The last few decades have seen astonishing growth and poverty reduction across Asia, but inequality is on the rise. This paper sets out how APEC leaders can use the opportunity of the summit to move in a new direction – one in which the economy works for everyone, not just the few.

High levels of inequality across Africa have prevented much of the benefits of recent growth from reaching the continent’s poorest people. To combat inequality in Africa, political and business leaders have to shape a profoundly different type of economy.

“At the start of the week, we urged the Bank to show it’s serious about ‘“ending poverty and boosting shared prosperity”’ in discussions on additional funding. Workers on tea plantations in the Assam region of India are systematically denied their rights to decent working and living conditions. Oxfam’s research shows that the solutions lie in a fairer sharing of the end consumer price of tea, stronger gender policies and a review of plantation labour laws.

This briefing paper shows that COVID-19 has deepened this crisis, and that the responses of African governments and international financial institutions are making little difference as debt burdens grow and austerity kicks in.

Inequality, already extreme before COVID-19, has reached new levels. There is an urgent need for governments to implement highly progressive taxation measures that in turn must be used to invest in powerful and proven measures to reduce inequalities.
