Responsabilités 

OXFAM est présent en Mauritanie depuis 2006. Étant donné la situation de crise due à la sécheresse dans la zone, OXFAM a ouvert en avril 2015 une seconde base dans le Département du Brakna, où notre équipe est chargée d’exercer le suivi du contexte humanitaire, de réaliser les activités de préparation et la mise en œuvre des réponses humanitaires à travers les bases opérationnelles.

Dans le cadre de la mise en œuvre du projet d’appui au renforcement des capacités des communautés en préparation et atténuation des risques des catastrophes basé sur la mise en place des systèmes communautaires d’alerte précoce, la mise en place des projets communautaires et des plans de contingence communautaires, Oxfam prévoit de recruter un Chargé de Réduction des Risques de Catastrophes afin de piloter la mise en œuvre du projet.

Responsabilités:
Appuyer la mise en œuvre des activités du projet DRR (planification, exécution des activités sur le terrain, suivi et évaluation) ;
Travailler avec les partenaires actifs dans la zone, les Comités Régionaux, départementaux et communaux de gestion des risques des Catastrophes et les communautés dans le développement des activités de réduction de risques de catastrophes et/ou d’adaptation aux changements climatiques ;
Former les acteurs pertinents sur le mécanisme du fonctionnement de l’alerte précoce et réponses aux urgences, sur les standards humanitaires en situation d’urgences (SPHERE, LEGS) ;
Accompagner la conduite de l’analyse participative des capacités et vulnérabilités ainsi que la définition des plans de contingence communautaires ;
Accompagner les communautés dans l’identification et la mise en œuvre des microprojets communautaires en lien avec la réduction des risques des catastrophes ;
Assurer le suivi de la situation humanitaire et sécuritaire de la zone d’intervention du projet et contribuer à la production des Sitreps et bulletins d’information mensuelle ;
Appuyer le service financier d’Intermon Oxfam dans le suivi de la gestion administrative et financière du projet ;
Produire des rapports de suivis mensuels et trimestriels sur l’avancement des activités et le rapport final du projet ;
Assurer le reporting narratif et financier en lien avec les autres départements du bureau ;
Contribuer au recrutement des staffs du projet ;
Coacher et suivre les activités des staffs travaillant sur le projet.

Profil requis 

Formation universitaire en sciences agronomiques, développement international ou tout autre diplôme équivalent dans un domaine pertinent ;
Connaissance des problématiques de réduction de risques de catastrophes et d’adaptation aux changements climatiques de façon générale et en contexte sahélien en particulier ;
Expérience dans un projet similaire de renforcement des systèmes communautaires d’alerte précoce et de réponses aux urgences ;
Expérience en gestion de programme et/ou de projet de réduction de risques de catastrophes et/ou d’adaptation aux changements climatiques (DRR/ACC) ;
Maîtrise du Français. L’anglais est un plus ;
Informatique: Word, Excel indispensable ;
Capacité d’organisation et autonomie dans le travail ;
Bonnes habilités en communication, expérience de travail en partenariat avec organisations de la société civile, capacité de représentation institutionnelle
Flexibilité et capacité d’adaptation dans des contextes instables ; capacité à travailler sous pression ;
Identification avec nos valeurs et notre mission, une expérience avec Oxfam est un atout.
