La situation humanitaire en RCA, causée par le conflit qui a entraîné une situation humanitaire sans précédent, s'aggrave et se détériore. Depuis le conflit du 5 Décembre 2013, ils restent 402,000 déplacées, à la fois dans des sites et des familles d’accueil. Il ya des besoins extrêmes pour une assistance de base dans tout le pays. Oxfam  est présent en RCA avec une réponse intégrée en WASH, EFSL et protection sur Bangui depuis Janvier 2014, sur Bria, Paoua et sur Batangafo depuis mai 2016. Cela répond à une approche intégrée sur toutes nos zones d'intervention. Enfin, depuis le début de son intervention en RCA, Oxfam a adopté une approche commune avec les ONG présentes en termes de plaidoyer, en facilitant la production de plusieurs joint NGO notes/briefing, sachant qu'Oxfam a très longtemps été la seule organisation à avoir un Expert Plaidoyer à plein temps sur le pays.

Responsabilités Principales
L´Advocacy and Communication Manager dépendra hiérarchiquement du directeur pays et fonctionnellement de chargé de recherche et des campagnes humanitaires à Madrid.

Il/elle sera responsable de développer et mettre en œuvre les stratégies d'Advocacy et Communications pour la République Centrafricaine, en partenariat avec les organisations Internationales et en collaboration avec les programmes en cours dans le pays dans le domaine de l'action humanitaire pour obtenir des changements dans les politiques et les pratiques.

Il/elle coordonne une équipe de deux personnes : un media officer et un assistant plaidoyer communication

• L'objectif global du déploiement est de fournir un soutien sur le plan du plaidoyer, de la communication et des médias pour la réponse d'Oxfam lors des urgences humanitaires. Le titulaire du poste prendra l'initiative d' identifier et d'entreprendre des actions primordiales de plaidoyer, de communication et de média pour améliorer la réponse des organismes à  la crise, et satisfaire les besoins des personnes touchées par le conflit dans le pays d'action. Parmi les questions abordées figurent l'établissement d'une aide et protection suffisante pour aider les personnes affectées à  reconstruire leur vie, les droits des réfugiés et des personnes déplacées pour qu'ils puissent retourner volontairement dans leurs régions d'origine, et le financement global de la réponse à  la crise (couvrant les besoins immédiats et ceux a plus long termes)
Informer les médias régionaux et internationaux des différentes problématiques concernant la sécurité alimentaire, la protection et l'assistance fournies aux populations vulnérables dans le pays.
Développer des stratégies de plaidoyer spécifiques pour les différentes problématiques sur lesquelles Oxfam intervient, produire des contenus et du matériel de diffusion sous divers formats, organiser des événements, établir de contacts personnels avec les journalistes et les leaders d'opinion.
Produire des outils pour satisfaire différents besoins de communication interne, comme sommaires annuels et quadrimestres, résumés, sitreps, concept notes, etc. de tous les projets en cours.

Què estem buscant? 

• Master en droit, sciences politiques, journalisme ou communication. Diplôme en relations internationales ou en coopération et développement.

• Connaissance du Droit International Humanitaire, Droits de l'Homme et législations Internationales des rôles et responsabilités des états et du mandat des institutions internationales lors de conflits. Connaissance dans le domaine de la sécurité alimentaire, de la WASH, de la protection et les contextes de vulnérabilité chronique

• Expérience professionnelle d'au moins 5 ans dans le domaine du plaidoyer en coopération et/ou de la communication publique démontrée par un antécédent professionnel en politique de changement sur le plan local, national et international

• Parfaites connaissances orales et écrites du français et anglais. Connaissances de l'arabe et de l'espagnol un atout.

• Connaissances de base en informatique.

• Etre familier avec une approche basée sur les droits.

• Capable d'utiliser des politiques d'analyse, de recherche de lobbying et de média pour influencer l'agenda politique, et avoir une connaissance des institutions nationales, régionales et internationales les plus importantes.

• Capable de prouver son expérience dans la relation et l'influence avec des preneurs de décision ainsi qu'un bon jugement politique.

• Grand sens de l'analyse et de la rédaction qui sera admis par des preneurs de décisions de haut niveau ; capacité de considérer très rapidement les problèmes lors de situation complexes.

• Posséder une compréhension et un engagement actif pour la promotion de l'égalité de genre et de l'intérêt de toutes personnes marginalisées dans le travail concernant le plaidoyer et le média.

• Don de communication avec des audiences.

• Capacité pour travailler dans des environnements avec une liberté de mouvement limitée.

• Bonne connaissance de la zone Afrique Centrale et des contextes post-conflit

Conditions souhaitées

• Expérience en développement de stratégies de communication et médias et travail avec les médias internationaux, francophone et anglophone.

• Expérience de travail dans le domaine des urgences, de préférence en Afrique de l'Ouest et Centrale.

• Avoir contribué à  des publications (Communiqués de presse, Politique d'influence et de changement).

• Expérience en gestion d'équipes.
