During July 2026, the protection environment across monitored collective shelters in South Lebanon and the Bekaa remained characterized by protracted displacement, shelter consolidation measures, barriers to safe and dignified return, deteriorating socioeconomic conditions, and persistent gaps in access to essential services. While displacement trends differed between the two regions, monitoring findings indicate that the households remaining displaced increasingly represent some of the most vulnerable caseloads, facing complex and overlapping protection risks linked to insecurity, housing destruction, loss of livelihoods, financial hardship, and inadequate living conditions.

In South Lebanon, shelter closures emerged as major protection concerns throughout the reporting period. The closure of Lebanese University Faculty of Arts and continued shelter consolidation measures generated significant anxiety among displaced households, many of whom reported having limited accommodation alternatives. Families expressed concerns regarding overcrowding in receiving shelters, unaffordable rental costs, damaged homes in areas of origin, and the risk of repeated displacement.
