Contexte
Les populations de la Région du Lac Tchad sont sévèrement affectées par la crise alimentaire et nutritionnelle aggravée par la détérioration de la situation sécuritaire liée à la présence du groupe Boko Haram (BH) depuis les dernières années. Les raids du groupe BH, la forte militarisation de la zone (l’état d’urgence est toujours en vigueur jusqu´à ce jour), la persistance d’affrontements violents entre les éléments de BH et militaires, entrainent un climat de peur au sein des populations, ainsi que des déplacements encore réguliers dans la Région du Lac. Au Tchad, à ce jour, la crise affecte environ 257.000 personnes[1] et a provoqué le déplacement d’environ 124 765 personnes dont 89 010 déplacés enregistrés (12 464 retournés tchadiens) auxquels s'ajoutent 35 755 personnes estimées déplacées (CCCM - 04 octobre 2016).

Cette crise est venue aggraver des conditions de vie déjà précaires d’une grande majorité des populations de cette région, caractérisées par un manque d´accès aux services de base et à l’eau, par l´insécurité alimentaire et la malnutrition, la fragilité des moyens d’existence et par un faible accès à des infrastructures sanitaires adéquates. Face aux déplacements de populations encore réguliers et aux contraintes logistiques et sécuritaires de la zone, la réponse humanitaire est encore en deçà de la couverture des multiples besoins des populations déplacées et hôtes les plus vulnérables, particulièrement dans le nord du lac où les acteurs humanitaires restent rares.

Pour répondre aux besoins urgents des populations les plus vulnérables engendrés par cette crise dans le bassin du lac Tchad, Oxfam mène des actions d´urgence dans la cuvette Nord du Lac Tchad depuis juin 2016. La réponse apportée par Oxfam s’inscrit dans le cadre d’une stratégie d´intervention intégrée dans les secteurs WASH/moyens d´existence et sécurité alimentaire(MESA)/Protection. Elle permet de couvrir les besoins essentiels des populations affectées dans la zone ciblée principalement les déplacées et les hôtes pauvres et très pauvres et a un impact positif direct et immédiat sur les conditions de vie des bénéficiaires. Cependant, ces avancées nécessitent d´être consolidées pour permettre une protection et une amélioration des moyens d´existence des personnes déplacées et hôtes à moyen-terme ainsi qu’un accès pérenne aux services de base en EHA.

Objectif du poste
Le Food Security & Livelihoods Officer est responsable de la mise en œuvre opérationnelle des activités du programme sécurité alimentaire et moyens d’existence dans la région du lac Tchad. Il assure la planification et la gestion quotidienne des équipes sur le terrain, fait le suivi régulier des activités des projets, organise la collecte des informations relatives au programme, assure la coordination avec les autres départements IO sur la base et, le cas échéant, les partenaires locaux ; il donne un feedback régulier sur les activités du programme au FSL Manager et au Field Manager.

MESA : 70%

  • Participation dans l'évaluation, la conception et la capitalisation de la réponse Sécurité Alimentaire dans la région du lac Tchad
  • Prendre part à l’élaboration des nouvelles  propositions
  • Elaborer, organiser et analyser les données  et études nécessaires à la formulation de projets et sa planification avec le responsable Programme MESA
  • Participer à l’élaboration des budgets, des échéanciers, et des plans de travail avec le chef de base, le Responsable MESA et le reste de l’équipe du lac;
  • Participer au renforcement des capacités techniques des équipes SA d’Oxfam, en coordination avec le Coordinateur des programmes MESA: proposer les thèmes de formation et en assurer le suivi.
  • Appui le département logistique pour développer une base de données de fournisseurs locaux en respect des qualités et normes standards.
  • Participer à la révision de la stratégie sectorielle de la sécurité alimentaire pays
  • Assister et représenter Intermon Oxfam lors des réunions de sous Cluster Sécurité Alimentaire (Bagasola)

  • Faire une analyse stratégique continue de la situation des populations ciblées (IDPs et hôtes)
  • Participer a l’identification des opportunités pour nourrir la  stratégie d’Oxfam dans le Lac.
  • Assurer la cohérence avec les autres secteurs d’interventions du programme (Wash, Protection, Plaidoyer);
  • Conseiller sur les intégrations potentielles avec d’autres secteurs d’Oxfam (WASH, Protection) et du Genre ;
  • Participer efficacement au recrutement du personnel base/terrain Sécurité Alimentaire, en collaboration avec les équipes Ressources Humaines de la mission.
  • Participer au monitoring des indicateurs de suivi dans la Région du lac

Compétences requises

  • Au moins 5 ans d’expérience à des responsabilités similaires, incluant une expérience significative dans le suivi et le renforcement des connaissances des partenaires et une expérience significative dans l’analyse de la sécurité alimentaire.
  • Maîtrise du français, excellentes capacités rédactionnelles
  • Formations (universitaires) analogues au profil d’ingénieur ou de Licence en Agri/ Elevage/ Sciences vétérinaires et/ ou Développement rural
  • Etre capable de travailler en équipe et de collaborer positivement avec les structures partenaires.
  • Etre capable de travailler indépendamment avec un minimum de supervision.
  • Bien connaître les principes de l’équité de genre et diversité et avoir la disposition ferme de les développer au niveau d’Oxfam.

Last year, the European Union committed to fostering sustainable growth and development and tackling climate change. The proposed new framework for the EU’s development policy recognises the linkages between both issues, but the EU must be more innovative to fight the injustices of climate change.

When the Paris climate deal was struck in December 2015, EU countries played an important role in the commitment to limiting global warming. Just a few months earlier, the international community had agreed on the 17 Sustainable Development Goals (SDGs), including Goal 13: “Taking Urgent Action to Combat Climate Change”.

The proposal for a new European Consensus on Development recognizes the close link between climate change and development by putting emphasis on “protecting the environment, managing natural resources and tackling climate change”. In order to achieve these goals, the European Commission seeks to “decouple economic growth from environmental degradation”, a concept known as ‘green growth’.

The ‘decoupling’ approach

Whether or not sustainable economic growth is possible hinges on the concepts of relative and absolute decoupling of economic growth from natural resource use. Relative decoupling means that both gross domestic product (GDP) and green-house gas emissions grow, but the GDP grows faster. But given that we are already living beyond our planetary boundaries, what is needed is a rapid move to absolute decoupling, where the GDP grows while green-house gas emissions fall in absolute terms.

In Europe, this is precisely what has happened in the period from 1990 to 2012 where, according to research by the European Environment Agency, green-house gas emissions declined by 19% despite a 45% expansion of economic output. Critics, however, respond that emissions have merely been outsourced to the global South. With consumption, rather than production, taken as a yardstick, research finds that achievements in decoupling in advanced economies are smaller than reported or even non-existent.

Putting inequality in the equation

The disparity in these research findings alludes to the global inequality and injustice of climate change, which is not recognized in the Commission proposal. Oxfam has estimated that the poorest half of the global population are responsible for only around 10% of global emissions, while the richest 10% are responsible for around 50% of global emissions attributed to individual consumption.

Yet it is the poorest communities that are disproportionately suffering the impacts of climate change. They tend not only to depend most on natural resources for their livelihoods, but also tend to live in places most affected by climate change, further exacerbating economic inequality.

It has even been found for upper middle-income and high-income economies that per-capita emissions are higher when income inequality is high. In other words: if inequality in the EU can be reduced, this can also facilitate reductions in emissions. Clearly, equity and sustainability are twin-challenges that have to be tackled together.

Fighting the injustice of climate change requires innovative solutions

Oxfam welcomes the importance given to the protection of the planet and the implementation of the Paris Agreement in the proposed new Consensus, which also highlights the need for “a responsible private sector and the application of the ‘polluter pays’ principle”. This principle must also apply to its member states that should supplement aid budgets to support climate adaptation and mitigation abroad and speed up real emissions reductions of energy at home.

Decoupling growth from emissions is absolutely necessary, but the approach put forward by the European Commission does not go far enough to meet the Paris climate goals. In an age of ecological overshoot, the only sustainable pathway to poverty alleviation is through the redistribution of wealth and power.

The new Consensus must articulate a visionary development policy that acknowledges that economic growth, inequality and climate change are inextricably linked and moves beyond the GDP to embrace alternative yardsticks to measure human progress. These new indicators should reflect both environmental externalities and how income and wealth are distributed to support the shift to an economy that works for everyone, including future generations – an economy for the 99%.
