Consolidated Responses to Bidder Clarification Questions
Following the supplier briefing sessions held on 25 September 2026 and the written clarification questions received from prospective bidders, Oxfam International is issuing this Addendum No. 2.
The clarification questions have been consolidated and anonymised to ensure that all registered bidders receive the same information. Where suppliers submitted similar or overlapping questions, these have been combined and answered once by topic.
Supplier identities, commercially confidential information and bidder-specific commentary have not been disclosed.

Microsoft EA Reseller RFP | Oxfam International
Dear Microsoft Licensing Partner,
Oxfam International Secretariat (OIS) invites qualified Microsoft licensing partners to submit a proposal for the renewal and ongoing management of Oxfam’s Microsoft Enterprise Agreement and Reseller services.
The current agreement expires on 31st December 2026. OIS intends to appoint a supplier that combines strong Microsoft programme expertise, transparent commercial value, disciplined license assurance, effective multi-affiliate service delivery, and strategic advisory capability.
The successful supplier will act as a strategic licensing and service partner, rather than solely as a transactional reseller.
