The world has entered a new and dangerous era of climate change impacts, causing huge loss and damage and driving up inequality in the world’s poorest countries that have contributed least to the climate crisis. Yet, new research by Oxfam estimates that nearly half of funding requirements for UN humanitarian appeals linked to extreme weather have gone unmet.

Responding to the final communiqué of the COP25 climate talks in Madrid, Chema Vera, Interim Executive Director of Oxfam International, said: “The world is screaming out for climate action but this summit has responded with a whisper. The poorest nations are in a sprint for survival yet many governments have barely moved from the starting blocks."

The richest one percent of the world’s population are responsible for more than twice as much carbon pollution as the 3.1 billion people who made up the poorest half of humanity during a critical 25-year period of unprecedented emissions growth.

Oxfam water engineers are having to drill deeper, more expensive and harder-to-maintain water boreholes used by some of the poorest communities around the world, more often now only to find dry, depleted or polluted reservoirs. 

The contentious issue of financial support for communities, including displaced communities, which have suffered loss and damage as a result of the climate crisis is expected to take center stage at the UN Climate Summit in Madrid from 2 – 13 December 2019.
