Contexte
Le contexte de la Mauritanie est principalement dominé par des crises majeures qui se reproduisent de manière cyclique notamment : les sécheresses, les inondations, les épidémies (cholera, Ebola). A ceci s’ajoutent les mouvements de population liés à une insécurité sous régionale avec les réfugiés et déplacés internes (conflit du Nord Mali), ce qui engendre des graves conséquences sur la sécurité alimentaire et la malnutrition des populations affectées par ces chocs. Face aux conséquences humanitaires, OXFAM a développé une stratégie humanitaire qui comprend la mise en œuvre de projets WASH.
Afin d’assurer la cohérence et la qualité des programmes WASH dans le pays, OXFAM recrute WASH Manager.

Objectif du poste

Le WASH manager est en charge de la mise en œuvre et de la réalisation des objectifs définis dans les propositions de projet. Il est chargé de développer la stratégie WASH au niveau pays en lien avec les documents stratégiques programmatique.
Il est chargé de la supervision des équipes opérationnelles affectées à son programme.
Il est le garant de la bonne exécution et de la qualité du programme mis en œuvre, et le cas échéant, propose des ajustements ou des développements pour en garantir la pertinence.

Responsabilités

Suivi évaluation de la situation humanitaire dans le domaine WASH
•    Assurer le suivi de la situation épidémiologique,
•    Identifier les besoins pour la formulation de projets en WASH,
•    Contribuer à l’actualisation du plan de contingence pour les scenarios WASH.
•    Appuyer  le RAH dans la recherche des nouveaux financements pour activités WaSH axées sur la préparation et DRR WaSH.

Développement et mise en œuvre des programmes
•    Assurer la finalisation de la capitalisation des réponses WASH réalisées ;
•    Assurer la qualité des projets en veillant au respect des standards OXFAM ;
•    Renforcer les piliers de la WASH in Nutrition ;
•    Accompagner l’intégration dans les programmes MESA.

Coordination
•    Coordonner avec les autres acteurs la mise en œuvre des réponses WASH,
•    Assurer une démarche de synergie entre les équipes WASH et les équipes de Sécurité Alimentaire (à travers la connaissance de la MESA-WASH)
•    S’impliquer dans les prises de décisions opérationnelles WASH au niveau des bases.
Formulation et rapportage
•    Elaborer des Rapport mensuels d’activités (et Sitrep) WASH,
•    Contribuer à la rédaction des rapports pour OXFAM et les bailleurs WASH,
•    Contribuer au suivi et l’exécution budgétaire des projets WASH en lien avec les fields managers.
Renforcement des capacités
•    Assurer l’accompagnement des équipes / partenaires, avec un planning de renforcement des capacités.
•    Evaluer les capacités des partenaires et contribuer à identifier des partenaires potentiels possibles ;
•    Assurer les de réponse humanitaires WaSH dans le pays et la mise en œuvre du plan de préparation.

Què estem buscant? 
  • Diplôme universitaire de niveau minimum BAC + 4 dans l’un des domaines suivants : Ingénierie, spécialités Hydrogéologie,
  • Environnement ; Spécialités en WASH (ou autres études d'ingénierie en coopération et/ou aide humanitaire).
  • Expérience minimum de 5 ans à des postes similaires dans des programmes humanitaires;
  • Expérience dans les réponses humanitaires WaSH, surtout au niveau Sécheresses (Intégration WaSH-SA) et Epidémies;
  • Expérience, au niveau management, de diriger l’élaboration et de garantir l’exécution d’une stratégie de programmation;
  • Expérience dans l’élaboration et la gestion des budgets associés aux contrats avec les donateurs et partenaires;

Durée du contrat : 6 mois
Lieu de travail: basé à Nouakchott avec déplacements sur les bases.
Rémunération Salaire annuel brut de 32’829  euros  avec Bonus par enfant: 472,92 Euros annuels bruts pour chaque enfant de moins de 18 ans (limite  4 enfants)
R&R : 7 jours toutes les 12 semaines et Forfait : 805 Euros
Per diem : 6.500 MRO / jour
Autres : les voyages, le logement en Guest House, assurances médicales, de vie et accidents sont à la charge d’Oxfam selon les conditions en vigueur.

Oxfam is looking to fill the position of Humanitarian Logistics specialist (Humanitarian Support Personnel - HSP LOG) to join  the Global Humanitarian Team (GHT). The GHT supports countries and regions in their response to crises and supports them in emergency preparedness to become more resilient to future shocks and stresses. 
LOGISTICS TEAM
The logistics team supports regional and country offices and our partners and will ensure the operational implementation of Oxfam programs and strategy. It will be efficient, through the timely availability of assets and a transparent supply chain, with close monitoring of the consumption and use of those assets; It will also ensure the clear definition of individual responsibilities and appropriate processes and ways of working, transversally.
JOB PURPOSE –  Focus on Response implementation
•    Provide managerial and coordination resources in emergencies and resilience work. 
•    Provide skills and experience to help staff and partners develop their logistics capacity.
•    Provide resources for the development of the use of new technologies in Logistics.
•    Provide expertise across all areas of logistics.
It is essential that all HSP Logisticians are able to respond effectively to humanitarian emergencies including large rapid onset cat 1’s.  All HSP Logisticians will have to have the soft and management skills to work through others to run a supply chain.  This includes coaching, mentoring, training and performance management competencies.  This set of soft skills and people management skills will be the most important part of the HSP Logistics profile.

  • Lead the delivery and ensure the quality  of Oxfam's humanitarian Logistics design, management, implementation, strategy
  • Lead the logistics components of project planning and preparation of donor proposals, budgets and reports in collaboration with the appropriate management including donor procedures & Policies.
  • Participate in development, review, implementation and monitoring of Oxfam’s security measures in-country.
  • Represent Oxfam to other NGOs, agencies and government authorities.
  • Ensure permanent visibility of Logistics activity through concise reporting to line and matrix managers.

We are looking for a highly-experienced individual with extensive knowledge and hands-on management experience in Logistics, Supply, Procurement, Transport, Vehicle management who can deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programs to meet lifesaving needs of affected people. You will have proven leadership skills in motivating multi-cultural and multi-functional teams, leadership qualities and people-oriented management expertise to provide direction and effective support to multi-disciplinary and multi-cultural teams.

QUALIFICATION AND EXPERIENCE:
ESSENTIAL
•    Extensive practical Supply & Logistics management experience including front line emergencies.
•    Strong and proven experience in people management.
•    Extensive experience in Transport and distribution.
•    Extensive experience in Warehousing Management.
•    Extensive experience in Purchasing and Supply.
•    Extensive experience in Vehicle Management.
•    Fluent in English and at least one of the 2 following languages: French/Spanish.
•    A good IT skill including excellent knowledge of MS Excel.
•    Clean driving licence.

DESIRABLE
•    Extensive experience in Security management.
•    A diploma in Business / Logistics related discipline.
•    Extensive experience in Clearing and forwarding.
•    Extensive experience of programming in a HELIOS context.
