Donor government negotiators are considering scrapping the global aid monitoring system that keeps donors honest and improves the quality of their foreign assistance, Oxfam warns.

The “Global Report on Food Crises”, released today by the Food Security Information Network, says that more than 113 million people across 53 countries experienced acute hunger and required urgent food, nutrition and livelihoods assistance in 2018. The slight decrease in development aid spending in 2017 is bad news for the fight to end poverty and reduce inequalities, said Oxfam today in response to the publication of new aid figures by the Organisation for Economic Cooperation and Development (OECD).

In reaction to today’s UN 2023 Global Humanitarian Outlook report, revealing that 339 million people are in urgent need of humanitarian aid - the highest caseload in history -  Oxfam’s Global Humanitarian Director Marta Valdes Garcia said: “One in every 23 people around the world –the equivalent of nearly half of the entire population of Europe– is now in urgent need of humanitarian aid. This news must be an immediate wake-up call. 

The European Union has adopted a new approach to foreign policy dubbed the “Global Gateway,” supported by a new European Financial Architecture for Development (EFAD). These policies are a direct response to the state of permacrises that the world finds itself in. It seeks to inject 180-300 billion euros over a period of six years into the EU’s partner countries in the form of infrastructure projects, a green transition and digitalisation. 

Max Lawson, Oxfam International's Head of Inequality Policy at Oxfam, said: "The G7 had failed the Global South here in Hiroshima.  They failed to cancel debts, and they failed to find what is really required to end the huge increase in hunger worldwide. They can find untold billions to fight the war but can’t even provide half of what is needed by the UN for the most critical humanitarian crises."
