Contexte

Oxfam intervient en RCA depuis Janvier 2014 et contribue à soulager les populations civiles à travers des programmes humanitaires incluant la WASH, la sécurité alimentaire ainsi que des subventions pour les moyens de subsistance à travers les distributions de semences et de transferts monétaires. La protection, le genre et le plaidoyer et sont transversalement intégrés dans tous les programmes d’Oxfam et visent principalement à interpeller les acteurs clés de la gestion de la crise sur le plan national et international à adopter des politiques durables et viables pour retour à la paix.

La crise de RCA qui a attiré un intérêt international relatif à ses débuts, pourrait être oublié à nouveau si elle ne reçoit pas l'attention politique et médiatique  nécessaire pour une crise de cette dimension. Il est donc nécessaire pour Oxfam de développer une stratégie communicationnelle et médiatique de façon à contribuer à la visibilité de la crise, de son intervention humanitaire et de ses actions de plaidoyer à l’intérieur et à l’extérieur du pays

Objectifs du poste

Au regard des grands enjeux actuels et à venir en RCA notamment avec le processus électoral en cours, le retour des déplacés et refugiés, la protection des civils, la lutte contre les abus sexuels et les VBG, la continuité de l’aide humanitaire et la reconstruction du pays (justice, DDR, litige logement et fonciers). Le ou la media officer contribuera à la communication interne et externe des activités d’Oxfam en RCA. Il ou elle aura donc la responsabilité de développer et implémenter une stratégie de media qui mette en lumière les programmes humanitaires, de protection et de plaidoyer d’Oxfam en RCA dans le respect de la dignité et la sécurité de nos bénéficiaires.

Il ou elle permettra d’accroitre  une visibilité accrue de cette crise et d’attirer l'attention des médias nationaux et internationaux sur les moments et les questions clés de la crise. Il ou elle sera alors un ancrage médiatique produisant des produits pour les publications à travers plusieurs canaux (site internet, media sociaux et mass media). Il ou elle devra   fournir régulièrement des informations sur la situation en RCA et contribuer au travail de communication de tous les membres de la confédération Oxfam sur la RCA

Principales responsabilités et tâches

-          Travailler avec  l'équipe pays pour développer la stratégie de communication d’Oxfam en RCA afin d’accroître la visibilité du pays et informer les publics clés, globalement et localement, sur le travail et les questions de plaidoyer d’Oxfam en RCA.

-          Identifier le contenu qui attire l'attention des médias  nationaux et internationaux et développer une audience et un réseau de partage d’informations sur la RCA

-          Répondre aux demandes d'interviews des médias et aider les journalistes et les photographes dans la coordination de la couverture. Organiser des visites sur le terrain des membres du siège, autres Oxfam, des bailleurs et des voyages de presse à la fois des médias internationaux et espagnols.

-          Rédiger et diffuser des communiqués de presse et organiser des conférences de presse au nom d’Oxfam ou en coordination avec des ONG partenaires lorsque la situation l’exige.

-          Écrire et produire du contenu multimédia, y compris des histoires, blogs, tweets, commentaires, photographies et vidéos pour utilisation variée sur le site web d’Oxfam et les réseaux sociaux, les bulletins internes et externes et les médias externes.

-          Développer des Questions and Answers (Q & A) et contribuer à  l’amélioration et la facilitation du travail de communication des membres de la Confédération Oxfam sur la RCA

-          Produire des fiches d'information et d'autres documents d'information et de promotion sur le programme d’Oxfam en RCA.

-          Aider à la dissémination et la vulgarisation des documents de plaidoyer.

-          Former le personnel sur les rapports, la collecte d'informations, la photographie et la collecte de données.

-          Assister et / ou représenter Oxfam aux réunions de coordination  du groupe de communication des ONG à Bangui.

 

Què estem buscant? 

·         Diplôme en journalisme, Sciences de l'information / communication, affaires internationales ou dans un domaine connexe.

·         Au moins deux ans d'expérience démontrable sur le terrain dans une zone de conflits ou un pays en développement comme  responsable  en médias et relations publiques.

·         Bonne connaissance de la crise et du contexte centrafricain ou des contextes africains similaires et des thématiques liées au financement et l’aide humanitaire, aux déplacés internes, aux élections, au DDR et au retour (une expérience préalable en RCA est un atout)

·         Excellentes capacités de communication orale et écrite: doit être un rédacteur méticuleux et porte-parole convaincant.

·         Capacité à produire des communiqués de presse percutants dans des délais serrés

·         Bonne maitrise des réseaux sociaux avec de fortes compétences en réseautage

·         Aptitude à coordonner avec succès la couverture de sujets délicats avec le personnel et les journalistes en respectant la dignité et la sécurité des bénéficiaires et l’image d’Oxfam

·         Fortes compétences de photographie et du montage vidéo est un plus

·         Capacité à gérer plusieurs projets en même temps et être organisé et efficace.

·         Aptitude à travailler efficacement au sein de l'équipe dans un contexte d'urgence et ou relèvement précoce, interculturel ou politiquement sensible.

·         Excellente maîtrise parlée et écrite du français de l'anglais et l’espagnol

JOB PURPOSE
The OXFAM Spain Internship Programme offers eligible/qualified students at Headquarter office the opportunity to acquire direct practical experience in OXFAM´s work under the direct supervision of experienced OXFAM staff. •    Support the launching of the innovation Fund work strand, including preparation of materials and communications, guidelines and collection of relevant documents, interviews, etc.
•    Research, training, writing and outreach to support the Innovation Strategy component of capacity building on innovation skills
•    Assist the Innovation Unit in any additional tasks, including  attending  and actively participate in meetings or workshops related to the innovation team organized by OXFAM and / or partners, including taking notes;
2. Communication and events
•    Support the set up of OXFAM´s  Innovation network.
•    Co-ordinate, monitor, update and support website content creation with innovation news, projects, challenges and case studies
•    Liaise with department units, and country offices for the collaborative content creation.
•    Co-organize key events in the area of Innovation for Development, such as Labs, round tables and presentations on innovation.
•    Create process maps, system diagrams, data visualization mockups and dashboard mockups that clearly communicate the main concepts, principles and stories of OXFAM and Innovation projects
3. Innovation and research
•    With team input, identify new areas to be explored within Oxfam´s Intermon portfolio and produce reports on emerging trends
•    Research on best practices of social innovation to support the innovation methodology, tools and techniques
•    Well-founded recommendations as to how to improve the strategies and/or activities of the innovation star
•    Communication materials that show our lessons learned in this area
•    Provide market and background research support on stakeholders mapping (public sector, Academia, private sector and others) and the potential for partnerships on innovation at country, regional and national level.

•    If in a two year programme, completed at least one year of full-time studies of the graduate degree;
•    Compatible University student agreement with OXFAM Spain rules and regulations
•    Excellent academic performance, as demonstrated by academic records.
•    Demonstrated interest in innovation and technology for development
•    Excellent written and spoken English. Working knowledge of Spanish and French.
•    Sensitivity to cultural differences, and the ability to work and communicate in a wide variety of cultural contexts;
•    Ability to undertake unaccompanied travel if required by the post to hardship duty stations

Innovation at OXFAM aims at identifying, prototyping, and scaling technologies and practices that strengthen OXFAM´s work for vulnerable communities. OXFAM needs to be agile and adapt to the evolving challenges affecting poverty and inequalities. One thing that is consistent: the speed at which these problems disrupt the lives of communities worldwide is only getting faster.  To address these problems, OXFAM is building a network of global problem solvers who can find new ways to accelerate results that reduce inequities for poor communities. OXFAM SPAIN is launching its programmatic innovation strategy that will focus on some priority countries and sectors as part of OXFAM´s Confederation efforts on innovation.  This position is based in its office in Barcelona, with eventual trips to Madrid and country offices. 

As part of the innovation approach, OXFAM has been exploring how Information and Communications Technologies (ICT) can offer opportunities to develop innovative solutions to our programmes that help amplifying and improving the effectiveness of our work. This can be in terms of the way we improve systems for our field staff and the way we engage communities directly using tools readily available to them. This sort of work is known as ICT for development (ICT4D) or Technology for Development (Tech4Dev). OXFAM Spain through its Innovation and ICTs Units will be analyzing ways to provide support to country offices to incorporate ICTs as a channel for innovation. 

JOB PURPOSE
The OXFAM Spain Internship Programme offers eligible/qualified students at Headquarter office the opportunity to acquire direct practical experience in OXFAM´s work under the direct supervision of experienced OXFAM staff. This internship is for the purpose of acquiring organizational knowledge of programmes and processes to supplement academic and theoretical knowledge.
Currently there is lack of an overview of our ICT4D initiatives and how to use ICT for innovation, little knowledge on what works and what doesn’t. This makes our ICT4D practice inefficient and ineffective. Under the guidance of the Quality, Knowledge and Innovation Head, this intern provides support to the capacity building component for the ICT4D

KEY RESPONSIBILITIES
1. Programmatic support
•    Building of a portfolio of field-proven ICT4D solutions for innovation that can be quickly and easily adapted to project needs.
•    In coordination and collaboration with other OXFAM´s Affiliates build a community of practice and provide technical support to country offices to identify and apply useful ICT tools for innovation.
•    Recommendations on how to implement and continuously improve standard processes for ICT4D project implementation for innovation
•    Well-founded recommendations as to how to build an overall strategy.
•    Assist the Innovation Unit in any additional tasks, including  attending  and actively participate in meetings or workshops related to the innovation team organized by OXFAM and / or partners, including taking notes;
2. Research and Knowledge Management
•    In coordination with other OXFAM Affiliates and Country offices, carrying out a SWOT analysis on all ICT tools currently used in our development programs and most relevant programmes of other development actors.
•    Development of a comparative and benchmarking analysis on ICT tools that can help Country offices identify what tool to use and the requirements needed for it to be implemented successfully.
•    Assessment of our ICT for development practice against current research
•    Communication and Partnerships
•    Support building a portfolio of potential tech private sector partners and on the effective relationship management with them.
•    Work with partnerships team to examine the trends and opportunities that exist against the pillars of future technology that OXFAM Spain Innovation is looking at technology solutions geared towards the urban poor
•    Create process maps, system diagrams, data visualization mockups and dashboard mockups that clearly communicate the main concepts, principles and stories of OXFAM Spain and Innovation projectsregional and national level.
