Innovation at OXFAM aims at identifying, prototyping, and scaling technologies and practices that strengthen OXFAM´s work for vulnerable communities. OXFAM needs to be agile and adapt to the evolving challenges affecting poverty and inequalities. One thing that is consistent: the speed at which these problems disrupt the lives of communities worldwide is only getting faster.  To achieve these results, OXFAM focuses on the following two areas:
•    Innovative methodologies and tools for scanning the horizon, collecting and analysing data, ideation and reflection, and prototyping and testing development solutions;
•     Innovative methodologies and tools for co-designing and scaling up demonstration projects identified/developed and ready for application. Collaboration across sectors (public, private, civil) with traditional partners and as well as those actors less historically engaged is a key element of this strategy.

JOB PURPOSE
The OXFAM Spain Internship Programme offers eligible/qualified students at Headquarter office the opportunity to acquire direct practical experience in OXFAM´s work under the direct supervision of experienced OXFAM staff. This internship is for the purpose of acquiring organizational knowledge of programmes and processes to supplement academic and theoretical knowledge.

OXFAM SPAIN is launching its programmatic innovation strategy that will focus on some priority countries and sectors as part of OXFAM´s Confederation efforts on innovation.  This position is based in The Quality, Knowledge and Innovation team looks at contributing to build an enabling environment in country offices for innovation, as well as to evaluate emerging and trending issues that might affect resilience, inequalities, women rights and the humanitarian work.
Under the guidance of the Quality, Knowledge and Innovation Head, this intern provides technical, operational and administrative assistance to the launching of the programmatic Innovation Strategy. Especially the intern will be focused on:
•    Contribute to the technical support and capacity building work at HQ and country level on Innovation methodologies (Design thinking, lean start up process, human centred design, etc.)
•    Support the launching of the Innovation Fund and its innovation communication plan
•    Mapping of innovation good practices

KEY RESPONSIBILITIES
1. Programmatic support to the Innovation Unit
•    Support the launching of the innovation Fund work strand, including preparation of materials and communications, guidelines and collection of relevant documents, interviews, etc.
•    Research, training, writing and outreach to support the Innovation Strategy component of capacity building on innovation skills
•    Assist the Innovation Unit in any additional tasks, including  attending  and actively participate in meetings or workshops related to the innovation team organized by OXFAM and / or partners, including taking notes;
2. Communication and events
•    Support the set up of OXFAM´s  Innovation network.
•    Co-ordinate, monitor, update and support website content creation with innovation news, projects, challenges and case studies
•    Liaise with department units, and country offices for the collaborative content creation.
•    Co-organize key events in the area of Innovation for Development, such as Labs, round tables and presentations on innovation.
•    Create process maps, system diagrams, data visualization mockups and dashboard mockups that clearly communicate the main concepts, principles and stories of OXFAM and Innovation projects
3. Innovation and research
•    With team input, identify new areas to be explored within Oxfam´s Intermon portfolio and produce reports on emerging trends
•    Research on best practices of social innovation to support the innovation methodology, tools and techniques
•    Well-founded recommendations as to how to improve the strategies and/or activities of the innovation star
•    Communication materials that show our lessons learned in this area
•    Provide market and background research support on stakeholders mapping (public sector, Academia, private sector and others) and the potential for partnerships on innovation at country, regional and national level.

Essential

•    If in a two year programme, completed at least one year of full-time studies of the graduate degree;

•    Excellent academic performance, as demonstrated by academic records.
•    Demonstrated interest in innovation and technology for development

OXFAM SPAIN is launching its programmatic innovation strategy that will focus on some priority countries and sectors as part of OXFAM´s Confederation efforts on innovation.  This position is based in its office in Barcelona, with eventual trips to Madrid and country offices. 

As part of the innovation approach, OXFAM has been exploring how Information and Communications Technologies (ICT) can offer opportunities to develop innovative solutions to our programmes that help amplifying and improving the effectiveness of our work. This can be in terms of the way we improve systems for our field staff and the way we engage communities directly using tools readily available to them. This sort of work is known as ICT for development (ICT4D) or Technology for Development (Tech4Dev). OXFAM Spain through its Innovation and ICTs Units will be analyzing ways to provide support to country offices to incorporate ICTs as a channel for innovation. 

JOB PURPOSE

•    In coordination and collaboration with other OXFAM´s Affiliates build a community of practice and provide technical support to country offices to identify and apply useful ICT tools for innovation.
•    Recommendations on how to implement and continuously improve standard processes for ICT4D project implementation for innovation
•    Well-founded recommendations as to how to build an overall strategy.

2. Research and Knowledge Management

•    Development of a comparative and benchmarking analysis on ICT tools that can help Country offices identify what tool to use and the requirements needed for it to be implemented successfully.
•    Assessment of our ICT for development practice against current research
•    Communication and Partnerships
•    Support building a portfolio of potential tech private sector partners and on the effective relationship management with them.
•    Work with partnerships team to examine the trends and opportunities that exist against the pillars of future technology that OXFAM Spain Innovation is looking at technology solutions geared towards the urban poor

Oxfam is looking to fill the position of Humanitarian Capacity Development Advisor to be part of Oxfam Global Humanitarian Team (GHT). JOB PURPOSE
This position contributes to strengthen Oxfam's global humanitarian capacity by providing advice and support to country teams in developing programmes and resources for humanitarian capacity  development of staff and partners organisations, and providing guidance and support to Oxfam staff and partners on appropriate capacity development approaches, Learning and Development methodologies and strategies.
KEY RESPONSIBILITIES
To support lead countries and regions to develop capacity of staff and partners to respond to category 1 and 2 humanitarian responses
•    Support country teams on a strictly demand led basis with varied innovative and context specific approaches to fill capacity gaps before, during or after  the flow of the programme and partnerships
•    Work closely with the Humanitarian Coordinators (Focus Countries) to respond adequately to the demands and needs on capacity development from those countries

To support country teams to build their humanitarian capacity   
•    Assist Oxfam staff (in country offices, regions or global) to design effective approaches which build capacity for contingency and preparedness planning, strategy development and programme implementation
•    Support Oxfam staff (in country, region, global) to undertake capacity assessments - of humanitarian staff, partners and allies - and the development and implementation of capacity development plans in-country
•    Develop and maintain a humanitarian learning and development framework for Oxfam staff  and partners

•    Support countries to implement the programme approach to shift leadership from international to national actors based on facilitating local capacity, ensuring space for local actors to take on leadership in decision making spaces such as clusters or working groups and improving Oxfam's internal ways of working as a partner organisation.
•    Provide methodological guidance and support to  country offices in developing capacity for response and leadership of local humanitarian actors including innovative ways of assessing capacity and facilitating capacity development from a system-perspective (beyond staff and partners)
•    Support country programmes to develop appropriate, equitable partnership modalities with local organisations and to build on them during humanitarian responses. Examples include engaging in joint preparedness with local civil society and government actors and supporting the participation and leadership of local actors in decision-making spaces such as clusters or working groups
•    Work closely with key actors within the organisation such as the Charter for Change Manager and the Local Humanitarian Leadership campaigns and policy lead.

 Responsabilités Principales

Support aux Campagnes et programmes  25%

-       Développer et réaliser des plans stratégiques de d’investigation d’Oxfam International en Haïti 2016-2020 ; notamment une stratégie d’atterrissage des termes et objectifs de la Campagne sur les inégalités en coordination avec les coordinateur de zones (CZ) & SM & CDP

-       Élaborer le plan de recherches d’OI Haïti 2016-2020 avec une mise à jour sur une base trimestriel (IPA) et assurer un suivi systématique des impacts en fonctions des indicateurs WIN et des standards CAMSA.

-       Prendre en charge au niveau de recherches, réseautage et partenariats la conduite et la réalisation de l’OSC3 et les parties de l’OSC1 ayant à voir avec les petits producteurs et l’efficacité des investissements.

-       Analyser la situation sociopolitique d’Haïti et RD pour mieux informer le CDP sur les implications contextuels en temps réel.

-       Porter à travers la recherche l’égalité de genre sur l’échiquier national dans le cadre d’une Haïti moins inégalitaire.

Objectifs du poste

 L’objectif spécifique du poste est de développer et de mettre en œuvre une stratégie claire pour la transformation de la programmation afin d’augmenter notre capacité d’influence. Il s’agit également de soutenir les équipes dans le processus de transformation de leur programme, de leur stratégie de financement et de partenariat et de leurs méthodes de travail afin de maximiser les résultats du programme et d’amplifier l’impact du programme pour Haïti et ainsi d’amener des changements importants et favorables à la construction de l’égalité.

L’approche se concentre principalement sur la remise en question des attitudes, pouvoirs et croyances au travers de partenariats avec les mouvements sociaux et les acteurs influents du changement, notamment le secteur privé, les ministères et les bailleurs de fonds, afin de combattre les causes profondes des inégalités économiques et de genre.

 Responsabilités Principales

RENFORCEMENT DE LA VISION ET DU LEADERSHIP EN FAVEUR DE L’INFLUENCE EN HAITI : 20%

-       En accord avec la vision pour le pays, apporter son soutien au Directeur Pays dans le développement de programmes d’influence qui viennent compléter la stratégie et l’ambition du programme

-       Identifier et coordonner le support pour la transition vers un design et des propositions de programmes d’influence efficaces

-       Apporter son soutien au Directeur Pays dans le développement de méthodes de travail appropriées afin d’assurer la mise en œuvre de comportements d’influence effectifs

-       En collaboration avec les autres chefs d’équipe, s’assurer que le programme-pays soit mise en œuvre de manière consistante et cohérente afin de promouvoir la collaboration, le partage de connaissances et la responsabilité au travers de l’organisation.

-       Renforcer la pertinence, la légitimité et la reddition de comptes de nos initiatives globales d’influence.

-       Rester informé et s’adapter aux changements de circonstances, comprendre les interventions et les pratiques internationales et se montrer capable de faire preuve d’anticipation, d’analyse et de gestion des problèmes politiques complexes et diverses afin d’assurer que les idées et approches d’OI Haïti prennent en considération les tendances actuelles.

Tous les trois mois, le titulaire du poste se réunira avec son responsable hiérarchique et deux autres personnes choisies au cas par cas afin de a) s’assurer que les objectifs du titulaire soient claires et complets, b) évaluer la progression et les besoins en matière de soutien si nécessaires, c) faire un état des lieux du domaine d’action, d) évaluer les relations avec les autres services (logistique, finance, programme, RH, etc…), e) connaitre la progression en MEAL et en collecte de fonds, f) s’assurer de la bonne intégration de la personne dans la structure, g) faire de recommandations et parler des actions à mettre en œuvre.

-       Guider l’équipe-pays sur les bonnes pratiques à adopter en matière d’analyse de pouvoir, d'activités de plaidoyer fondé sur des preuves factuelles, de campagne publique, d’utilisation de messages efficaces et d’évaluation des risques. Assurer la création d’outils et de ressources clairs et accessibles pour les équipes afin de maximiser l’impact du programme au travers de WIN

-       En collaboration avec l’équipe digitale globale WIN, explorer l’utilisation des technologies digitales dans nos actions de campagne afin de maximiser nos perspectives et ambitions.

-       Apporter son soutien au développement de réseaux et partenariats efficaces avec de multiples parties prenantes afin d’assurer la réussite de nos objectifs de campagne au travers de relations à l’échelle régionale et globale.

-       Apporter soutien et conseils techniques aux responsables sur toutes les questions de politique et de pratiques et participer à la rédaction de documents de politique de qualité.

-       S’assurer que tous les évènements publics soient mis en œuvre dans le respect et la promotion de la marque et de l’identité d’OXFAM (messages d'information publics, documents de communication, publications, documents de presse, actions de lobbying et actions publiques).

-       Travailler en étroite collaboration avec les RH pour renforcer l’intégration de l’influence dans le travail de RH (JD, PO et PR annuel, processus de recrutement et d’intégration).

-       Apporter son soutien au Directeur pays dans l’identification des capacités et lacunes du personnel et des partenaires en matière d’influence et dans le développement d’un plan d’action pour renforcer ces capacités.

-        Planifie et met en ouvre des plans de collecte de fonds et assure la redevabilité aux organismes multilatéraux avec coordination avec les coordinateurs-trices de financement, suivi et apprentissage.

-       S’assurer que l’équipe-pays intègre les standards WIN dans le cadre de leur programme et s’assure régulièrement d’agir en conformité avec ces standards.

-       Rechercher des opportunités de programmes et engagements qui donneront une valeur ajoutée aux objectifs du programme du pays.

Lofty development policy talk meets reality on spending

The world finds itself in a multitude of crises. Climate change and increasing conflicts led to increasing global displacement where 65 million people were forced to flee their homes. At the same time, 20 million people are at risk of starvation as hunger crises are multiplying. With inequality rising and more than 750 million people still living in extreme poverty, the need for life saving aid is greater than ever before.

On the surface, EU donors have grasped these complexities and the need for development cooperation and humanitarian assistance. This can be seen by the agreement of the sustainable development goals in 2015 and currently by the discussions in Brussels to renew the European Consensus on Development which should set out how the EU – the European Commission and EU member states – do their development cooperation collectively as well as individually in line with the Agenda 2030.

More and more development aid never leaves rich countries

To make this policy talk reality, donors need to assign money from their budgets to do this. But today as the OECD DAC published its statistics on how much development aid was spent in 2016, we can see that just five EU member states have spent at least 0.7% of their GNI on aid. Theoretically, 15 EU member states have committed to spending at least 0.7%.

This commitment was set in 1970s, when Richard Nixon was President of the United States and the Beatles were topping the charts. Instead of making this a reality, donors continue to hold pledging conferences, announce new commitments, and they announce new programmes and agreements with partner countries.

Donors will dismiss the concerns of civil society and engaged citizens, showing that the total development aid has slightly increased in 2016. ODA from the twenty DAC countries that are EU members was USD 81.3 billion in 2016, representing an increase of 13.1% in real terms. This amounted to 0.51% of their combined GNI. But the overall figure masks a concerning trend: more and more aid never leaves the donor countries (USD 11.8 billion in 2016 representing 14.5% of total net ODA of DAC-EU countries) instead of being spent in places where it is really needed.

Several countries are diverting their aid budgets to cover the cost of receiving refugees in Europe. For instance, Germany has, for the first time, reached the 0.7% goal, but this is largely due to the doubling of in-donor refugee costs compared to 2015. In Austria, in-donor refugee costs accounted for 37.7% of total ODA last year. Let’s be clear – EU countries have the responsibility and moral obligation of supporting refugees arriving at their borders. But this should not come at the expense of those most in need abroad.

EU aid is becoming a tool to enforce EU foreign policy goals

It is counter-productive if less development assistance reaches people in need in the developing world, since aid spent well can help to tackle many of the factors that drive forced migration.

At the same time, several EU member states are steering the EU to change development cooperation forever, by linking the giving of aid to containment, stopping migrants from getting to the EU.

The shifting discourse is most clearly reflected in the revision of the European Consensus on Development. The latest draft by the Maltese Presidency, seen by Oxfam, shows that to win the third-country cooperation necessary to organise returns and readmission of migrants, the EU is departing from some of its long-standing principles. It seems the EU is ready to abandon the main objective of development cooperation as set in the Lisbon Treaty – poverty eradication – and is ready to instrumentalise the development aid it gives to reach other objectives, namely some of its foreign policy goals.

In other words: development aid is not anymore about supporting people who are in need, but about propelling governments to cooperate with the EU.

This is in stark contrast to the values of peace, freedom, tolerance and solidarity on which the European Union was built 60 years ago. Donors, instead of safeguarding aid as a privileged tool for solidarity over nationalism and isolationism, are preying on aid budgets to serve areas of strategic interest to them.

This has to stop: we cannot allow the current arrivals of forcefully displaced people looking for protection to lead to a defensive and inward-looking Europe. Current global trends mean Europe’s positive influence is needed more than ever.

EU needs to make a clear statement: the new EU development framework would be the right tool

The new European Consensus represents a litmus test not only for the future of Europe’s development cooperation, but also for Europe’s role in the world. It is now or never for European decision-makers to lead by example for the dignity and well-being of all people. A clear statement is needed: aid money must be used to eradicate poverty, not to stop refugees.

This position will be part of an integrated Humanitarian programme in the Bekaa Valley. The WASH component will include both public health engineering and public health promotion activities with the aim of providing comprehensive WASH assistance to vulnerable persons. The appointed person will support the provision of water and sanitation services and the construction and rehabilitation of WaSH facilities, ensuring they are completed to the agreed specifications and within the agreed project timeframes, as well as ensuring maintenance of built facilities and participating in assessments as required.
