Summit shows EU leaders set on an attempt to stop people moving – without offering real long-term solutions.

While Oxfam has no connection to the Gaza flotilla, we condemn any use of violence and loss of life which occured when the Israeli navy intercepted it at sea.

As the UN Security Council meets on May 11th to discuss the long-running Israeli-Palestinian conflict, Oxfam International urges the Council not to overlook the needs of civilians in the Gaza Strip, and to put humanitarian imperatives first.

This note draws on the ECDPM-Oxfam event on "The future of EU development cooperation: navigating trade-offs in a contested world", held in Brussels on 23 September 2026 as an associated event of the Irish Presidency of the Council of the EU. The event brought together EU and member state representatives, partner-country ambassadors, civil society, the private sector, academia, think tanks, development finance institutions and international organisations to consider what an increased focus on mutual interests means for the future of EU development cooperation. The discussion comes as negotiations on the next EU multiannual financial framework (MFF) and the proposed Global Europe instrument are under way. Economic, geopolitical and security interests are playing a larger role in how Europe approaches international partnerships, reflected in initiatives such as Global Gateway, while development funding has faced significant cuts. The discussion focused on how these EU interests interact with development objectives and partner-country priorities in practice.

The fortunes of Latin America’s 73 billionaires surged by $48.2 billion since the beginning of the pandemic even as the region buckles as one of the worst-hit regions in the world, said Oxfam today.

41 G7 energy billionaires have increased their wealth by $23.5 billion since the unlawful US and Israel war against Iran began, reveals new Oxfam analysis published ahead of the G7 summit in Evian, France. This is equivalent to about $1,000 in the time it takes to blink. Billionaires globally have gained $9.8 trillion since 2020.

Oxfam’s new research shows how the super-rich are also actually cashing in on climate pain – making huge profits from sky-high food prices and profiting from disasters. Meanwhile, ordinary people, hit by successive climate shocks, struggle to recover.

Max Lawson, Oxfam International's Head of Inequality Policy at Oxfam, said: "The G7 had failed the Global South here in Hiroshima.  They failed to cancel debts, and they failed to find what is really required to end the huge increase in hunger worldwide. They can find untold billions to fight the war but can’t even provide half of what is needed by the UN for the most critical humanitarian crises."
