Sous la dépendance de la Responsable Thématique d’Action Humanitaire, ton objectif sera de conseiller, accompagner, contribuer à générer des connaissances, positionnements et développer des programmes qui s’orientent vers les objectifs stratégiques du Thème Stratégique d’Action Humanitaire. Tout cela avec l’objectif d’améliorer l’impact et la qualité des programmes dans les pays liés à cette thématique, ainsi que la recherche de financements.
Tu t’intègreras dans une équipe multidisciplinaire récemment crée dont la mission principale est de chapeauter l’apport de Oxfam Intermon à la confédération dans le thème de l’action humanitaire en fonction de l’articulation de 4 fonctions basiques (qualité programmatique, gestion de la connaissance, captation de fonds et influence et communication) sous une seule stratégie institutionnelle.

Quines seran les teves funcions? 

Objectif principal: contribuer à ce que le processus de transition Oxfam 2020 pour l’Action Humanitaire en Afrique de l’Ouest se produise de façon à ce que les risques soient minimisés et que soient définis les rôles, responsabilités et capacités des différentes structures impliquées (GHT, RHU, Thème Stratégique AH et rôle Executing Affiliate -EA)
Suite à une analyse des fonctions que couvre actuellement l’équipe régionale d’Action Humanitaire et des fonctions des nouvelles structures Oxfam, le poste devra contribuer à :

1.    Assurer le suivi et la mise en œuvre des aspects qui resteront sous la responsabilité temporelle dans le processus de transition jusqu’à ce que la RHU (ou d’autres acteurs de OES ou de la Confédération) soient en mesure d’assurer toutes les responsabilités.
Certains aspects à inclure sont: appui à la révision de certaines propositions de projets des pays aux bailleurs, participer aux recrutements et aux briefing pour les postes programmatiques des pays où nous sommes EA et PA ;

2.    Développer l’agenda de la préparation institutionnelle pour la réponse au sein du Comité de Préparation et Réponse pour s’assurer que, comme affilié, nous sommes correctement préparés pour jouer notre rôle dans le cadre de la confédération
Pour cela, il sera nécessaire de développer une bonne analyse des différentes typologies d’urgences et notre implication comme OES autour d’un rôle important de coordination interdépartementale. De façon concrète seront préparés des plans de réponses pour chaque scenario et seront établies toutes les mesures nécessaires au niveau de la préparation institutionnelle.
En plus de la préparation institutionnelle au siège, ce poste identifiera également la brèche et les besoins concernant les thématiques de contingence et préparation face aux désastres dans les pays. De cette façon, il fournira un appui thematique sur la préparation à certains pays et régions où nous sommes Executing Affiliate afin de s’assurer d’une correcte mise en œuvre de notre mandat humanitaire ;

3.    Contribuer à la thématique “Local Humanitarian Leadership” portée par la GHT en fournissant appui stratégique, complémentaire et innovateur aux pays/régions où nous sommes Partner Affiliate stratégique et afin de nous positionner sur ce thème au niveau du secteur humanitaire espagnol
- Contribuer au développement de connaissances, positions et stratégies institutionnelles dans le domaine de la “Local Humanitarian Leadership”;
- Conseiller et orienter les équipes pays dans la stratégie, définition de programmes et génération s’apprentissages et connaissance en “Local Humanitarian Leadership”;
- Définir, formuler y évaluer les programmes cofinancés, multi-pays ou d’une certaine complexité qui s’insèrent dans la thématique “Local Humanitarian Leadership”;
- Contribuer à la génération et à la gestion de la connaissance dans le cadre d’Oxfam International et faire partie d’une equipe internationale qui offrent des propositions de qualité, connaissance et innovation.
