In August 2026, Oxfam completed the planned phase-out of its physical presence in Ukraine. This marks the end of Oxfam’s time-bound humanitarian response in the country, which began following the Russian invasion in 2022.
From the outset, Oxfam’s response in Ukraine was rooted in partnership. We worked with Ukrainian organizations who were already close to affected communities, and who have continued to lead humanitarian action throughout the war. Over time, Oxfam’s role evolved: from direct implementation when humanitarian needs soared and local capacities were overwhelmed, toward supporting partner-centered programs, investing in partners’ organizational resilience to enable their continued support to communities, and helping strengthen their access to funding, decision-making spaces and advocacy.
This planned phase-out does not coincide with an end to humanitarian needs in Ukraine. The war continues to affect millions of people, and Ukrainian civil society organizations remain at the forefront of the response. In this context, Oxfam’s decision reflects a strategic and principled transition: stepping back from physical presence while recognizing and supporting the leadership of local and national actors who will continue responding to their communities in the long term.
Although Oxfam’s in-country response will close, our collaboration with partners in Ukraine will continue. Through a small remote post-phase-out function, Oxfam will sustain strategic partnerships built over the last four and a half years, with the aim of supporting partners’ ongoing work with communities affected by the war.
This next phase will focus on areas where partners have told us Oxfam can continue to add value: collaborating on fundraising for partners’ work, supporting partner-led advocacy and influencing to defend the rights of affected communities, and investing in shared learning on our partnership approach and its outcomes. Oxfam will also continue to invest in women’s rights organizations through the Women’s Humanitarian Leadership Fund.
This final accountability update provides the closing financial, expenditure and program figures for Oxfam’s Ukraine response. It follows our previous accountability briefings, which were published to provide transparency to the people whose generosity made this work possible.
Oxfam remains deeply grateful to our partners and supporters who have contributed to the Ukraine response. Most importantly, we recognize the leadership of Ukrainian organizations who will continue to support affected communities, protect rights, and shape the country’s response to the humanitarian crisis and recovery.
