Contexte
Actuellement présent à Bangui, Paoua, Bria et Batangafo, Oxfam intervient en étroite collaboration avec des partenaires locaux, internationaux, des agences des Nations Unies ainsi que des structures gouvernementales afin de porter assistance aux déplacés du fait des conflits, ainsi qu’aux communautés d’accueil, dans le secteur de la Santé Publique (eau et assainissement), dans le domaine de l’urgence en matière de Sécurité Alimentaire et Moyens d’existence et en matière de protection et de plaidoyer.

Oxfam porte assistance tant aux populations déplacées qu’aux communautés d’accueil en ce qui concerne l’accès aux services de base. Cette stratégie visant à travailler avec des organisations locales et internationales ainsi qu’avec des structures gouvernementales, permet à Oxfam de mettre l’accent sur la bonne gouvernance et la responsabilité des partenaires fournissant des services.

Objectif du poste
Contribuer à la maximisation de la captation de fonds au niveau du pays et à la couverture des besoins financiers de la mission OXFAM.
Faciliter la gestion correcte et efficace des fonds alloués sous contrats de financements par des bailleurs de fonds.

Responsabilités
Responsable de l’envoi de la documentation de projet aux bailleurs de fonds, tout en garantissant le respect des formats et normes des bailleurs de fonds, des délais fixés, des standards de qualité OXFAM, et en assurant la qualité finale du produit. 
Responsable du suivi administratif des contrats de financement signés et mis en œuvre en RCA et de la coordination des équipes de programme sur les aspects de gestion administrative des contrats.

Responsable de la correcte information des personnes de référence au siège (RF/GS/ AFI/TCO) sur les opportunités de financement existantes, les propositions en cours de développement et les communications faites aux bailleurs sur des contrats en cours (rapports, demandes, requêtes, évaluations, extensions).

Elabore, en coordination avec la RF et la GS, le calendrier annuel des présentations de proposals et rapports aux bailleurs de fonds et la réalisation des évaluations et audits.

Coordonne l’élaboration des concepts notes, des propositions de projet, et des rapports intermédiaires et finaux pour les différents bailleurs des fonds.

Répond et/ou coordonne la réponse aux différents demandes d’informations complémentaires des bailleurs des fonds, tant pour les propositions que pour les rapports envoyés.

Garantit que les conditions et normes des bailleurs des fonds sont connues et appliquées par toute l’équipe, avec appui de l’AFI (département de Financement Institutionnel). Forme régulièrement les équipes programme sur les normes et conditions des bailleurs des fonds, en complément des formations dispensées par l’AFI.

Contribue et participe à la préparation et mise en œuvre des audits des bailleurs de fonds dans le pays, en collaboration avec l’équipe Finance et sous la coordination du Finance Manager.

Sous coordination du Regional Fundraiser, contribue activement à la recherche de nouveaux financements dans le pays.
•    Accompagne le Directeur Pays /les responsables de programme lors de la totalité des rencontres bailleurs effectuées dans le pays, pour constitution d’une vision globale et d’un historique des relations ; assure la prise en compte des questions funding dans ces rencontres (mécanismes de financement) ;
•    Assure la disponibilité de l’information sur les rencontres bailleurs, à travers l’envoi de Minutes of meeting et l’actualisation du donor log ;
•    Réalise la mise à jour du Country Donor Mapping, Participe à l’élaboration des Plans d’Actions Funding, et effectue leur suivi trimestriel avec les Responsables de Programme et la RF ;
•    Participe à la mise à jour de la Stratégie de Financement Pays.

Compétences requises

  • Formation Universitaire, de préférence dans les domaines Sciences économiques, Sociales ou similaire
  • Expérience dans l’identification, formulation, suivi et justification des projets de coopération et/ou action humanitaire.
  • Excellentes capacités d’expression écrite et esprit de synthèse.
  • Expérience de travail avec les bailleurs de fonds, notamment ECHO, UE, agences UN, OFDA, autres.
  • Excellente maîtrise du français, tant oral qu’écrit, et bonne maitrise de l’anglais
  • Capacité de travail en équipe, Rigueur et sens de l’organisation, Capacité de planification
  • Flexibilité et capacité d’adaptation dans des contextes instables,
  • Connaissance des processus de budgétisation et planification financière
