Contexte
Oxfam International et ses 18 affiliés se sont engagés dans un processus de changement organisationnel et stratégique ambitieux, appelé « Vision 2020 ». Des décisions marquant la ligne à suivre ont été prises au niveau de la direction générale et la confédération est maintenant prête à se lancer dans la phase de mise en œuvre dans chaque pays, ainsi qu’au niveau régional et global.
Ces changements auront un impact profond sur le travail sur le terrain de tous les affiliés. Ils ont pour but d’augmenter notre efficacité et notre impact pour mieux servir les bénéficiaires de nos programmes, en simplifiant nos structures, nos systèmes et notre gestion dans le pays.
Oxfam au Tchad a entamé le processus de transition vers cette nouvelle vision et cherche à recruter une personne motivée, inspirante et compétente afin d’accompagner ce changement.

Responsabilités
Sous la supervision du Directeur Pays, le Country Change Manager, sera responsable d’assurer la coordination et la bonne mise en œuvre du processus de transition, en assurant des résultats de qualité et en respectant le calendrier accordé. Pour cela, il sera en contact avec l’équipe pays, mais également avec les structures régionales en place ainsi qu’avec les différents affiliés concernés. Il/elle sera en charge des responsabilités suivantes :
-Assurer la mise en œuvre du processus de transition au Tchad, dans le cadre prédéfini par la confédération, notamment la mise en place d’une approche méthodologique, définition des objectifs à atteindre, identification des risques et des mesures de prévention / réduction des risques à mettre en place, élaboration du plan de communication ;
-Assurer une bonne coordination et un bon suivi du processus de transition dans le pays, et donner le support nécessaire à la Direction Pays et à la Country Change Team (CCT) pour sa mise en œuvre ;
-Avoir la vision globale des changements à mettre en place dans le pays et assurer que la feuille de route accordée est respectée, tout en prenant en compte la complexité et les spécificités du pays (technologie, systèmes, stratégies programmes) ;
-Responsable au niveau du pays de la définition, mise en œuvre et coordination du Country Transition Plan (CTP), sous la supervision du Directeur Pays et en coordination avec les structures régionales et globales.

Profil requis 

-Expérience et connaissance approfondie dans la gestion du changement (principes, méthodologie, leadership, restructuration d’organisation, etc.) ainsi que dans la gestion des risques et la mise en place d’une stratégie de communication ;
-Expérience démontrée dans la mise en place d’un changement organisationnel complexe, multi-acteurs, dans le respect de la feuille de route ;
-Expérience en médiation et facilitation afin de proposer des solutions et faciliter la mise en place du changement ;
-Bonne capacité d’écoute et compétences démontrées en communication. Capacité d’adaptation et de prise en compte des différences culturelles ;
-Forte capacité de coordination et d’organisation, dans une structure complexe avec de multiples acteurs ;
-Capacité à gérer un projet avec de multiples dimensions, prenant place simultanément à des vitesses différentes, en respectant les dates limites fixées et sans perdre la vision globale et les objectifs finaux ;
-Capacité d’influence, capable de créer une dynamique d’équipe et de mobiliser les acteurs afin d’atteindre un objectif commun ;
-Proactivité, Créativité, Autonomie et Dynamisme dans le travail ;
-Bonne maîtrise orale et écrite du français ainsi que de l’anglais ;
-Bonne maîtrise des outils informatiques (Word, Excel, Internet) ;
-La connaissance d’Oxfam et du contexte tchadien sont des atouts.
