A commitment to increase and accelerate public finance is adaptation’s bottom-line.  Without it, the Paris agreement will be a mitigation deal for big emitters, not a climate change agreement for all. This briefing sets out Oxfam's demands on adaptation finance post 2020 that need to be agreed in Paris at the end of this year.

The Paris agreement is at risk if developed countries cannot first show that they are keeping to their existing climate finance commitments, as made at the Copenhagen climate change conference in 2009, to mobilise $100bn/year by 2020.

This paper suggests a new approach that recognizes the failings of the current climate finance regime and is better informed by needs and opportunities at the national level.

European Governments are increasingly relying on bioenergy as a cheap way to meet targets for renewable energy. Bioenergy represented 62% of EU’s renewable energy use in 2012. In response to the United Nations Environment Program’s Adaptation Gap Report 2023, Nafkote Dabi, Oxfam International’s Climate Change Policy Lead, said: “The report underlines how the gap in adaptation funding —at its ‘highest ever’ amid accelerating climate breakdown— must be addressed with the utmost urgency next month in Dubai."

This briefing examines reported international public climate finance flows, taking into account the funding commitments of developed countries. Oxfam’s analysis finds that the most vulnerable people and communities are being neglected by funds that should be helping them.

Climate finance efforts by developed countries are at a critical juncture. There are only two years before the deadline by which developed countries have committed to jointly mobilize $100bn per year to support climate action in developing countries. This briefing paper offers an assessment of progress towards this goal.

Responding to the publication today of the IPCC’s Synthesis Report (SYR), Oxfam’s Climate Policy Lead Nafkote Dabi said: “This is, literally, the last chapter. The science shows that limiting global heating to 1.5°C is still possible —but only just. Unless we pull the emergency brake on deadly carbon pollution, ‘unheard-of’ heatwaves, storms, droughts and floods will continue to become more frequent and hit more places and people."  

The true value of money provided by developed countries to help developing nations respond to the climate crisis may be just a third of the amount reported, according to Oxfam estimates published today.
