In its proposed next long-term budget, the EU and its Member States risks undermining development and human rights by diverting development assistance towards migration control, rather than using it for its intended purpose. Drawing on evidence, lessons learned, and analysis of EU migration-related Official Development Assistance (ODA) instruments, this Oxfam paper sets out four recommendations to the EU and its Member States to ensure that development assistance remains focused on sustainable development, poverty eradication and human rights.
