Responsabilités du poste
Elle/ Il est responsable de la gestion administrative et financière du projet (suivi financier et comptable du budget terrain, suivi administratif des ressources humaines du projet)

Quines seran les teves funcions? 

Principales responsabilités et obligations de rendre compte
1.    Finances
•    Elaboration et suivi budgétaire (en coordination avec le responsable base)
•    Suivi de la gestion financière du programme
•    Veiller à ce que les procédures d’achats de matériel destiné au projet respectent les directives des bailleurs de fonds
2.    Comptabilité et trésorerie du projet
•    Veiller à la mise à jour de la comptabilité (SAGA)
•    Formation et supervision de l’assistant comptable terrain
•    Clôture et envoi de la comptabilité mensuelle du projet au coordinateur financier capitale chargé de la révision et de la consolidation
•    Responsable du paiement des salaires du personnel du projet et des factures fournisseurs. Gestion des justificatifs de paiement.
•    Garantir la bonne gestion de la caisse et des comptes en banque du projet (gestion des versements et retraits, des paiements et avances)
•    Responsable de la sécurité de l’argent du projet
•    Effectuer les demandes de trésorerie mensuelles au Fin Admin Manager capitale pour assurer le transfert de fonds en coordination avec Barcelone.
3.    Administration
•    Responsable de former les assistants locaux au système de gestion et au logiciel SAGA
•    Gestion des contrats de location (maisons, bureau), paiement mensuel des reçus respectifs
4.    Ressources Humaine Locales
•    Veiller à ce que le règlement intérieur et les règles de conduite au sein du personnel national soient respectés
•    Elaborer les nouveaux contrats de travail
•    Garantir la mise à jour du paiement des impôts locaux, des cotisations de sécurité sociale, etc.
•    Déclarer à la sécurité sociale tout nouveau travailleur en respectant la législation nationale
•    Appliquer le système de droit disciplinaire selon la législation du pays
•    Organiser les élections de délégué du personnel
•    Superviser les procédures de sélection du personnel local
•    Appliquer la politique de couverture médicale en fonction des particularités du pays
•    Tous les mois, envoyer à la capitale le listing du personnel local mis à jour
•    Responsable du suivi des congés du personnel
5.    Ressources Humaines Internationales
•    Maintenir à jour la base de données expatriés
•    Centraliser les demandes de congés et / R&R de la base
•    Résoudre les doutes concernant la politique d’expatriation
•    En fin de mois, informer le coordinateur financier de toute avance de salaire

Què estem buscant? 

Essentielles
•    Etudes supérieures (ou équivalent) en Sciences Economiques, Gestion/Administration, comptabilité et contrôle de gestion
•    Expérience de deux ans minimum dans des postes similaires
•     Connaissance et expérience dans des projets de développement et d’action humanitaire.
•    Expérience dans l’identification, formulation, suivi et justification des projets de coopération et/ou action humanitaire sur le terrain.
•    Expérience en administration de personnel  et en gestion budgétaire
•    Excellentes capacités d’expression écrite et esprit de synthèse.
•    Expérience de travail avec les bailleurs de fonds, notamment ECHO, UE, agences UN, bailleurs nationaux (SIDA, AECID, AMC, GFO).
•    Excellente maîtrise du français et anglais
•    Très bonne connaissance et pratique des programmes informatiques Excel,  Word.
•    Capacité de travail en équipe
•    Rigueur et sens de l’organisation
•    Capacité de planification
•    Flexibilité et capacité d’adaptation dans des contextes instables
•    Capacité à travailler sous pression.
