Responsabilités 

Les activités du groupe terroriste Boko Haram venant du Nigeria ont un impact grandissant côté tchadien. Le conflit dans le bassin du lac Tchad n’a cessé de se détériorer au cours des deux dernières années. Les raids de Boko Haram et les attentats suicides envers des civils engendrent un climat de peur généralisé, ainsi que des déplacements de populations, les empêchant souvent d'accéder aux services essentiels de base. Environ 20 millions de personnes vivant dans 4 pays de la région sont touchés.
En mars 2016, le Tchad comptait 58.195 personnes déplacées enregistrées (soit 13,564 ménages). De plus il y a 56.080 personnes estimées déplacées pas encore enregistrées.
La plupart des familles déplacées sont abritées au sein des communautés locales qui sont déjà confrontées à des taux de pauvreté et vulnérabilité très élevés, faisant face à des problèmes structurels d’accès aux services de base, d’accès à l’eau, d’insécurité alimentaire et de malnutrition. Ces problèmes structurels dans la région se sont rapidement détériorés depuis l’arrivée des populations déplacées, et les problèmes liés à la protection se sont multipliés. En effet, les populations civiles, principalement les femmes et les enfants représentent la majorité des personnes déplacées et subissent les violences engendrées par les attaques de Boko Haram, ce qui intensifie les opérations militaires dans la zone.
Dans ce contexte et en coordination avec les équipes d’Oxfam qui organisent la réponse humanitaire au Nigeria et au Niger, Oxfam Intermon lance une mission exploratoire pour identifier les besoins humanitaires non couverts dans la zone du lac au Tchad.
Nous sommes actuellement à la recherche de la première équipe humanitaire pour ouvrir les activités.

Responsabilités:
Responsable de la gestion financière, comptable et de la trésorerie des projets et programmes d’Oxfam sur la mission du Tchad, base du Lac Tchad ;
Appuyer dans l’élaboration des budgets (annuel IO et bailleurs) et des rapports financiers aux bailleurs des fonds qui finance les projets/programmes de la base du Lac Tchad ;
Assurer la mise à jour de la comptabilité (SAGA) des projets/programmes et assurer le respect des chronogrammes fixés pour les finances et aux différents rapports mensuels à envoyer à la coordination ;
Assure que les documents de clôture mensuelle de chaque mois sont complets et signés avant de procéder à la révision comptable et analytique de la comptabilité de sa base ;
Participer et compiler la demande de trésorerie mensuelle de la base du Lac Tchad pour les différents projets en collaboration avec l’équipe ;
Responsable de la gestion de Ressources Humaines de la base : contrats, salaires, gestion administrative ;
Coordonner la gestion administrative de la base.

Profil requis 

2 ans d’expérience minimum sur le terrain dans des missions humanitaires sur un poste similaire (administration et finances) ;
Expérience en gestion et suivi budgétaire de projets à co-financements ;
Capacité de travail en équipe, rigueur et sens de l’organisation
Expérience et adaptabilité à des situations sécuritaires complexes et volatiles ;
Langues : maîtrise du français indispensable. La maitrise de l’Anglais est souhaitée ;
Informatique : maîtrise d’Excel et de SAGA.
Connaissance et engagement envers les principes d’Oxfam International ;
