spécialiste Santé publique et promotion de l'hygiène placé sous la supervision du Coordinateur Eau, Assainissement et hygiène du siège. L'objectif de ce poste est d'améliorer la qualité des activités de promotion d'hygiène et d'assainissement dans les programmes Wash d'Oxfam.

Ce spécialiste effectuera, pour 80% de son temps, successivement des missions d'appui au terrain, de réponse d'urgence ou de « gap filling » dans différents programmes humanitaire et de résilience. Il contribuera, pour 20% de son temps à la définition des programmes et objectifs Wash avec l´équipe du Siège, cette partie de l'activité peut être basée à Barcelone ou à domicile.

Responsabilités

Responsabilité principale : réponse d'urgence
Evaluations, identification des besoins et activités PHP (Public Health Promotion) pour fournir une réponse humanitaire efficace et rapide.
Évaluer les risques de Santé publique liés à l'Eau, l'Assainissement et des pratiques d'Hygiène. Assurer une réponse rapide et efficace en cas d'urgence.
Avec l'équipe Watsan, choisir et recommander des activités PHP appropriées adaptées au contexte culturel et en consultation avec la population affectée.
Évaluer, mettre en oeuvre des activités de santé et de promotion d'hygiène avec la participation communautaire.
Travailler en étroite collaboration avec les équipes Watsan.
S'assurer du respect des principes d'égalité dans nos activités (l'approche de genre, la protection et le VIH/SIDA).
Planifier et suivre les dépenses logistiques liées aux activités PHP.
Identifier et évaluer les communautés et les promoteurs de santé locaux, leurs capacités, ainsi que les acteurs Wash humanitaires et acteurs gouvernementaux.
Contribuer à l'écriture de propositions et de rapports.

Profil requis


Minimum 3 ans d'expérience em programmes humanitaires. Connaissance et expérience dans la mobilisation communautaire et promotion de la santé publique dans les cas d'urgence, en contextes ruraux et urbains, de préférence dans pays avec un profil humanitaire de haut niveau.

Qualification universitaire, domaine santé, promotion d'hygiène et eau et assainissement: Développement Social et Communautaire, anthropologue, éducateur social, etc.

Langues: français courant, bon niveau d'anglais et l'espagnol serait fortement souhaité.

Disponibilité à voyager avec anticipation courte. Il est évalué que 80 % du temps sera réalisé sur le terrain (durée de missions entre entre 4 semaines et maximum 3 mois).

To lead in implementing gender-sensitive community-level protection activities in particular, including formation of peer support groups, as well as protection monitoring and information dissemination and referrals guided by Oxfam’s policies and guidelines for managing information and the ICRC professional standards in protection work. The officer contributes to the team through the supervision of the protection component of the programme, strengthening capacity of programme staff and supporting local partner organisations, where appropriate.
