Der Bereich Finanzen versteht sich als Servicedienstleister in sämtlichen Finanz- und Controlling-Fragen für alle Bereiche von Oxfam Deutschland. Die Kolleg*innen sind Ansprechpartner für ehrenamtliche und hauptamtliche Mitarbeiter*innen, Behörden und Prüfer und nicht zuletzt für die Geschäftsführung. Sie beschäftigen sich mit Einnahmen und Ausgaben, behalten den Überblick, geben Auskunft und planen in die Zukunft.

Ihre Aufgaben:
  • Für unsere Oxfam-Shops führen Sie eigenständig die Bearbeitung der monatlichen Kassenabrechnungen und Ausgabenbelege durch. Darauf aufbauend erstellen Sie Umsatzauswertungen und Statistiken für die Regionalleitung und Geschäftsführung
  • Mit Hilfe der Buchhaltungssoftware erfassen Sie Eingangs- und Ausgangsrechnungen
  • Sie bearbeiten die Offenen-Posten-Listen für Debitoren und Kreditoren
  • Sie führen Reisekosten-, Auslagenerstattungen sowie Kreditkartenabrechnungen für alle Oxfam-Mitarbeiter*innen durch
  • Sie unterstützen bei der Verwaltung von Mietverträgen, Avalen und Betriebskostenabrechnungen
  • Sie ermitteln Beiträge für die Künstler-Sozialkasse

Oxfam is looking for qualified staff to fill the full-time position of:

Grants and Compliance Advisor (f/m/x)

for transitional development assistance / early recovery projects in Sudan (70%) and Myanmar (30%), starting at the earliest possible date and initially for 24 months.

Context

Oxfam is present with its humanitarian, transitional and development programs in Sudan and Myanmar, providing life-saving activities as well as resilience-building measures that transition to long-term development interventions. Oxfam’s transitional development and early recovery programs in both countries support vulnerable conflict-affected populations in the areas of food security and livelihoods, WASH and Disaster Risk Reduction.

Job Purpose

Identify and manage the risks to Oxfam’s programme and resources in the area of transitional development assistance in Sudan and Myanmar, by monitoring the management of German donor contracts and ensuring high quality compliance management. This includes working closely with finance, logistics, funding and programme staff in Sudan and Myanmar to ensure the delivery of project results in full compliance with donor rules and regulations. The Grants and Compliance Advisor will report to the Oxfam Germany Head of Institutional Partnerships. The position will be based in Khartoum (70%) and Yangon (30%) with frequent travels to the Oxfam field offices in each country, respectively.

Responsibilities and Accountabilities
  • Ensure that relevant finance, logistics, funding and programme staff are informed about the requirements and conditions of German donors (in particular BMZ transitional development assistance)
  • Support and provide quality control of all aspects of contract management of German donor contracts in both countries
  • Review financial and narrative reports for compliance with Oxfam and donor requirements. This includes supporting and building management capacity and knowledge of donor requirements within finance, logistics, funding and programme teams, with particular focus on financial management, including documentation of expenses, procurement rules, exchange rate and interest rate issues, and others
  • Support finance, funding and programme teams to produce regular spending reviews for each relevant donor contract. This includes ensuring proper allocation of spending under the relevant contracts and avoiding underspends
  • Ensure smooth communication with the Institutional Partnerships Team of Oxfam Germany
Technical Skills, Experience & Knowledge

Essential:

  • Degree from a recognized University/College in Business Administration, Finance, Economics, Statistics, International Relations or any other related area that can bring added value to the position
  • Minimum of 2 years of relevant experience for graduate holders, including budgeting, planning, program cycle management, preferably in an international NGO
  • Knowledge in donor requirements and managing funds from German institutional donors, especially BMZ funds for transitional development assistance
  • Sound skills in training and capacity building in relation to fundraising and grants management
  • Excellent computer skills (use of Microsoft Office applications, especially Excel)
  • Excellent communication and interpersonal skills, in written and verbal English
  • Good administrative and numerical skills and high attention to detail
  • Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans
  • Ability to adjust to changing situations while maintaining focus on delivery of results
  • Ability to work in a tropical environment and under pressure to meet deadlines; excellent health status
  • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work
  • Commitment to Oxfam´s code of conduct and the policy regarding protection from sexual exploitation and abuse

Formal requirements:

  • Permission to work in Germany

Desirable:

  • Fluency in written and spoken German
  • Knowledge in other languages, in particular French or Arabic
  • Sufficient knowledge of Oxfam’s priorities and program work is an advantage
